The purpose of this Letter to Council (LTC) is transmit to you the 2020 Report from
Miami -Dade Fire Rescue (MDFR) regarding services provided to Bal Harbour Village.
The attached report summarizes the services that MDFR provided to the Village
throughout 2020 and includes statistics on structural fires, response times, and medical
emergencies that may have occurred in the Village.

Miami -Dade Fire Rescue (MDFR) originated as a single -
unit fire patrol in 1935. It has since grown into the largest
fire -rescue department in the Southeast United States
and one of the top ten largest in the nation. With a
response territory of 1,904 square miles and a resident
population of more than 1.9 million, MDFR responds to
more than 240,000 calls for assistance annually making
it one of the busiest departments in the nation. More
than 2,700 employees staff 154 units in service
throughout 71 fire -rescue stations and several
administrative facilities serving residents, businesses,
and visitors 24 hours a day, 7 days a week, 365 days a
year. In addition to providing transport services through
59 advanced life support (ALS) rescue units, MDFR
provides emergency air transport service to appropriate
specialized facilities via two full-time rescue helicopters.
Over 90% of MDFR's units are staffed and equipped to
provide ALS services. MDFR staffs four firefighters on
suppression units and three firefighter paramedics on
rescue units.

MDFR is considered one of the premier fire -rescue
departments in the country and recognized around the
world for its exemplary service. Firefighters are cross -
trained in fire suppression as well as emergency medical
care, capable of providing pre -hospital care to trauma
patients, heart -attack patients, and stroke victims. MDFR
is accredited by the Center for Public Safety Excellence
Commission on Fire Accreditation. It is the largest
accredited fire -rescue department in the Southeast, and
second largest in the Nation. MDFR is honored to be
part of an elite group of 281 fire departments accredited
in North America, a continent with over 30,000 fire
departments in the United States and 6,000 in Canada.
MDFR is a full -service emergency response agency
providing various specialized response capabilities
including air rescue transport, maritime fire/rescue,
aircraft rescue firefighting, ocean rescue, technical
rescue, hazardous materials mitigation, urban search
and rescue, and maintains the Florida Antivenin Bank.
MDFR's Fire Life Safety Section provides new
construction and annual building inspections as well as
code enforcement services. MDFR also protects
Haulover and Crandon Beaches, with a combination of
full-time and part-time professional lifeguards.
Through the efforts of MDFR, Miami -Dade residents also
have the highest survival rates in the nation, after
suffering a blocked coronary artery. Over ten years ago,
MDFR established the Miami -Dade STEMI (ST -
Elevation Myocardial Infarction) Network. STEMI
typically refers to a blocked coronary artery and is the
leading cause of death in the United States. Hospitals
within the STEMI network are required to restore blood
flow to a patient's blocked artery within 90 minutes from
the initial patient contact. This timely intervention
significantly reduces a patient's chances for permanent
damage or death and increases their likelihood for
survival. The STEMI network has reduced the time it
takes to restore blood flow to a patient from
approximately two hours and 15 minutes to 60 minutes.

MDFR is part of the Countywide Stroke Network, a
coalition consisting of MDFR along with five municipal
fire departments and area hospitals within Miami -Dade
County. This network is one of the largest for the
treatment and transport of stroke victims in the nation
aiming to deliver the highest quality acute stroke care
available in improving patient recovery outcomes.
The Office of Emergency Management (OEM) is part of
MDFR. OEM manages the County's Emergency
Operations Center (EOC), which coordinates emergency
response, and recovery plans and operation to maximize
the use of resources within Miami -Dade County. The
OEM coordinates its activities with the County's
municipalities, non-profit social services, and medical
care agencies. The OEM is accredited by the
Emergency Management Accreditation Program
(EMAP).

Bal Harbour Village
In calendar year 2020, MDFR's 152 frontline rescue and
fire suppression units were dispatched over 390,000
times to more than 242,000 emergencies; of these,
approximately 176,000 were medical emergencies.
MDFR transported more than 69,800 residents and
visitors to South Florida hospitals and responded to
more than 25,000 fire -related incidents. In addition,
MDFR personnel responded to over 40,000 non -fire -
rescue related calls.
During 2020, MDFR's Office of Emergency Management
(OEM) coordinated and monitored the response to the
COVID-19 pandemic throughout Miami -Dade County.
MDFR worked collaboratively with State and local
authorities, the United States Military, the Florida
Department of Health, and the Office of the Mayor, in
establishing and supporting 18 public testing sites within
the County, including eight (8) mobile testing sites using
Sprinter vans which were relocated as Hot Spots were
identified.

