The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Code Enforcement Officers (CEOs) worked with a homeowner on the 100 b lock of Harbour Way to
resolve the appearance of brick pavers stacked alongside the residence. Since the project did not
begin within the allotted time, CEOs issued a code violation notice.
A complaint of an improperly constructed fence at a residence on the 100 block of Bal Bay Drive
drew the response of the Code Enforcement Unit. CEOs discovered the fence in question was
erected without proper permits. The homeowner was issued a code violation notice and directed
to obtain proper permits.
CEOs patrolling the 100 block of Park Drive noticed a residence with an unkept lawn. The
homeowner was issued a code violation warning and reminded of the Village appearance
standards.
The Code Enforcement Unit issued a code violation warning to a homeowner on Cam den Drive.
The case was initiated by patrol officers responding to a complaint of a short-term rental. CEOs
issued the property owner a warning reminding them of the prohibitions for short term rentals.
Cr i m i n al In v e st i g at i o n s
The Criminal Investigations Division (CID) assisted the Building Department by conducting
background investigations for prospective applicants. Background investigations ensure
candidates meet the Village’s hiring requirements for new employees and are performed by the
Police Department as a service to other Departments.
Detectives assisted in developing an eSubpoena training presentation. The eSubpoena software
was recently implemented by Miami-Dade County as a means to serve court subpoenas to police
personnel.
The CID assisted the Patrol Division by adding to the patrol presence in the Village. Memorial Day
marks the unofficial start of Summer and often lures large crowds to the beach areas.
Detectives concluded their investigation into an anti-Semitic incide nt that occurred the last week of
May. The case file has been forwarded to the Miami-Dade State Attorney’s Office for final review.

Bal Harbour marine patrol assisted the Miami Beach Police Department and United States Coast
Guard at the Air and Sea Show during Memorial Day weekend.
Bal Harbour marine patrol officers assisted Miami Dade Police and Fire Rescue in searching for
swimmer reported missing. The swimmer was later located walking on the beach and was reunited
with his family.
Bal Harbour marine patrol conducted a vessel stop which led lead to a seizure of approximately 10
grams of suspected marijuana.
All marine patrol officers attended a one-day training seminar on Stolen Vessel and Title Fraud at
Aventura Police Department

The BSO encountered seven dogs on the beach during the week. The owners were given verbal
warnings and the dogs were removed upon request.
The BSO assisted Surfside PD regarding an overturned jet-ski and a distressed male in the water. Miami
Beach Ocean Rescue responded and was able to assist the male and bring him to safety.
The BSO was flagged down by beach goers regarding a female having difficulty returning to shore.
Multiple marine patrol vessels responded to the area and the female was ok. Marine officers explained
to the female the dangers of swimming past the exclusionary zone.
The BSO assisted an elderly female canvass the Bal Harb our beach area for her daughter who had not
returned home since going for a run and a swim. An area canvass was met with negative results. Less
than an hour later, the daughter had returned home.
The BSO requested all hotels/condos display the purple beach flags due to multiple reports of
dangerous marine life within close proximity of swimmers.

Utilizing the vehicle mounted LPR, officers initiated a traffic stop along the Collins Avenue corridor.
During the traffic investigation, officers determined the driver did not possess a valid driver license. The
driver was issued a criminal citation and the vehicle was towed from the scene.

Miami-Dade Police requested Bal Harbour marine patrol assistance to locate a missing swimmer.
Officers canvassed the area and secured perimeter points on the water. After an exhaustive search, the
swimmer was located on shore several hundred yards from where he entered the water.

Bal Harbour officers responded to the Surfside CVS to assist an officer who was attempting to
apprehend a suspect, the subject was detained and arrested by Surfside police.

A resident confronted two individuals that had just left the Bal Harbour Marina. An argument ensued
and the resident slapped the hand of one of the females,knocking her phone to the ground. All parties
refused to cooperate with our officers, nor did they wish to file a report. Officers escorted the two
females out of the residential district.

Bal Harbour officers were summoned to a Burglary In-Progress to an apartment where the previous
tenant of the apartment had been evicted. The officers discovered an unsecured door and a window
screened removed from the frame. The owner and complainant believe the evicted tenant may have
been the person at the scene, however they could not confirm. The Criminal Investigation Unit will
conduct a follow-up investigation.
