RESOLUTION NO. 18-9546
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE
CITY MANAGER TO SETTLE, SATISFY AND EXECUTE
LIEN RELEASES IN MITIGATION OF CODE
ENFORCEMENT LIENS ON PROPERTY LOCATED AT 1950
RUTLAND STREET, OPA-LOCKA, FLORIDA IN THE
AMOUNT OF $242,886.14 PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, a request to mitigate, satisfy and settle liens, recorded against
property located at 1950 Rutland Street, Opa-locka, Florida, folio #: 08-2121-009-0500
("the property") was made by Jermaine Reve, the property owner, to the City of
Opa-locka("City"); and
WHEREAS, the amount of said liens and fees against the property is
$485,772.28; and
WHEREAS, the City Manager reviewed the file and recommends a
settlement in the amount of $364,329.21, a 25% reduction in the liens and fees,
however the property owner is requesting to settle the liens and fines at $3,673.52;
and
WHEREAS, the City Commission believes it is in the best interest of the residents
and citizens$242,866.14, a 50% reduction in liens and fees.
NOW THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
Section 2. AUTHORIZATION
The Commission of the City of Opa-locka, Florida hereby accepts $242,866.14,
to settle and satisfy Code Enforcement Liens and outstanding fees, payable in
full within thirty (30) days, and upon receipt of the funds, to cause releases of
liens to be executed and recorded. The Commission of the City of Opa-

locka, Florida, hereby authorizes and directs the City Manager, or his
designee, to execute lien releases in accordance with the above terms and
conditions.
Section 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re-lettered and corrections
of typographical errors which do not affect the intent may be authorized by
the City Manager, or the City Manager's designee, without need of public
hearing, by filing a corrected copy of same with the City Clerk.
Section 4. EFFECTIVE DATE.
This Resolution shall take effect immediately upon adoption and is subject to
the approval of the Governor or his designee.

Name
Authorizing the City Manager to mitigate citations and liens on the property located at 1950 Rutland Street,
Opa-locka, FL 33054.
The property owner is requesting to mitigate the liens at a cost of$3,673.52,however the City Manager does
not feel that is a reasonable amount. The property currently have liens and citations in the amount of
$485,772.28,therefore the City Manager is recommending reducing the cost by 25%percent.

Hello Ms. Lawson,
Sorry for the late reply. In preparation for the meeting with the commissioner the amount I am offer to settle at
will be$3,673.52. That is the amount that is currently due regarding the liens &release fee.
My position is that many of the violations are still open for property being overgrown in which the property
grass will be cut and in compliance within 14 days of settlement but(3,673.52) is the amount that is required for
the liens and for them to be released.

Thanks for assistance.
I am writing this letter regarding the property 1950 Rutland St. I have an executed contract to buy this property
and close on 9/16/18. Upon receiving the lien&title search I became notice of the outstanding amount of code
enforcement violations on the property that total the amount of$485,772.28
Majority of the huge amount comes from two violations dating back to the years 2008 & 2015
CE08090050 $364,000 (Property over grown- $100 fine per day)
CE15050008 $114,000 ($100 fine per day starting 7/15/15 until compliance)
Those two violations total $478,000 of the total $485,772.28 thats owed
Even after the property is brought up to compliance, the property isn't no wear near that amount that is owed. I
can have this property brought up to compliance in 30 days.
Majority of the liens/violations are from repeated overgrown grass, debris, and trash on the property.

$4,098.76 (Outstanding tickets)
$7, 772.28 (Total from Liens &release fee and outstanding tickets)
I would like to be heard by the commissioner in reference to the violations on this property. To understand and
received a settlement number that will allow me to purchaser this property and bring it up to compliance.