MDFR's OEM also provided over 1.7 million pieces of
Personal Protective Equipment (PPE) for the County's
SURGE Team for distribution to hot spots, as well as
fulfilled over 3,600 PPE orders for hospitals, nursing
homes, assisted living facilities, and municipal police
and fire departments. MDFR also coordinated the
establishment of isolation hotel rooms for over 3,500
COVID-19-positive residents and first responders and
managed the financial portion of the County's Senior
Feeding Program, which provided more than
17,500,000 meals.
Emergency Medical Technicians/Paramedics from
MDFR's Ocean Rescue Bureau tested homebound,
disabled, and elderly patients, performed
serological/antibody blood draws at public libraries and
assisted the University of Miami with randomized
sampling studies for COVID-19. MDFR Infection Control
Nurses tested and monitored personnel in other County
departments that provide essential services, such as
police, corrections, and juvenile services.
These efforts were ongoing while activations were
initiated for multiple hurricanes during the 2020
Hurricane Season.
During calendar year 2020, MDFR opened temporary
Westwood Lake Fire -Rescue Station 41, located at 4911
SW 117 Avenue. Rescue 41, initially placed in service at
Doral Fire -Rescue Station 45 on October 14, 2019, was
relocated to the temporary station on March 3, 2020.
The station and unit will improve MDFR's ability to
deliver Advanced Life Support to the western area of
unincorporated Miami -Dade County and surrounding
communities, while enhancing service delivery and
reducing response times to Village Green and
surrounding areas.

MDFR placed two new units in service in 2020, bringing
the total number of frontline units to 154. On September
14, 2020, Engine 68 was placed in service at Doral
North Fire -Rescue Station 69 while the new Dolphin
Fire -Rescue Station 68, a three -bay station at 11091 NW
17 Street, is constructed. Rescue 71 was placed in
service at MDFR's Cutler Ridge Fire Station 34 on
October 5, 2020. Rescue 71, a new ALS transport unit,
is staffed by three paramedic firefighters, 24 -hours a
day, and will serve to enhance MDFR's ability to provide
emergency medical services to the Town of Cutler Bay
as well as surrounding areas of unincorporated Miami -
Dade County. Rescue 71 is temporarily housed at
Station 34 until a temporary Eureka Fire Station 71 is
built at 15430 SW 184 Street.
On September 23, 2020 MDFR welcomed two new
Aircraft Rescue and Firefighting Vehicles (ARFF), FOAM
1 and FOAM 3 into service at Miami International Airport
(MIA) Fire Station 12. These specialized units operate
24 -hours a day, seven days a week and are staffed with
four highly trained ARFF personnel. Foam 1 and FOAM
3, which replaced existing ARFF units, enhance MDFR's
ability to respond to and combat aircraft fires and other
types of emergencies on the north side and throughout
the air operations area of MIA, one of the world's busiest
airports.

MDFR's New Fireboat 21 and Fireboat 73
On September 28, 2020, MDFR celebrated the arrival of
two new 50 -foot fire boats at Port Miami. These new
vessels will replace MDFR's current fleet and are docked
at Haulover Marina and Port Miami. Fireboat 21 and
Fireboat 73 will significantly enhance MDFR's response
capabilities to the needs of Miami -Dade County's Marine
Waterway Response Plan. Components of the plan
include serving 84 miles of ocean -side coastline, 22
miles of beaches, 67 miles of inland waterways, and 5.5
miles of the Miami River commercial waterway. The 50 -
foot Metal Shark fireboats are in service 24 hours a day,
seven days a week, and allow for faster response times
and increased pumping capabilities for firefighting.
MDFR's Marine Operations units responded to more
than 500 maritime incidents in 2020.
On October 8, 2020, MDFR received delivery of the first
of four Augusta AW139 Air Rescue helicopters. The
AW139 incorporates increased flight range, critical
patient transport capacity, search and rescue
capabilities, safety enhancements, and the latest flight
avionics to minimize the pilot's workload and optimize
operational efficiency. The new aircraft will replace
MDFR's aging fleet by early 2021.

Throughout 2020, MDFR hired four recruit classes
totaling 106 new firefighters. All four recruit classes,
graduated at ceremonies held at MDFR's Training
Facility in Doral, Florida.
Every day, MDFR personnel have hundreds of
opportunities to exceed customer expectations while
fulfilling our service demands. MDFR's commitment to
providing the highest quality service to our community
continuously fosters an atmosphere of service
excellence and constant improvement.
Employees routinely "go the extra mile" for our
customers. We are individually committed and
collectively exemplify our mission: Always Ready,
Proud to Serve.
To this end, MDFR has been measuring the quality and
effectiveness of our EMS service for the past five years.
The survey instrument (Attachment I), is sent to 20% of
MDFR EMS patients monthly, allowing respondents to
rate the quality of their experience between one (1) and
five (5), with one being strongly dissatisfied and five
being strongly satisfied with the service. Unlike other
survey instruments used by Miami -Dade County, MDFR
does not take a "snapshot" of service at any one
particular time, but rather follows up a month after
service is provided, giving the department a continuous
vision of the community's opinion of its services. The
survey also provides the respondent a section for
additional comments. Overall, ten percent (10%) of
patients (or 3,136 respondents) returned completed
surveys yielding an overall score of 4.86.

question during fiscal year 2020:

During fiscal year 2020, six residents from the Bal
Harbour Village rated MDFR with an overall score of
4.83, expressing their satisfaction with the service
provided by MDFR. This equates to a 97% satisfaction
rate. Below are a few comments received from Bal
Harbour Village residents. A summary of all surveys
received is presented in Attachment II. Names and
addresses from Bal Harbour Village residents have been
redacted in accordance to Florida Statutes Chapter 119.
"The Fire Service people were wonderful. I was terribly
stressed, they calmed me down. They were super."
"Your Fire Rescue guys that came out to take care of me
were wonderful, patient, and explained everything. They
stayed and waited until I felt comfortable.
I would have been in the hospital if they weren't as great
because I was nervous. Thank these wonderful men and
women that came 3 times and took care of me."

