AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL PLAT OF STONERIDGE VILLAGE SUBDIVISON, SECTION ONE, A SUBDIVISION
OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Land Investments, LLC, owners of the real estate hereinafter described,
having submitted to the City Council a plat of said real estate, being located in Jefferson City, Cole
County, Missouri, and more particularly described as follows:
Part of the Southeast Quarter of the Northeast Quarter of Section 10, Township 44 North,
Range 12 West, and part of the Southwest Quarter of the Northwest Quarter of Section 11,
Township 44 North, Range 12 West, including part of Tract 1 of Wal-mart Supercenter
Development, in the City of Jefferson, Missouri, per plat of record in Plat Book 11, page 437, Cole
County Recorder's Office all being situated in the City of Jefferson, Cole County, Missouri, more
particularly described as follows: BEGINNING at the southeast corner of the Southeast Quarter of
the Northeast Quarter of Section 10, Township 44 North, Range 12 West; thence S8301 1'25"W,
along the Quarter Section Line, 514.97 feet; thence N5 028'37"W, 261.10 feet; thence Northerly, on
a curve to the right, having a radius of 1050.00 feet, an arc distance of 195.62 feet, (the chord of
said curve being NO°08'23"W, 195.33 feet); thence N501 1'50"E, 219.50 feet; thence Northerly, on a
curve to the left, having a radius of 550.00 feet, an arc distance of 231.72 feet, (the chord of said
curve being N6°52'20"W, 230.01 feet); thence N18 056'30"W, 78.55 feet; thence S81 003'30"W,
• 109.75 feet; thence Westerly, on a curve to the left, having a radius of 170.00 feet, an arc distance
of 4.28 feet, (the chord of said curve being S80 020'15"W, 4.28 feet) to a point intersecting the
southerly right-of-way line of the South Ten Mile Drive connection to Business Highway 50
(Missouri Boulevard); thence, along said connection right-of-way line and continuing along the
southerly line of the Missouri Boulevard right-of-way, the following courses: N45 002'27"E, 208.69
feet; thence Northeasterly, on a curve to the right, having a radius of 656.20 feet, an arc distance
of 27.30 feet, (the chord of said curve being N46 013'58"E, 27.30 feet) to the southwesterly corner
of a tract described by deed of record in Book 545, page 878, Cole County Recorder's Office;
thence along the western and northern boundary of said tract described in Book 545, page 878,
and continuing along the southern boundary of another tract described by deed of record in Book
545, page 879, being the present southern line of the Missouri Boulevard right-of-way the following
courses: N18 056'30"W, 33.98 feet; thence N30 052'06"E, 42.15 feet; thence N75 003'30"E, 189.90
feet; thence N72 053'32"E, 99.58 feet; thence N75°27'11"E, 100.25 feet; thence N80 032'32"E ,
97.94 feet to the most easterly corner of the aforesaid tract described in Book 545, page 879, Cole
County Recorder's Office; thence leaving the boundary of said tract described in Book 545, page
879, S35 004'04"E, 60.13 feet to the northwest corner of Outlot 1 of Walmart Supercenter
Development, per plat of record in Plat Book 11, page 437, Cole County Recorder's Office; thence
leaving the southerly line of the aforesaid Missouri Boulevard right-of-way, S5 036'53"E, along the
westerly boundary of said Outlot 1, 246.43 feet to the southwesterly corner thereof; thence
N85 045'00"E, along the southerly boundary of said Outlot 1, 275.16 feet to the northeasterly corner
of Tract 1-13 of a Tract Division Surrey of record in Survey Record Book A, page 252 and

