Due to the holidays, reports were not sent the last two Fridays. Attached are the two past reports, as well as the current report for this week. The case involved a go -fast boat interdicted in Bal Harbour waters carrying smuggled drugs and illegal aliens. Since multiple agencies are involved in the investigation, details of the case are kept confidential to ensure the integrity of the investigation. The CID will provide additional information when the case is closed. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 6 0 3 0 0 0 25 Remarks Marine Patrol: Marine Patrol Officers assisted the Patrol Division by patrolling the Village at times when weather prevented marine operations and traffic congestion required addition personnel. Marine Patrol Officers assisted the US Coast Guard by responding to the scene of a vessel in distress. The vessel's captain radioed for help after the vessel began taking on water several miles east of the Haulover inlet. Patrol Officers from Bal Harbour, Indian Creek, and Miami -Dade responded alongside Coast Guard personnel and conducted a successful rescue without incident or injury. Beach Safety Officer: Beach Safety Officers patrolled the Jetty to ensure pedestrians and fishermen conformed to Village rules. The unit also patrolled the beach areas in response to dogs -on -the -beach complaints. During the week, five pet owners were stopped for having dogs on the beach. All owners complied with Village rules and removed their dogs promptly. The Beach Safety Officer assisted in the apprehension of a suspect who fled from the Bal Harbour Shops after attempting to steal a Rolex watch. A short foot chase resulted in the suspect's apprehension on the beach just south of 96th Street. The Beach Safety Officer conducted bike patrols along the hardpack area. Summary of Noteworthy Calls for Service 12/18/2021 Vehicle Burglary 9700 Collins Avenue The victim told officers he left Aventura Mall and travelled directly to the Bal Harbour Shops. He entered the Bal Harbour Shops, leaving merchandise purchased from Aventura in his vehicle. Upon returning to his vehicle, he discovered the merchandise was missing. There were no signs of forced entry and the victim could not recall if the vehicle was locked. This case has been forwarded to the Criminal Investigations Division for further investigation. 12/19/2021 Theft 9700 Collins Avenue Officer responded to a theft in progress occurring at the Rolex store. Upon arrival the subject fled on foot, a foot chase ensued and officers were able to capture the subject along the 9400 blk of Collins Avenue. No injuries reported and the subject was transported to jail. 12/20/2021 Battery 9700 blk of Collins Avenue The victim told officers he was engaged in a "road rage" type incident with another driver who fled the scene prior to officers arriving. The victim honked his horn at the vehicle in front of him. The driver of that vehicle responded by yelling and spitting on the victim. The suspect driver then fled southbound on Collins Avenue. No one was injured during this incident. 12/21/2021 Arrest 10200 blk Collins Avenue Officers initiated a traffic stop along the Collins Avenue corridor. During the course of the traffic stop, a background check of the driver revealed an active arrest warrant. The driver was taken into custody and transported to jail. 12/23/2021 Theft 9700 Block of Collins Avenue A guest at a beachside hotel reported several items worth $2,500 were missing from his hotel room. The guest notified hotel security and filed a police report. Hotel security is conducting an internal investigation to determine who may have entered the room. 12/23/2021 Arrest 10200 Block of Collins Avenue Offices conducting traffic enforcement along Frontage Road and the North Parking Lot stopped a vehicle for a traffic infraction. A computer check revealed the driver had active warrants for other traffic violations. The driver was arrested and transported to jail. Using a photograph provided the by the victim driver, detectives were able to identify the suspect who fled the scene. The suspect surrendered to detectives and was charged with multiple traffic violations related to leaving the scene of an accident. The CID assisted Capital One bank investigators and agents from the US Secret Service in an ongoing investigation involving a fraud that occurred in Bal Harbour. The case is linked to other cases resulting in a multi -agency enforcement effort. Detectives concluded a pre -employment background investigation or an applicant to the Finance Department. Background investigations ensure potential candidates meet Village employment standards. