The Code Enforcement Unit reported properties were in compliance with landscaping requirements. Code Officers worked with the Village guardhouse to enforce the no commercial activity restriction and verified any emergency exemptions. Code Enforcement Officers were alerted by Bal Harbour Marine Units of runoff from a construction site spilling into the Intercoastal Waterways. Code Officers used photographs and information from the Marine Officer to confirm a violation of the National Pollutant Discharge Elimination System protocols (NPDES). Since the site debris spilled into the waterways, it was deemed as irreparable/irreplaceable damage. The property owner was cited with the NPDES violation and directed to immediately remedy the deficiency. Criminal Investigations The Criminal Investigations Division (CID) conducted follow-up investigations into several retail theft cases at the Bal Harbour Shops. Need -to -Identify flyers were prepared in cases where video footage captured images of the suspects involved in the theft. The flyers were distributed to other police agencies in an effort to generate leads. The CID is investigating a residential break-in possibly related to a recent seizure of drugs incident. The drugs and two suspected undocumented aliens were seized early in the week after a marine patrol interdiction. Detectives believe the suspects who broke into a Village residence were the same suspects who eluded capture after grounding their boat by the seawall. Detectives are working with Homeland Security, Custom and Border Patrol, Miami -Dade County, Miami Beach, and other agencies to identify the suspects. The CID assisted the Building Department by conducting a pre -employment background investigation of a prospective hire. Background investigations are conducted to ensure candidates meet Village hiring requirements. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 8 1 4 0 1 1 76 Remarks Marine Patrol Units on bike patrol in the Village discovered graffiti painted under the 96th Street Bridge. The damage was documented and referred to public works for clean-up. Marine Patrol Units attempted an interdiction of a speeding boat on the Intercoastal Waterways when the offending boat captain increased speed and fled. Marine Patrol followed and watched as the fleeing vessel crashed against the Bal Harbour seawall. Four occupants fled from the boat. Responding officers established a perimeter and apprehended two of the four suspects. Further investigation revealed the suspects' vessel carried large quantities of drugs. Agents from Homeland Security and Custom & Border Patrol responded and assisted in the investigation. The Beach Safety Officer (BSO) assisted in the investigation of the incident mentioned above during the police perimeter. The BSO assisted patrol officers in going house -to -house searching for the fleeing suspects. Summary of Noteworthy Calls for Service 09-03-2021 Assist a Citizen 100 Block of Biscay Drive A Bal Harbour resident who owns property in Vero Beach, Florida reported a conflict with a repair contractor. The incident occurred in Vero Beach but the resident was concerned after receiving aggressive emailsfrom the contractor. The resident was advised to work with the agency ofjurisdiction to best resolve the issue. 09-04-2021 Graffiti 96th Street Bridge Marine Patrol Units discovered graffiti underneath the 96th Street Bridge. Vandals used black spray paint to create the graffiti. The incident was reported to Public Works for clean-up. 09-06 to 09-08-2021 Assist a Citizen Village -Wide In anticipation of the Rosh Hashana holiday, staffing levels were augmented to provide high visibility and maintain the safety of the pedestrians travelling throughout the Village to attend services. 09-06-2021 Drug Interdiction Bal Harbour Seawall Marine Patrol Units attempted an interdiction of a speeding boat on the Intercoastal Waterways when the offending boat captain increased speed and fled. Agents from Homeland Security and Custom & Border Patrol responded and assisted in the investigation. 09-07-2021 Open Door 9700 Collins Avenue At approximately 1:00 am, officers responded to a call of an open door at a retailer in the Bal Harbour Shops. Officers arrived and searched the business for signs of a break-in. Finding no suspicious activity occurred, Officers worked with mall security to secure the premises. 09-07-2021 Burglary 100 Block of Bal Cross Drive Residents returning from a Labor Day trip discovered their residence burglarized. Officers responded and linked the burglary to the drug interdiction event from Monday, 09-06-2021. Preliminary investigations suggest the suspects who fled from the vessel may have evaded police by hiding inside the burgled residence.