WHEREAS, it appearing that said plat has been fully and properly signed and accepted by
the owner of said subdivision, known and referred to as the Plat of Stoneridge Village, Section
One, that all taxes have been paid, and that in all respects the requirements of Chapter 445,
RSMo, entitled "Plats" have been fully complied with by the owner of said subdivision, and that in
all respects the requirements of the Planning and Zoning Commission of the City of Jefferson,
Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the plat of Stoneridge Village, Section One, lying, being and situated
within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached
hereto and made a part of this ordinance, is hereby approved and accepted by the City Council of
the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P07003 — Final Subdivision Plat for Stoneridge Village Subdivision, Section
One. Application filed by Land Investments LLC, property owner, for a final plat of a 22.83
acre subdivision on land zoned C-2 General Commercial and C-O Office Commercial. The
property is located south of Missouri Boulevard and east of South Ten Mile Drive and is
described as part of.the Southeast Quarter of the Northeast Quarter of Section 10 and part of
the Southwest Quarter of the Northwest Quarter of Section 11 including part of Tract 1 of
Wal-Mart Supercenter Development, City of Jefferson, Cole County, Missouri. (Central
Missouri Professional Services, Consultant).
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. Mr. Bates explained that the Preliminary Plat for Stoneridge Village
Subdivision, Section One was approved at the December 14, 2006 Commission meeting. He
stated that the City Council's Public Works and Planning Committee was informed of the
proposed development at their December 21, 2006 meeting. Mr. Bates stated that the final plat
is in compliance with the preliminary plat.
No correspondence was received regarding this request.
The following individuals voiced their concerns regarding the proposed development:

• The following oncerns were voiced b home owners on South Ten Mile Drive:

1. Property damage due to blasting on the subject site;
2. Decrease in property values;
3. Removal of trees;
4. Not being informed of the planning process;
5. Safety issues when making a left hand turn onto Stoneridge Parkway;
6. Increase in traffic due to the proposed Kohl's Development;
7. Lighting from the proposed development intruding onto the residential neighbourhood.
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, addressed
concerns of blasting, lighting and ingress/egress from South Ten Mile Drive to Stoneridge
Parkway.
Mr. Frank Twehous, Twehous Excavating, 8514 Liberty Road, explained that they
anticipate seven (7) additional days of blasting at the proposed-Kohl's site. He stated that
for seven to eight days they will be blasting on the opposite side of the creek for the storm
and sanitary sewers. Mr. Twehous explained that before and after blasting occurs, adjacent
buildings or homes near the site are inspected and any subsequent damage is addressed.
Mr. Jason Turner, Jefferson City Fire Department, 320 E. McCarty Street, explained that
Twehous Excavating has been working with the Fire Department and are well within the
limits of what the blasting ordinance allows. He stated that the contractor has agreed to
reduce their limits in order to correct the residents concerns.

damage from blasting and not being kept informed of the planning process.
Mr. Barron gave the Planning Division staff report and explained that one public street,
Stoneridge Parkway, is shown on the final plat. He stated that the preliminary plat was
approved on December 14, 2006, subject to finalization of right of way transfer details with
MoDOT, installation of street lights along Missouri Boulevard, and compliance with the
recommendations and technical corrections of the engineering division. He stated that the
proposed final plat closely conforms to the preliminary_plat.
Mr. Bange gave the Engineering Division staff report and explained that infrastructure
exists in the vicinity to adequately serve the subdivision. He stated that Stoneridge Parkway
will be a four lane street with a center median and turn lanes at drive entrances. Mr. Bange
stated that a second access to Missouri Boulevard east of Stoneridge Parkway will be right-
in / right-out only.
Mr. Nunn moved and Mr. Bickel seconded to recommend approval of the Final Plat of
Stoneridge Village Subdivision, Section One, to the City Council, with the following
conditions:
1. Compliance with the recommendations and technical corrections of the Engineering
Division;
2. Compliance with the conditions of Preliminary Plat approval.

