SUBJECT: ADOPTION OF RESOLUTION NO. 17-5258 ADOPTING REVISED
SALARY RANGES FOR UNREPRESENTED PART~IME
CLASSIFICATIONS FOR JULY 1, 2017 THROUGH JUNE 30,2018
RECOMMENDATION:
The City Council is requested to adopt Resolution No . 17-5258 (Attachment "A"), adopting
salary ranges for unrepresented part-time classifications for July 1, 2017 through June
30 , 2018 .
BACKGROUND:
1. On July 23 , 2015, the City and Temple City Employees Association (TCEA) had their
first Joint Labor-Management Committee (JLMC) meeting to discuss compensation
philosophy.
2 . Between July 23, 2015 and April 20 , 2016 , the City met on numerous occasions with
TCEA to further discuss compensation philosophy and possible terms of an
Memorandum of Understand ing (MOU) for July 1, 2016 through June 30 , 2018 .
3. On April20 , 2016, TCEA membership voted to ratify the terms contained in the City's
counter proposal , which was presented to TCEA's Board on April 20 , 2016 .
4. On June 7, 2016, the City Council adopted Resolution No. 16-5169 approving the MOU
between the City and TCEA and amending salary ranges for positons represented by
TCEA in accordance with the negotiated terms in the MOU for the period of July 1,
2016 through June 30 , 2018 . Further, the C ity Council adopted Resolution No. 16-
5174 implementing the same increase for part-time unrepresented employees
(Attachment "B ").

ANALYSIS:
Historically the City Council has set hourly rates for employees in part-ti me classifications
that were comparable to salaries for employee in full t ime classifications . Salary
adjustments for Fiscal Year (FY) 2017-18 for full time employees represented by TCEA
were adopted on June 7 , 2016 . It is recommended the City Council consider a 2 % salary
adjustment for all employees in unrepresented part-time classification for FY 2017-18 .
CITY STRATEGIC GOALS:
Adoption of Resolution No . 17-5258 will promote or further the City's Strategic Goal of
Good Governance.
FISCAL IMPACT:
The fiscal impact of this action will be $18 ,950 . Sufficient funding is proposed in the FY
2017-18 City Budget.

SECTION 1. The City Council hereby approves salary ran ges for unrepresented part-time
classifications (Exh ibit "1") implementing a 2% salary adjustment for unrepresented part-time c lassifications ,
effective with the pay period ending July 7, 2017; and
SECTION 2 . The City Clerk shall certify to the adoption of this Reso lution .

WHEREAS, on June 16 , 2016 , the City Council adop ted the Fiscal Year (FY) 2015-16 City
Budget which included fund ing for a salary adjustment for unrepresented classificatio ns .
NOW THERE FORE , THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE , DETERMINE AND ORDER AS FOLLOWS :
