HomeMy Public PortalAboutMIN-CC-2015-11-24MOAB CITY COUNCIL REGULAR MEETING November 24, 2015 The Moab City Council held its Regular Meeting on the above date in the Council Chambers at the Moab City Center, located at 217 East Center Street, Moab, Utah. Mayor David Sakrison called the Pre -Council Workshop to order at 6:30 PM. In attendance were Councilmembers Kirstin Peterson, Heila Ershadi, Gregg Stucki and Doug McElhaney. Also in attendance were City Manager Rebecca Davidson, City Recorder/Assistant City Manager Rachel Stenta, City Treasurer Jennie Ross, Planning Director Jeff Reinhart, Public Works Director Jeff Foster and City Engineer Phillip Bowman. A presentation was given by Steve Hawks of Utah State University regarding funding for the Utah State University Campus. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led the pledge of allegiance. Four (4) members of the audience and two (2) members from the media were present. Councilmember Stucki moved to approve the Regular Council Meeting minutes of October 10, 2015 and the Special Joint City/County Meeting of October 30, 2015. Councilmember Ershadi seconded the motion. The motion carried 4-0 aye. There were no citizens to be heard. Councilmember McElhaney moved to approve a Professional Services Agreement with Simon and Associates. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember McElhaney moved to approve Task Order #15-01 with Simon and Associates for Geologic Consulting in an amount not to exceed $5,000. Councilmember Peterson seconded the motion. The motion carried 4-0 aye. November 24, 2015 Page 1 of 3 REGULAR MEETING & ATTENDANCE PRE -COUNCIL WORKSHOP PRESENTATION-UTAH STATE UNIVERSITY REGULAR MEETING CALLED TO ORDER APPROVAL OF MINUTES CITIZENS TO BE HEARD APPROVAL OF SERVICES AGREEMENT APPROVAL OF TASK ORDER #15-01 Councilmember Ershadi moved to approve a Memorandum of Understanding between the Utah Geological Survey and the City of Moab for Geologic Hazard Mapping of the Moab Quadrangle. Councilmember Peterson seconded the motion. The motion carried 4-0. APPROVAL OF MOU WITH UGS/CITY OF MOAB A discussion was held on Affordable/Essential Housing Policy and Project DISCUSSION ON HOUSING Direction. POLICY Councilmember Stucki moved to approve sending Proposed Resolution #32-2015 — A Resolution Amending the Fiscal Year 2015-2016 Annual budget to Public Hearing on December 8, 2015. Councilmember McElhaney seconded the motion. The motion carried 4-0 aye. Under Mayor And Council Reports, Mayor Sakrison stated that a contract was offered for Essential Air Service to Denver and Salt Lake City, the cost of a one way ticket would be $90 and service should begin in thirty (30) to sixty (60) days. Councilmember Ershadi reported that she attended a MAWP (Moab Area Watershed Partnership) meeting and received an update on Water Quality testing. Councilmember McElhaney commented that the Fifth Grade classes from Helen M Knight School toured City Hall and that he feels our future is in good hands. Councilmember Peterson thanked Public Works Director Foster for helping with concerns about trees in Lions Park and a very active beaver. Councilmember Peterson reported that she attended the lighting ceremony on the Pedestrian Bridge for newly installed artwork, that it was commented that the event was spectacular and that the Gateway to our community is really coming together. City Manager Davidson reported that there will be a Grand Opening of Lions Park just before Jeep Safari. City Manager Davidson distributed a draft Memorandum of Understanding for the Waste Water Treatment Plant and Grand Water and Sewer District. November 24, 2015 Page 2 of 3 PROPOSED RESOLUTION #32- 2015/SENT TO PUBLIC HEARING MAYOR AND COUNCIL REPORTS Under Reading of Correspondence, Mayor Sakrison read an email from The Utah League of Cities and Towns regarding the Year to Date Sales Tax Report. Under Administrative Report, City Manager Davidson gave a written Administrative Report. Councilmember Stucki inquired if the Special Event Organizers would be on the Special Event Policy Committee. City Manager Davidson stated, yes all Special Event Organizers have been invited to participate. Councilmember Peterson asked if the Solid Waste Franchise Agreement was transferrable. City Manager Davidson replied yes. A Report on City/County Cooperation was not given. Councilmember Ershadi moved to pay the bills against the City of Moab in the amount of $159,428.09. Councilmember Peterson seconded the motion. The motion carried 4-0 aye. Mayor Sakrison adjourned the Regular Council Meeting at 7:32 PM. APPROVED: ATTEST: David L. Sakrison Rachel E.
