Forbes , AICP , Community Development Director ~ By : Hesty Liu , AICP , Associate Planner SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 69983 , A FLAG LOT SUBDIVISION AT 4823 HELEO AVENUE RECOMMENDATION: The City Council is requested to : ' 1. Receive Final Parcel Map No . 69983 2 . Approve the final subdivision map for Parce l Map No . 69983 (Attachment "A "); and 3. Authorize the City Clerk to certify Parcel Map No. 69983 . BACKGROUND: 1. On July 22 , 2008 , Tentative Parcel Map No . 69983 was approved by the Planning Commission at a publ ic hearing. The approval granted an initial life of two years with the expiration date set as July 22, 2010. 2. On November 12, 2008 , the Los Angeles County Fire Department issued approval of the final map . 3. The passage of AB 333 , AB 208 , and AB 116 legislatively extended the expiration of the tentative map to July 22 , 2016. 4. On August 23 , 2016 , the Planning Commission granted an one-year time extension for the tentative map . The time extension reset the expiration of the tentat ive map to July 22 , 2017 . -------·- City Council June 6 , 2017 Page 2 of 2 5. On October 3, 2016 , the City's Engineering Division concluded its review and certified the final map . ANALYSIS: The tentative parcel map is prepared for the property to be divided into two parcels , one of which is a flag lot. The map was approved based on the conclusion that the subdivision would be consistent with the General Plan and Zoning Code . The City Engineer has certified the final map based on its mathematical accuracy , its consistency with the approved tentative map , and its consistency with the provisions of City's Subdivision Code . The City Attorney 's review of Covenants , Conditions , and Restrictions was not necessary as there will not be a homeowner's association . The Los Angeles County Fire Department also reviewed and approved the final map . With the finding that the project has fulfilled the conditions of approval required for the final map , staff requests that the City Council approve the final map. Approving the final map will allow the developer to finalize the subdivision so that building permits can be issued for the proposed development of a single-family residence on each of the parcels . CITY STRATEGIC GOALS: Approval of final Parcel Map No. 69983 will further the City 's Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City 's budget for Fiscal Year 2017-18 . ATTACHMENTS: A.
