96th Street (SR 922) at Bay Drive
Dear Mr. Danie:
I am responding to your letter dated April 26, 2021 that was addressed to Secretary Miller. Your
letter transmitted the above referenced resolution in connection with the Village 's opposition to
the Town of Surfside's proposed closing of Bay Drive at 96th Street (SR 922) and/or other traffic
mitigation measures.
The Department often receives requests for access restrictions on local roads to/from the state
highway system (SHS); however, we do not have jurisdiction over local streets. In this case,
Miami Dade County (MDC) has jurisdiction over the management of traffic through the local
neighborhoods, local road closures, partial closures, and traffic restrictions regardless of the
municipality. MDC has adopted a formal procedure ("Traffic Flow Modification(s) /Street
Closure(s) Procedure") for access modifications on all local roads, which I have attached for
your reference.
Based on the Department' s initial outreach to MDC relative to the subject resolution, MDC has
advised the Department that they have coordinated with the Town of Surfside and provided
direction to them about the MDC 's Traffic Flow Modification procedure, including development
of a traffic study. Currently, MDC awaits the timing of the Town to proceed forward in the
process. Additionally, since the proposed modification involves a local road connecting to the
SHS, the Department will be involved in the review of the traffic study upon its submittal to the
Department and will provide comments to MDC for their consideration.

Diaz at MDC. Claudia is the Chief Engineer over the Traffic Engineering group. I have included