Services to
Bal Harbour Village
Bal Harbour Village, located in the northeastern part of
Miami -Dade County, spans an area of 0.6 square miles
and is bordered by the Atlantic Ocean to the east, the
Town of Surfside to the south, the Town Bay Harbor
Islands to the west, and Haulover Beach to the north
(Attachment III). The Village incorporated in 1946 and
has been part of the Miami -Dade Fire Rescue Service
District since 1971 when its Fire Department merged
with MDFR. Based on 2019 U.S. Census data, the
Village has a residential population of 2,961, with
approximately 1,424 households.
During calendar year 2020, MDFR responded to 580
emergency calls received from Bal Harbour Village.
Table I depicts incident type and related response times
for incidents MDFR responded to within the Village
during this time period.

Bal Harbour Village is primarily served by MDFR
Haulover Station 21 and Bay Harbor Station 76, which
responded to 93% of the incidents in the Village during
2020 as depicted in Table II.

As depicted on Attachment III, there are eight (8) fire -
rescue stations within five (5) miles of Bal Harbour
Village which house two (2) Battalion Chiefs; seven (7)
Rescues; and seven (7) Suppression units, two (2) of
which are Basic Life Support (BLS) Engines, two (2) ALS
Engines, one (1) 70 -foot BLS Platform, one (1) 100 -foot
BLS Platform, and one (1) 50 -foot ALS Fire Boat. (Table
III). This exceeds the National Fire Protection
Association (NFPA) recommended guideline for
responding to both high and medium occupancies.

Currently, MDFR's closest rescue unit is housed 0.16
miles north of Bal Harbour Village at MDFR Haulover
Station 21. As a result, within five (5) miles of Bal
Harbour Village, MDFR has 16 front-line response units,
12 of which are ALS units including seven (7) rescues,
two (2) suppression units, one (1) Fire Boat, and two (2)
Battalion Chiefs. Daily there are 51 firefighters on duty,
31 which are certified paramedics assigned to these
units.

Structure Fires
Based on structure and unit information provided by the
Miami -Dade County Property Appraiser, Bal Harbour
Village has 181 single-family and duplex units, 3,799
multi -family and condo units, and 27 commercial,
industrial, and other structures. The majority of the
commercial, industrial, and other units would require a
high -hazard response to a structure fire incident in the
Village. As a result, on an initial dispatch to a structure
fire, 29 firefighters and two (2) command chiefs would be
required.
MDFR Honor Guard at 9/11 Remembrance Ceremony
Based on MDFR's current dispatch protocol, MDFR
would dispatch three (3) suppression units, two (2)
aerials (platform, ladder or aerial), two (2) rescues, two
(2) Battalion Chiefs, and an EMS Captain, exceeding
NFPA's recommended dispatch to a structure fire at a
medium -hazard occupancy. If MDFR determines that it
is a working fire, another Battalion Chief, Safety Officer,
Air Truck, Command Van and Fire Investigator would
also be dispatched to the incident.
To a structure fire at a high -hazard occupancy, MDFR's
initial dispatch would also surpass NFPA's
recommended response. MDFR would dispatch five (5)
suppression units, three (3) aerials (platform, ladder or
aerial), three (3) rescues, three (3) Battalion Chiefs, and
two (2) EMS Captains. MDFR would dispatch additional
support as noted to a working fire.
During 2020, MDFR dispatched 31 firefighters and 11
units to five (5) structure fire incidents in Bal Harbour
Village. For example, on May 31, 2020, MDFR
dispatched two (2) units equating to seven (7)
firefighters, one (1) Platform and one (1) Rescue, to a
reported electrical vault emitting smoke located at 655
96th Street.
Medical Emergencies
NFPA Standard 1710 sets guidelines for service
response to Emergency Medical Services (EMS) and fire
calls. ALS units should, 90 percent of the time, arrive at
an incident within eight (8) minutes from the time an
EMS call is received.
MDFR has 59 frontline rescue units, each staffed by
three (3) State of Florida certified paramedics. MDFR
offers patient transportation options. Patients with life -
threatening emergencies will be transported to the
closest appropriate medical facility within Miami -Dade or
Broward County. MDFR will transport patients without
life -threatening emergencies to the medical facility of
their choice. MDFR also has EMS Captains who act as
patient advocates in ensuring the timely transfer of
patients to Miami -Dade and Broward County medical
facilities.

Your Fire Rescue guys that came out to t ake care of me were wonderful, patient, and e xplained ev erything. Th ey
st ayed and wait ed until I felt comfortable. 1 would have b een in the hospital if they weren't as great becau se I was
nervous . Tha nk these wond erful men and wom en that came 3 times and took care of me.