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 12 02 07 00 02 01 65 Remarks Marine Patrol: Bal Harbour marine patrol officer observed a Jet Ski at a high rate of speed that eventually ran aground on the Sand bar. Contact was made and the subsequent investigation revealed that the operator may have been impaired. Florida Wildlife Commission officers responded and placed the operator under arrest for BUI (boating under the influence). Pursuant to a BOLO (be on the lookout broadcast), the Bal Harbour Marine Patrol officers initiated a stop of a Jet -Ski believed to be stolen from a Sea Tow impound location. The investigation revealed that the vessel was not stolen, but had been released to the rightful owner. The individual was released without incident. Beach Safety Officer: This weekend, the BSO encountered six dogs on the beach. Four of those dogs were service animals. On Saturday, December 25th, 2021 the BSO assisted a vessel that was attempting to anchor directly behind the Harbour House after t the boat begin taking on water and having mechanical issues. The occupants of the vessel were able to jump in the water and managed to reach the shoreline safely and were given towels by the Ritz Carlton beach. On Sunday, the BSO responded to a fire at the St. Regis employee parking garage. According to St. Regis staff, the fire was started after water from a damaged sprinkler head caused a fire to ignite. The fire was out prior to Miami Dade Fire Department arriving. No injuries reported and the building was not evacuated. BSO conducted daily directed patrols of the Jetty, Beach and Hardpack zones. Beach was relatively calm over the weekend. Summary of Noteworthy Calls for Service 12/24/2021 Neighbor Dispute Condos on Park Drive Officers responded to a neighbor dispute at a condominium building on Park Drive. The dispute appears to be an ongoing dispute and both parties have contacted the police to complain about the other. All issues were resolved at the scene without the need for police action. 12/24/2021 Criminal Mischief 10200 Block of Collins Avenue A resident at a beachside condominium reported scratches on her vehicle. The scratches appeared to be intentional, but officers could not determine who may have caused the damage. There were no security cameras in the area to assist with the investigation. 12/24/2021 Retail Theft 9700 Collins Avenue Three suspects apparently working together entered a retail store at the Bal Harbour Shops. Two females and a male looked at various items of clothing. One of the females' concealed clothing valued at approximately $7,000, and all three then left the store. All suspects fled the area before police were called to the scene. 12/25/2021 Hit -and -Run 9700 Block of Collins Avenue Officers responded to the scene of a hit-and-run crash southbound on Collins Avenue. The victim driver was able to obtain a photograph of the suspect vehicle. The information was forwarded to the Criminal Investigations Division for follow-up. 12/26/2021 Disturbance 9700 Collins Avenue Bal Harbour Shops' security reported an intoxicated male was causing a disturbance. Officers responded and located the male suspect at the southern portion of the mall. Mall security warned the suspect not to return to the property and police escorted the suspect off the property. 12/26/2021 Disturbance 9700 Collins Avenue A retailer at the Bal Harbour Shops called the police after discovering an unauthorized male loitering in the employee break room. The store's manager requested the suspect leave the premises and issued the suspect a trespass warning. Officers escorted the suspect off the premises and informed the suspect he would be subject to arrest should he return to the store. 12/27/2021 Assist Other Agency Intercostal Waterways Marine Officers assisted Indian Creek in stopping a jet ski believed to be stolen. Upon stopping the vessel, officers discovered the operator was the registered owner. The owner took the Jet Ski from the sea tow storage area without realizing it had been towed during an unrelated event. 12/292021 Baker Act 9705 Collins Av Bal Harbour officers responded to a disturbance involving a suicidal man. The investigation revealed the individual was experiencing a crises situation. The male was taken into custody under the Florida Baker Act and transported to a local facility for evaluation. The snorkelers were warned of the danger of being outside of the vessel exclusion zone without a dive flag Marine patrol responded to the 200 block of Bal Bay regarding a burglary. Marine Patrol officers immediately secured the waterway near the burglary scene and assisted with the search of the subject. The subject was located and arrested. Marine patrol officers augmented patrol operations due to staff shortages created by Covid protocols. Beach Safety Officer: The BSO encountered 4 dogs on the beach this weekend and encountered two bicyclists on the jogging path. The BSO conducted fishing license checks throughout the weekend and also conducted bicycle patrol on Saturday and Sunday. While conducting bicycle patrol on Sunday, the BSO recognized an individual depicted on a wanted flyer that was disseminated for law enforcement use only by Surfside PD. According to Surfside PD, the individual depicted