Key Biscayne Civic Center
Dear Mr. Kurlancheek:
We are pleased to respond to your request to provide traffic engineering analysis for the Village
of Key Biscayne Civic Center. The Civic Center is proposed to be built on a tract delimited on
the west by Fernwood Road, on the east by Crandon Boulevard, and on the south by West Enid
Drive. The north boundary is located midblock, south of where Grand Bay Drive intersects
Crandon Boulevard. The Civic Center consists of a Fire Station (17,000 sq.ft), a Community
Center (40,000 sq.ft), Police Headquarters (34,000 sq.ft), and a Theater (200 seats).
The location of the Civic Center, the study area, and the proposed study intersections are
illustrated on the attached Figure 1. We propose to study the combined traffic impacts of the
various developments in the morning and afternoon peak hours. The study will require that
turning movement counts be conducted at the study intersections on Crandon Boulevard for two
hours in the morning and two hours in the afternoon.
We propose to complete the analysis between 6 and 8 weeks for a fee of S9,500.00. The scope
of services for this job is attached.
We look forward to working with you on this important development in the Village of Key
Biscayne. If this proposal is acceptable, please sign below and fax the executed agreement and
mail the original with the S2,500 retainer. We will start work as soon as the final site plans and

SCOPE OF SERVICES
Traffic Analysis
Task 1 - Data Collection
Proposed intersections and links to be analyzed, as well availability of data are listed below.

Existing traffic control devices and other traffic information will be inventoried for the study
area. General traffic circulation patterns, operations and other characteristics within the study
area will be identified through field investigation. Signal timing data has been acquired at the
signalized intersection.
Traffic and operational conditions will be observed at the subject locations for the morning and
afternoon peak periods by a qualified transportation engineer. The engineer will also make note
of the physical characteristics of the location and identify any unique operational characteristics
that may affect the operation of the traffic.
Task 2 - Existing Conditions Analysis
A description of the surrounding area roadway network will be provided, which will include a
general discussion of such items as existing number of lanes, traffic control, and location of any
adjacent on -street parking. Existing traffic count data and a description of general traffic patterns
will be provided. Existing levels of service will be reported for the locations listed in Task 1.
A brief discussion on the availability and location of existing nearby transit services will also be
provided.
Task 3 - Trip Generation
Vehicle trips will be generated for the proposed land uses based on the most current Institute of
Transportation Engineers (1TE) Trip Generation manual. Mode split considerations due to the
availability of transit services will be considered.
Task 4 - Trip Distribution and Assignment
Trip distribution and assignment will be determined based on the Miami Urban Area
Transportation Study model, unless otherwise indicated by Key Biscayne.

Task 5 - Programmed Transportation Improvements
Any future planned or programmed transportation improvements that may directly affect the
transportation analysis for the site will be discussed.
Task 6 - Future Traffic Conditions
Future traffic performance will be analyzed for the expected year of operation of the proposed
development. Traffic performance will be calculated for the morning, midday and afternoon
peak hours for the study roadway links and intersections. Future traffic volumes will be
calculated assuming a yearly growth rate acceptable to Key Biscayne or any method that Key
Biscayne deems appropriate. Future traffic volumes will also include the anticipated trips from
other approved developments.
Task 7 - Site Ingress/Egress Evaluation
Analysis pertaining the sites' ability to accommodate the ingress/egress of vehicular traffic will
be performed. This analysis is predicated on the access and circulation plan (site plan) developed
for the site. This analysis will identify operational conditions for each peak period at each site's
critical ingress/egress points. This evaluation will likely include unsignalized intersection
analysis at Civic Center driveways and the identification of any adverse conditions affecting
external access and circulation to and from the site. External turn lane requirements immediately
serving the site, as well as any pedestrian traffic considerations will also be discussed.
The above evaluation does not include detailed on -site queuing analysis or analysis of traffic -
related operations specific to the internal layout of the site. Any such additional analysis
requested to be performed by others or on behalf of the reviewing agencies shall be considered as
additional services to this scope.
Task 8 - Conclusions and Recommendations
The findings and any specific recommendations resulting from the above tasks will be discussed.
A concise summary of any operational problems, and the improvement alternative(s)
recommended for implementation or further governmental action will be provided.
Task 9 - Meetings
Representatives from the firm will meet with any public or private organization representatives,
if necessary, for the purposes of receiving input, collecting data, identifying potential
improvements, etc. included in the estimated fee amount are two (2) such meetings. Additional
meetings, if necessary, can be provided as additional services.
Task 10 - Additional Analysis/Services
After submittal and review of the appropriate governmental agencies(s), additional data, analysis
or investigation may be required. The additional information may include analysis of additional
roadway links or intersections, more refined traffic analysis, traffic signal retiming analysis,
traffic signal warrant analysis, conceptual design, additional improvement alternatives, or any
other analysis that may or may not typically be included in a traffic study but has been deemed
necessary for review of this particular site.

