Gonzalez, Village Manage 4i DATE: April 23, 2021 SUBJECT: Appointment of Building Official - Eliezer Palacio This Letter to Council (LTC) is to inform you of a recent appointment being made to the Bal Harbour Village team to the position of Building Official / Building Department Director effective April 30, 2021. Mr. Eliezer "Eli" Palacio is an experienced building official with a track record of providing building department services to several municipalities as well as the private sector. He is certified by the Miami - Dade County Board of Rules and Appeals (BORA), State certified Code Administrator, Building Inspector, Building Plan Examiner, Roofing Inspector, and Building Plan Examiner, as well as a certified Floodplain Manager and Community Rating System Coordinator. Most recently, Mr. Palacio worked for the Town of Bay Harbor Islands as the Chief Building Official. In Bay Harbor Islands, he had the day-to-day responsibilities of a Building Official under the Florida Statutes, including preparing reports, enforcement of the Florida Building Code a n d all local ordinances, overseeing and supervision of all inspectors, plan reviewers, and all other building department personnel. Previously, from 2005 to 2019, Mr. Palacio was the Building Official and Building Department Director for the Town of Miami Lakes. He also previously worked for a number of private engineering and architectural consulting firms, including CSA Southeast Group, C.A.P. Engineering Consultants, and J.A.M. Architectural & Construction in a number of roles, including Chief Building Inspector, Plans Examiner, Roofing Inspector, and Plans Examiner. Mr. Palacio has a degree in Building Construction Management and several licenses and certifications from both Miami -Dade County and the State of Florida. Attached is a copy of Mr. Palacio's resume.
