CEOs investigated and confirmed a storm drain at the site was not properly protected and allowed debris to enter the storm drain system. CEOs issued the property owner a Code Violation Notice directing the contractor to immediately correct the deficiency. The Code Enforcement Unit continues to monitor the appearance of properties in the gated community to ensure compliance with applicable codes. CEOs discovered overgrown vegetation at a property on the 100 Block of Bal Cross Drive and issued a Code Violation Warning. CEOs will return to the area to ensure the matter is properly resolved. Cr i m i n al In v e st i g at i o n s The Criminal Investigations Division (CID) and the Chief’s Office represented the police department at the Autism Society of Greater Orlando’s 25th Anniversary Gala in Orlando, Florida. Chief Flowers and the Bal Harbour Police Department were recognized for continued support of Autism training pro grams for police officers throughout the State of Florida. Detective Gonzalez is an accomplished Autism Awareness instructor and teams with ASGO to provide training to police officers at all rank levels. Detective Gonzalez participated in the Surf-Bal-Bay Night Out event and used the opportunity to distribute information about Autism to the community. The CID assisted the Miami-Dade Police Department’s Special Victims Unit during an investigation of an alleged domestic sexual assault that occurred earlier in the month. The investigation led to the suspect’s arrest. Detectives will continue to assist MDPD as the case moves to the prosecution phase. Detectives met with security personnel at a beachside hotel in search for clues to the defacing of the hotel’s signs. Video footage was not available, but detectives issued flyers to other police agencies requesting any information that could help identify the suspects involved in the case. Miami-Dade County, Bal Harbour and Indian Creek marine patrols vessels canvassed the area for the subject vessel; however, they could not locate it. Witnesses advised the vessel immediately fled east right after dropping off the migrants. Be ach Saf e t y O f f i ce r : The BSO conducted checks throughout the beach inspecting all lifesaving equipment. Two rescue disks were replaced. In addition, the BSO met with several beach attendants and conducted a refresher on how to properly deploy the life disks-to be used when someone is in distress in the water. A Ritz Carlton resident reported a helicopter flying too close to the building. The resident was able to take a picture of the helicopter as it continued its course and a helicopter number can be seen in the image. The picture and information were forwarded to the Federal Aviation Administration (FAA). The BSO discovered three separate graffiti markings on the light tower at the end of the jetty. Public Works was notified in order to have the markings removed. On Sunday, Purple beach flags were requested to be displayed due to “man-o-wars” spotted and reported in the water. The BSO provided security for the symphony concert at the jetty and also assisted with several beach escort details at the jetty. An exclusionary swim zone buoy was recovered and secured with the assistance of Public Works. Notifications were made to have the buoy placed back in its proper location. The BSO encountered 3 dogs on the beach, the owners were informed of the ordinance prohibiting dogs on the beach and removed the dogs. 1 0 /2 3 /2 0 2 1 Su sp i ci o u s I n ci d e n t 5 0 0 Bl o ck o f 9 6 St r e e t A Bal Harbour police officer observed a male taking photos/videos in the direction of Young Israel. The investigation revealed the individual was a locally known Paparazzi who was attempting to take photos/videos of a VIP attending services at the synagogue. 1 0 /2 3 /2 0 2 1 M ar ch m an A ct 9 7 0 0 Co l l i n s A v e n u e Officers responded to reports of an intoxicated individual refusing to leave the Carpaccio restaurant. Officers made contact with the suspect and noted he was unable to stand under his own power and his speech was slurred. The suspect’s wife told officers he suffered from alcoholism and was previously under medical care in New York. Due to his severe inebriation, the suspect was transported to the hospital under the Marchman Act for further treatment. 1 0 /2 3 /2 0 2 1 Cr i m i n al M i sch i ef Bal H ar b o u r Je t t y While conducting an area check of the jetty, officers observed graffiti on the jetty light. It appears the markings were made by a marker. Pictures of the graffiti were taken and public works was advised of the damage. 1 0 /2 5 /2 0 2 1 Th ef t 9 7 0 0 Co l l i n s A v e n u e Prada store employees told officers an unknown male took merchandise and exited the store without paying. The incident was captured on in-store surveillance cameras and the suspect description was relayed to officers. Officers canvassed the area, however, were unable to locate the suspect. This case has been forwarded to the Criminal Investigations Division for further follow-up. 1 0 /2 5 /2 0 2 1 Su r f -Bal -Bay 9 6 6 5 Bay Har b o r Te r r ace Surf-Bal-Bay communities collaborated to celebrate a “Night Out” with the community. Police vehicles, boats, horses, and command vehicles were on display. The investigation revealed the driver had a suspended driver’s license and an active warrant. The driver was arrested and transported to jail. 1 0 /2 8 /2 0 2 1 Tr af f i c Co n g e st i o n 9 6 St r e e t Co r r i d o r After a serious incident occurred in the North Miami Beach area, the intersection of Biscayne Boulevard and NE 163 Street was closed off for several hours. The shutdown affected the morning commute which caused some severe delays for eastbound traffic traveling on the Broad Causeway. Bal Harbour police officers assumed traffic posts along 96 Street and managed the situation until the roads were reopened.