Any additional analysis not specifically included in the above tasks but identified during the
submittal preparation process to be likely required by the agencies, or otherwise in the best
interest of the client, shall be considered as additional services.' Items such as right-of-way
acquisition cost estimates, environmental assessments, permitting costs, utilities relocation costs,
preparation of detailed design or construction plans, or evaluation of alternative land use
scenarios or site plans are not included in this scope.
Any required additional services will be negotiated based on Corradino's standard hourly rates.
Additional traffic data collection services , if any, will be negotiated consistent with the costs of
the counts performed as part of the original scope of services.

Carr Smith Corradino (Corradino) is pleased to submit this scope of work and fee proposal for
providing Engineering Services to produce signalization plans for the intersection of Crandon
Boulevard and McIntire Street. It is our understanding that roadway plans are currently being
prepared by Spillis Candela DMJM consultants to modify the alignment of this intersection as
part of the proposed Civic Center.
We propose to perform this work for a lump sum fee of $9,600.00. The scope of services for
this job is attached.

SCOPE OF SERVICES
Signalization Plans
Task 1 - Data Collection and Utility Investigation
• Corradino will research and collect all existing pertinent information relating to the
intersection site and utilities within the site.
• Corradino will visit the site to become familiar with the area, existing utilities, specific site
constraints and to check for any possible conflicts.
• The City, through it's consultant Spillis Candela DMJM, is to provide Corradino with their
base roadway plans indicating the utilities that have been identified to -date as existing at the
site. Additionally, the consultant will provide Corradino with their signing and pavement
marking plans.
• Corradino will review and field verify any existing as -built drawings.
Task 2 — Utility Coordination
• Corradino will contact all utility companies in the area prior to beginning our work and
notifying them of the proposed signalization work and requesting the utility companies to
verify their existing utilities in the work area.
• Corradino will coordinate with Florida Power and Light to identify the existing service point
and determine if the same service point can be utilized for the new signal. If not, Corradino
will coordinate with FPL to identify a new service point.
Task 3 — Construction Documents
• Corradino shall prepare construction plans as required for the implementation of the proposed
improvements and will be composed of the following at a minimum:
1. Key sheet (Cover)
2. General notes
3. Tabulation of quantities
4. Signalization plan
5. Mast arm data sheet
6. Steel mast arm detail sheet
• The technical specifications will be pursuant to the Miami Dade Public Works, Signals and
Signs Division, Traffic Control Center specifications.

Task 4 — Permitting
• Corradino will coordinate with the Miami Dade Public Works, Signals and Signs Division,
Traffic Control Center, which has jurisdiction over the proposed project modifications,
submit necessary plans, permit applications and supporting documentation. Corradino will
also initiate reviews by relevant governing agencies to insure that the project meets all of the
regulatory agency requirements.
• We understand that the City desires to obtain approval to substitute black painted mast arms
instead of the County standard. Corradino commits to assisting the City in this effort.
However, it will be the City' s responsibility to offer justification to the County.
Task 5 — Construction Phase Services
• Corradino shall provide assistance to the City in reviewing RFI'S, RCO's and shop drawings.
VILLAGE OF KEY BISCAYNE RESPONSIBILITIES
It shall be the City's responsibilities to make available to the Architect/Engineer, if available,
utility plans, and other available information of the project area, all data concerning the proposed
project, including original plans, as -built drawings, shop drawings, previous repair data and
drawings, previous inspection reports, and any available site survey data. At the request of the
Engineer, the City shall facilitate the gathering of information, contacts with permitting agencies
and public utility companies. The City shall provide review of reports, plans, specifications, and
estimates.
CONSULTANT RESPONSIBILITIES
The Design Consultant (Corradino) shall be responsible to investigate and to satisfy all relevant
governing Code requirements as enforced by the governing regulatory agencies. In the event that
the design does not conform to any regulatory agency's requirements, Corradino shall be
responsible to make corrections at no additional cost to the City.
ADDITIONAL SERVICES:
Any additional services that have not previously been included in the proposed fee amount or
scope of work description, shall be billed at an hourly rate as listed below:

REIMBURSABLES:
Reimbursable expenses shall include reproduction of materials, photography, couriers, and
permit fees required for the completion of this project. All said expenses shall be billed to the
Village of Key Biscayne at cost.
DELIVERABLES:
Construction Documentation Reproduction
Corradino shall furnish the City with three copies of the preliminary plans and 10 copies of the
final plan for bidding. Note: all reproduction costs are billed at cost to the Village of Key
Biscayne.
Computer Files
Corradino shall furnish the City with copies of all files in Microsoft Word and/or Microstation
.dgn format upon approval of the final construction plans.
FEES:
Corradino's fee for this scope of work is a lump sum equal to $9,600.00. This fee includes all
the items listed in the scope of services above.
METHOD OF COMPENSATION:
Unless otherwise specified, all services will be performed on a Lump Sum Fee basis. Invoices
shall be based on percentage complete and submitted to the City on a monthly basis.
