Mayor Sternq uist ca lled the City Council Regular Meeting to order at 7 :36 p.m. in the Council Chambers located at 1 0144 Bogue Street , Temple City . 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: 3. INVOCATION Councilme mb er-Chavez, Fish , Yu , Man , Sternquist Councilmember-None City Manager Cook , City Attorney Vail , Assistant City Attorney Murphy, Community Development Director Forbes , and City Clerk Kuo Pastor Darrel Kelty from Community of Christ provided the invocation . 4. PLEDGE OF ALLEGIANCE Boy Scout T roop 161 provided a flag ceremony and led those present in the Pledge of Allegiance . 5. CEREMONIAL MATTERS -PRESENTATIONS -None Mayor Sternquist pulled New Business Item 1 OA out of agenda order to receive staff presentation and public comments . 10. NEW BUSINESS A. DISCUSSION REGARDING PROPOSED HOUSING PROJECT AT 6 343- 6 359 ROS EM EAD BOULEVARD (GOLDEN MOTEL SITE) Mercy Housing has filed an applicati on with the County of Los Angeles (County) t o convert the existin g Golden Motel into a faci lity that would provide affordab le transitional housing for veterans and formerly homeless in d ividuals . The project site is loc ated in unincorp orated Los Angeles County and t herefore not under th e City's jurisdiction . City Manager Cook and Assistant C ity Attorney Murphy gave a br ief overview City Counci l Minutes May 16, 2017 Page 2 of 7 regarding the proposed housing project. Mayor Sternquist opened publ ic comment. Temple City residents and members of the public made comments regarding the proposed hous ing project. During the time for public comment , City Council recessed at 9 :24 and reconvened at 9 :34 with all members present. With public comment having been given and hearing no further requests to speak , Mayor Sternqu ist closed publ ic comment. Assistant City Attorney Murphy outlined the next steps that the City would take , encouraged the public to offer comments directly to Los Angeles County, and stated that a pet ition oppos ing the proposed housing project that had been given to the City Clerk should be submitted to Los Ange les County and not the City. Mayor Pro Tern Man made a motion to accept public comments and d irected the City Attorney's office to send a representative to attend the County's Public Hearing regarding the proposed housing project on June 21 , 2017 . Seconded by Councilmember Yu and carried by the following votes : AYES : NOES : Councilmember-Chavez , Fish , Yu , Man , Sternquist Counc il member-None RECUSED: Council member -None ABSENT: Councilmember-None City Council recessed at 10 :55 p .m . and reconvened at 11:08 p .m . 6. SECOND READING AND ADOPTION OF ORDINANCE NO . 17-1024 AMENDING ARTICLE C OF CHAPTER 6 OF TITLE 2 OF THE TEMPLE CITY MUNICIPAL CODE, MODIFYING THE ART IN PUBLIC PLACES PROGRAM AND ELIMINATING THE PUBLIC ARTS COMMISSION Adoption of the ordinance would maintain the successful Art in Pub li c Places Program established by Ordinance No . 12-960 while providing flexibility for the City Council in setting up an advisory body to review and make recommendations on Program matters. Action : Adopted Ordinance No . 17-1024 amending Article C of Chapter 6 of Title 2 of the Temple City Municipal Code , "Art in Public Places Program ". C . APPROVAL OF A CONSULTANT SERVICES AGREEMENT WITH WILLDAN ENGINEERING TO PROVIDE HOUSING CONSULTANT SERVICES FOR THE CITY'S HOME IMPROVEMENT PROGRAM The City issued a Request for Proposal for the housing consultant services to ensure that the City was receiving the most effic ient and cost effective service . It is staffs assessment that Willdan has the necessary combination of experience and credentials to help adm i nister the Cit y 's Home Improvement Program . Action : 1. Reviewed and approved a consultant serv ices agreement w ith Willdan Eng i neering to provide housing consultant services for Fiscal Year 2017- 18 , which shall not exceed 20 percent of the City's home improvement program's expenditures and sha l l not exceed $60 ,000 ; and 2 . Authorized the City Manager to f inalize and execute the consultant services agreement with Willdan for Fiscal Year 2017-18 . D. APPROVAL OF SENIOR MASTER PLAN ADVISORY COMMITTEE The City is developing a Senior Master Plan that will guide how decisions regarding the senior population will be made in the coming years . An advisory committee will lead the development of the plan . Staff has reviewed all app lications rece ived for the advisory committee and recommends appointment of 17 individua ls to the Senior Master Plan Advisory Committee . ADOPTION OF RESOLUTION NO . 17-5252 , DECLARING THE CITY'S INTENTION TO LEVY AND COLLECT LIGHTING AND MAINTENANCE DISTRICT ASSESSMENTS FOR FISCAL YEAR 2017-18 AND ESTABLISHING THE TIME AND PLACE FOR HEARING PUBLIC OBJECTIONS Approval of the Eng i neer's Report fo r the Temple City Citywide Light ing and Maintenance District for Fiscal Yea r 201 7-18 wil l al low t he City to continue the process to set the assessment rates for the Fiscal Year 2017-1 8 Light ing and Maintenance District. Act ion : 1. Accepted the Engineer's Report for the Temple City Citywide Lighting and Maintenance District for Fiscal Year 2017 -18 ; and 2 . Adopted Resol ut ion No . 17 -5252 . F . VISA CARD REPORT The City Counc il is requested to review, rece ive , and file the V isa Card Report. Act ion : Rece ived and filed . G. ADOPTION OF RESOLUTION NO . 17-5254 APPROVING PAYMENT OF BILLS The City Counc il is requested to adopt Resolut ion No . 17-5254 authorizing the payment of bills . FUNDING AGREEMENT WITH LOS ANGELES LOS ANGELES COUNTY COMMUNITY DEVELOPMENT COMMISSION FOR THE TEMPLE CITY LIBRARY RENOVATION AND EXPANSION PROJECT City Council Minute s May 16 , 2017 Page 5 of 7 Approval of the attached agreements w ill result in the library's renovat ion and expansion , further ing strateg ic plan objecti ves of improved qua li ty of li fe and enhanced public serv ices . City Manager Cook gave a br ief overview of the fund ing agreement and i ntroduced the Los Angeles County representat ives present , who each gave a br ief statemen t. City Council commented briefly regarding the funding agreement. Mayor Sternquist opened publ ic comment. Hea ri ng no request to speak , Mayor Sternqu ist closed public comment. Counc ilm emb er Fish made a motion to approve the funding agreement; appropriate $1.95 m illi on from General Fund undes ignated reserves for the Temple C ity Library Renovat ion and Expans ion Project; authorize the City Manager to s ign the funding agreement and within 30 days of executing the agreement di sburse $450 ,000 to the Los Angeles County Community Development Commission (LACDC ); and authorize the City Manager to di sburse the remaining $1.5 million to the LACDC at the time LACDC releases co nstruction documents to potentia l bidders on the Project.
