SUBJECT: DISCUSSION ON PARKING PROGRAM FOR 5800 TEMPLE CITY
BOULEVARD
RECOMMENDATION:
The City Council is requested to hold a discussion regarding a Parking Program for
5800 Temple City Boulevard and provide staff with further direction .
BACKGROUND:
1. In April 2013 , the City purchased the former mortuary site at 5800 Temple City
Boulevard for redevelopment purposes .
2 . Between August 2014 and December 2015 , Council explored a number of
redevelopment scenarios ; public parking was deemed most feasible.
3 . Between January and July 2016 , a Council ad hoc reviewed a number of park ing lot
design options .
4 . On August 16 , 2016 , Council approved a final parking lot design (Attachment "A").
5. On February 7, 2017 , Council awarded a contract to Green Giant Landscape for the
construction of the new public parking lot.
6 . The parking lot is expected to open for publ ic use in July 2017 .
ANALYSIS :
In response to businesses , residents , and visitor concerns regarding public parking
downtown , the City has proactively looked for opportunities for more park in g . In April
2013 , the City purchased 5800 Temple City Boulevard , and approved a final parking lot

design in August 2016 . The construction of the new parking lot is expected to be
complete by July 2017 . The approved parking lot design contains 27 standard parking
spaces .
With the parking expected to be open for public use by July , staff is requesting City
Council to hold a discussion regarding establ ishin g a Park i ng Program . With di rection ,
staff will b ri ng back to Counci l a request to conduct a parking study for 5800 Temple
City Boulevard . This study will address spec ifi c issues and provide recommendations
for implementing and establishing procedures for a Parking Program , which may
include various permitting programs . In the meantime, there will be no posted parking
restrictions until the study is complete (overnight parking restrictions will still be
enforced).
CITY STRATEGIC GOALS:
Discussion on establishing an Employee Parking Permit Program will further the City 's
strategic goa l of economic development and sustainable infrastructure .
FISCAL IMPACT:
There is no fiscal impact at this time .