Investments LLC, property owner, for a Final Plat of a 22.83 acre subdivision on land zoned C-2 General
Commercial and C-0 Office Commercial. The property is located south of Missouri Boulevard and east of South

Background
The preliminary plat for Stoneridge Village Subdivision Section One was approved on December 14, 2006,
subject to finalization of right of way transfer details with MoDOT,installation of street lights along Missouri
Boulevard, and compliance with the recommendations and technical corrections of the engineering division.
Description of Proposed Plat
Zoning: C-2 General Commercial and C-0 Office Commercial
Size of Property: 22.83 acres
Number of Lots: 5 lots
• Lot Sizes: Lot 1 - 90,182 sq. ft. Lot 4—32,250 sq. ft.
Lot 2—435,666 sq. ft. Lot 5 —25,635 sq. ft.
Lot 3—290,116 sq. ft.
There area no minimum lot area requirements in the C-2 or C-0 zoning districts.
Streets: One public street (Stoneridge Parkway) is shown on the final plat. Access to the lots will be from
Stoneridge Parkway and Lot 2 will have access off of Missouri Boulevard.
Public Improvement Plans:Please refer to the Engineering staff report for information on the status of public
improvement plans for streets, sanitary sewers, sidewalks, street lights, and storm drainage.
Staff Recommendation
The proposed final plat closely conforms to the preliminary plat. Staff recommends approval of the final plat
with the following conditions:
1. Compliance with the recommendations and technical corrections of the Engineering Division.
2. Compliance with the conditions of Preliminary Plat approval..

Item 7. - Other New Business
Case No. P07003 - Final Plat of Stoneridge Village, Section One (1), Missouri Blvd., South
Ten Mile Drive, Stoneridge Parkway (C-0, C-2)
COMMENTS:
The Engineering Division has done a technical review of the final plat as submitted by Central Missouri
Professional Services Inc. Most items concerning Engineering Division review in Section 33-8. of the
Subdivision Code pertaining to plat contents have been addressed on the final plat. The following
comments are regarding this review;
Final Plat;
Technical comments have been submitted to the Developer and Engineer. Once addressed the plat will be
able to be finalized. A summary of the Comments include:
W Complete transfer of property between MoDOT and Developer;
■ Proper access easements and easements outside of the platted area must be completed.
Infrastructure;
Infrastructure is existing in the vicinity to adequately serve the subdivision. New infrastructure is proposed
including, streets, sidewalk, storm sewers , street lights, a traffic signal, utilities, fire hydrants and sanitary
sewer main extension.
Storm Water/Erosion Control-
0 The site will contain an enclosed drainage system and will collect water in accordance with City
standards.
■ A private permanent pool detention basin is currently proposed for the site. City staff is reviewing
the basin design to ensure its capacity is maximized and properly constructed.
■ The site is required to have adequate erosion control measures, including granular entrance, silt
fence, ditch checks, phasing, and a siltation basin for the development.
Sanitary Sewer
■ The Sanitary sewer main will be extended to serve the development. It's construction will comply
with City standards.
Sidewalk-
• ■ A sidewalk will be constructed along all public streets with a connection through the development
to the various retail destinations.

Streets/Traffic Impact-
■ A traffic Study was completed and approved by both MoDOT and the City Engineering staff.
Two accesses to the site will be permitted from Mo Blvd a MoDOT controlled arterial street.
■ To permit the access to Missouri Blvd, MoDOT has required considerable improvement to
Missouri Blvd, including widening for turn lane and median construction and signalization of the
primary access, Stoneridgel Parkway.
■ Stoneridge Parkway is the primary access road and will be signalized at Missouri Blvd. Its
intersection with Missouri Blvd and signal will be controlled by MoDOT with the remainder of the
parkway under City control. The new parkway will be a four(4) lane street with a center median
and turn lanes at drive entrances. Parking will not be allowed on either side of the street.
■ A second access to Missouri Blvd east of the new Stoneridge Parkway will be right-in/right-out.
Access will be controlled by a median on Missouri Blvd.
■ South Ten Mile Drive will have full access to the new Stoneridge Parkway.
Bus Stop/Shelter/Turnout-
