REGULAR MEETING
DECEMBER 2, 2003
The City Council of the City of Lynwood met in a Regular Meeting in Bateman Hall,
I 1331 Ernestine Avenue on the above date at 6:35 p.m. � �
Mayor Pedroza presiding.
� Councilman Byrd, Reyes, Santillan, Rodriguez and Pedroza answered the roll calL .
Also present were Interim City Manager Gonzales, Interim City Attorney Montgomery,
City Clerk Hooper and City Treasurer Pygatt.
City Clerk Hooper announced that the agenda had been duly posted in accordance with
the Brown Act.
Item #7: DECLARING THE RESULTS OF THE GENERAL ' MiJNICIPAL
ELECTION NOVEMBER 4, 2003.
It was moved by Councilman Reyes, seconded by Mayor Pro Tem Rodriguez to adopt the
following Resolution.
RESOLUTION NO. 2003.225 ENTITLED:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
RECITING THE FACT OF THE GENERAL MUNICIPAL HELD IN SAID��CTTY
ON NOVEMBER 4, 2003 DECLARING THE RESULTS THEREOF AND SUCH
OTHER MATTERS AS ARE PROVIDED BY LAW.

• OUTGOING COUNCILMEMBER ARTURO REYES
Council presented a Plaque to Councilman Arturo Reyes.
Councilman Reyes — Said his goodbyes to City Council, city staff and the residents of
Lynwood. Stated he is very happy that he served the City of Lynwood for over seven
years, as it was a great experience. Also thanked his wife for her support and his
children.

It was moved by Mayor Pro Tem Rodriguez, second by Mayor Pedroza and carried to

Interim City Attomey Montgomery stated� that the Council met on the aforementioned
matters and stated on: ,
' 1. Bulletin Displays: Council directed the LRA staff to prepare an
exclusive negotiation agreement with Bulletin Displays, some of
the concerns that the ENA will address is the term of the leases the
. affect of the Regency lawsuit if any the identity of the parties
• participation and financial authority bf all the parties to address
this action. •

Councilman Byrd — Stated that he went to-a tournament over the weekend and team
won.
Councilwoman Santillan — Invited everyone to the swearing in ceremony tomorrow night. '
� Councilman Reyes — Stated that his�backyard has been invaded by rabbits, and would ]ike
. for someone to help him get ride of them.
" Mayor Pro Tem Rodriguez — No comment.
Mayor Pedroza - Stated that he is happy that finally Chuck E Cheese has been open, also
� invited everyone to the ceremony for tomorrow night. .
ADJOURNMENT
Having no furtlier discussion, it was moved by Councilman Byrd, second by Mayor
Pedroia and carried to adjourn the Special Council Meeting at 6:30 p.m.

Mark Kudler — Item #5 repcesenYative of Bulletin Displays explained that he has made a
proposal to the Council and would really appreciate if Council would make a decision
tonight, stated that he believes there is no other better proposal than Bulletin Displays.

Mayor Pro Tem Rodriguez — Questioned Mr. Kudler in how does Regency play in the
proposal, are they g'oing to give the City four hundred and eighty tho,usand dollars.

Maik Kudler — Stated that from what he understands is that Regency is offering a
thousand dollars per month� for two signs times twenty years.

Frank Calderon — Stated tliat he is very upset with Council scheduling'Special Meetings
at a last minute, which no one in the community is able to attend, the Council is in
violation of articles. �

Pearline Calderon — Stat�d that she is in total frustration with the Council calling three
meetings in one week. I think that is totally unacceptable to the community. Is this how
you conduct business, we the residents stated that we did not want these bulletin displays
you are elected to do a job�for this community'and I expect for you to do it.

Irene Garcia — Stated that� she and her neighborhoods are against the billboazds, there is
not one billboard that is attractive anywhere. There are more urgent issues in the
community then to worry,iabout billboards.
