The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Criminal Investigations
The Criminal Investigations Division (CID)continues its assistance to the Training Unit in providing
practical exercises in Cardio Pulmonary Resuscitation and Bloodborne Pathogens avoidance. The goal
is to have every officer and civilian police employee meet state certification standards by the end of 2021.
The CID continues its background investigation of three candidates for the position of police officer. The
Florida Department of Law Enforcement requires specific areas of investigation and testing criteria for
all police applicants. The process ensures all candidates not only meet state requirements but also
Village standards.
Detectives concluded an investigation into a hit-and-run accident at a beachside condominium. Physical
evidence at the scene led officers to identify a possible suspect vehicle parked within the gated
community. Detectives used the information to identify the owner of the suspect vehicle and
subsequently obtain insurance information to close out the case.

Marine Patrol:
The Bal Harbour Police Boat was out pf service this the week for repairs. Marine Patrol officers focused
their attention on assisting Patrol units and monitoring activities on the beach and assisting the Beach
Safety Officer.
Beach Safety Officer:
Marine and Beach Safety Officers conducted fishing license checks for persons fishing from the Jetty.
Officers also conducted routine checks of emergency flotation devices located at each beach entrance.
Officers noted one dog on the beach and issued its owner a verbal warning. The owner promptly
removed the dog. Officers also noted a visitor to Bal Harbour using a tent on the beach. The visitor was
told of Bal Harbour rules prohibiting tents.
Officers assisted the Bal Harbour Police Legacy Foundation by wrapping gifts for distribution to children
at two Miami -Dade Schools.

12/10/2021
Theft
10100 Block of Collins Avenue
The victim told officers he locked his scooter to a pole along the 10200 blk of Collins Avenue and
proceeded to walk a dog. Upon his return, the victim discovered the scooter missing. There were no
cameras in the area where the scooter was secured. The Criminal Investigations Division will conduct a
follow-up investigation.

Theft
9700 Collins Avenue
The suspect entered the store and began perusing through the merchandise. The suspect was
captured on store surveillance cameras concealing merchandise and exiting the store. The suspect was
detained by loss prevention associates until officers arrived. The suspect was arrested and transported
to fail.

Assist Other Agency 9300 blk of Harding Avenue
Officers were flagged down by a Surfside resident. The resident told officers his home had just been
burglarized and the suspect fled on foot. Officers pursued the suspect, on foot, towards the beach.
The suspect ran into the ocean and was subsequently taken into custody by marine patrol officers. Bal
Harbour officers remained on perimeter points surrounding the victim's house until it was cleared and
deemed secure. Surfside Police handled the investigation.

Fraud
9700 Collins Avenue
Neiman Marcus loss prevention associates detained a female suspected of credit card fraud. Officers
discovered the suspect had several fraudulent driver licenses and utilized them to perpetrate the crime.
The suspect was arrested and transported to jail.
12/15/2021
Assist Other Agency
State Road 826
Bal Harbour Officers traveling on State Road 826 discovered a traffic crash with airbag deployments.
Officers immediately rendered assistance and reported the incident to the Florida Highway Patrol. Bal
Harbour Officers remained with the crash victims until Fire Rescue and FHP personnel arrived on the
scene.

Scam
9800 Block of Collins Avenue
A Bal Harbour resident fell victim to a phone scam. The scammers claimed the victim's cousin was
stranded at an airport in Mexico and needed $2,000. The victim believed the scam and sent $2,000 to
the scammers. When the victim contacted family members in Mexico, the victim discovered the scam.
