'r� f;f': 3 S% Q —9 0 2198 Main Street APPROVED : 9/ 12/ 18 4 Brewster, Massachusetts 02631 - 1898 (508) 896- 3701 VOTE : 8 - 0 -0 FAX (508) 896 - 8089 COMMUNITY PRESERVATION COMMITTEE Held a Regular Meeting on Wednesday, July 25 , 2018 at 4 : 45 p.m . at The Brewster Town Office Building, 2198 Main Street, Brewster, MA MEETING MINUTES FOR JULY 25 , 2018 Present : Chair Paul Ruchinskas , Elizabeth Taylor, Diane Pansire, William Klein, Roland Bassett, Sharon Marotti , Peggy Jablonski , and Barbara Burgo (arrived at 5 : 05 P .M ) Absent : Vice- Chair Faythe Ellis Chair Paul Ruchinskas called the meeting to order at 4 : 45 pm . Recording or Taping Notification : As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Discussion and possible vote on the completeness , timeliness , and CPA eligibility of Habitat for Humanity ' s $ 200 , 000 community housing funding request for Phase 11 of Paul Hush Way . Possible vote on referral of the funding request to the CPC Housing Committee for review and recommendation . Motion made to accept Habitat for Humanity ' s $200,000 community housing funding request for Phase II of Paul Hush Way as complete, timely, and CPA eligible. MOVED by Diane Pansire, Seconded by Bill Klein . VOTE : 7-0-0 Motion made to refer the funding request to the CPC Housing Committee for review and recommendation . MOVED by Peggy Jablonski, Seconded by Rollie Bassett VOTE : 7-0-0 2 . Discussion and possible vote on the completeness , timeliness , and CPA eligibility of the Cape Cod Museum of Natural History ' s $ 12 , 000 recreation funding request for the rehabilitation of the Lee Baldwin Trail Observation Platform and bridges . Possible vote on referral of the funding request to the Recreation Commission for review and recommendation . Diane asked why the organization sent in the financials as they did ( including the balance sheets, and profit and loss sheets through May 2018) . Paul responded that since they are asking for 1 Community Preservation Committee Minutes : July 25, 2018 public money, we need to see what their income and expenses look like to determine if they do indeed need public money or if perhaps they could actually afford the project without the use of public funds . As far as the CPA eligibility, Shirin Everett ' s legal opinion was that it was up to the CPC to make the determination as to whether it ' s open space or recreation . If it was open space and purchased with CPA money then they couldn ' t do rehabilitation. Shirin ' s opinion is that we can reasonably determine that the use of these CPA funds constitute rehabilitation of land for passive recreation . Peggy expressed concern about the project being due to a materials issue because the original project deteriorated within 5 or 6 years of being built. She asked why they were not using a product more suitable for use by a marsh . Elizabeth explained that the proposal did state the new product they planned to use which does in fact hold up well around water/wet locations . Paul explained that this issue would be discussed further at the Recreation Committee meeting and also back with the CPC later in the process . Discussion and possible vote on the completeness, timeliness , and CPA eligibility of the Cape Rep Theatre ' s $400 ,000 historic preservation funding request for the second phase of the rehabilitation of the Crosby Barn . Possible vote on referral of the funding request to the Historical Commission for review and recommendation . Motion made to accept the Cape Rep Theatre ' s $400, 000 historic preservation funding request for the second phase of the rehabilitation of the Crosby Barn as complete, timely, and CPA eligible. MOVED by Rollie Bassett, Seconded by Bill Klein VOTE : 8 -0 -0 i Motion made to refer the funding request to the Historical Commission for review and recommendation . MOVED by Rollie Bassett, Seconded by Peggy Jablonski VOTE : &0 -0 4 . Treasure ' s Report 2 Community Preservation Committee Minutes : July 25 , 2018 Earlier in the week Paul, Elizabeth, Sharon, and Barbara Costa met to try to come up with year- end balances so that we can start FYI with correct balances . Barbara is still in the process of reconciling all the documents and she likely will not have those complete until sometime in August. There are a couple of reimbursements that CPC should have been credited for for certain projects as well as some other transactions . Town Meeting is scheduled for October 29 . The goal is to have all the Town Meeting articles finalized by September 21 so that the Select Board can close the warrant on October 1 . Paul stated that this time frame should be fine even if CPC has to wait until the second meeting in August to hold voting on the budget . However, if other applications come in, it will be a push to get them onto this Town Meeting warrant. 5 . Updates on Habitat Tubman Road, Brewster Woods , and Housing Coordinator community housing open projects . Jill Scalise was planning to be here but was not able to . She did provide a very detailed written account of all her activities over the past three months . Habitat will have a dedication ceremony on August 7 at 5 : 00 P .M . No updates on Brewster Woods . 6 . Votes to approve the minutes of June 13 , 2018 and July 11 , 2018 meetings . Motion to approve the June 13 , 2018 minutes . MOVED by Rollie Bassett, Seconded by Sharon Marotti VOTE : 7-0- 1 On the July 11 , 2018 minutes there were two typo ' s to be corrected . Motion made to accept the July 11 , 2018 minutes with the two revisions . MOVED by Rollie Bassett, Seconded by Bill Klein VOTE : 7-04 7 . Items the chair could not reasonably anticipate . None . 8 . Announcements None , 3 Community Preservation Committee Minutes : July 25 , 2018 9 . Next meeting tentatively scheduled : Wednesday, August 8 , 2018 @ 4 : 45 P .