was wanted in connection to a retail theft committed last month at the Surfside Publix. The individual was arrested by Surfside PD and transported to jail. The BSO provided directed patrols of the jetty area during the New Year's Eve Fireworks display and during South Florida's Symphony musical performance. Throughout the weekend, Patrol officers provided numerous additional checks of the beach both by vehicle and ATV. During area checks in the evening hours, there were several observations made by the BSO regarding the conditions of the beach after beach staff members left for the day. The BSO noticed the Ritz Carlton left several containers full of used towels between the beach hardpack and jogging path overnight along with several beach chairs unorganized and unsecured. Additionally, other oceanfront properties failed to properly store their beach furniture. The BSO contacted the properties management and informed them of the requirement to properly store all equipment and furniture. While patrolling the beach, a familyflagged down the BSO and asked for help after their son was stung by an apparent man -o -war. The BSO was able to provide first aid to the child and requested Miami Dade Fire Department. The child was treated and released on scene. Summary of Noteworthy Calls for Service 12/31/2021 New Year's Eve Fireworks Bal Harbour Jetty The Bal Harbour Village hosted the annual New Year's Eve fireworks display on the Jetty. The event was well attended by visitors and residents. 12/31/2021 Retail Theft 9700 Collins Ave The manager at a store in the Bal Harbour Shops discovered two small purses missing from a store display. Upon reviewing store video, the manager discovered a male suspect concealed the purses in a bag and left the store without paying for the items. 01/01/2022 Neighbor Dispute Condos on Park Drive Officers responded to an ongoing neighbor dispute at a condo on Park Drive. Two neighbors have repeatedly called the police making nuisance allegations against the other Officers met with both neighbors and resolved the conflict. 01/02/2022 Assist Other Agency North Parking Lot Officers patrolling the north municipal parking lot recognized a suspect wanted for a crime in Surfside. Officers stopped the suspect and notified the investigating agency which responded and arrested the suspect for theft offenses. 01/02/2022 Battery 9700 Collins Av A driver accidentally accelerated his vehicle in the parking lot of the Bal Harbour Shops, struck another vehicle and nearly struck three males walking by valet. The incident sparked an altercation where one of the pedestrians punched the driver who accidentally accelerated. No injuries were reported and the victim refused to pursue criminal charges. 01/02/2022 Florida Symphony Bal Harbour Jetty The Florida Symphony held a concert on the Jetty. The event was well attended and drew many beachgoers as well. 01/03/2022 Burglary 200 Block of Bal Bay Drive An alarm activation resulted in officers responding to an unoccupied residence on the 200 Block of Bal Bay Drive. Officers conducted a security check of the residence and discovered a male suspect hiding inside the residence. The suspect's clothing was wet and the investigation determined he entered the property via the Intercoastal Waterway. Officers arrested the suspect and charged him with burglary and other related offenses. 01/03/2022 Disturbance 9700 Collins Av Officers responded to an employee dispute at a restaurant in the Bal Harbour Shops. The investigation revealed employees argued over job assignments. Officers restored order and left the incident in the hands of the restaurant's management. 01/03/2022 Suspicious Incident Bal Harbour Jetty Bal Harbour police communications received calls regarding an armed male on the Jetty. Police officers recognized the male who is an Open Carry advocate who was actively fishing. The male was properly carrying a rifle and a holstered handgun on his waist. The male was exercising his constitutional right to open carry and followed the Florida State Statute guidelines and requirements. 01/03/2022 Suspicious Incident 9700 Collins Av Bal Harbour Shops security advised they observed a male with a flashlight walking through the second floor of the new parking garage under construction. Police officers conducted thorough area canvass; however, no subjects were located. 01/04/2022 Retail Theft 9700 Collins Av An unknown suspect entered a retail store at the Bal Harbour Shops and took two handbags from a display. The suspect concealed the items in a bag and left without paying. Despite a time -delay in the store reporting the incident, officers conducted a search of the mall property, but did not locate the suspect. 01/04/2022 Suspicious Person 200 Block of Bal Bay Drive Officers patrolling the gated community found what appeared to be a homeless person lying on the ground. Not recognizing the person, officers investigated further. The male was disoriented and talked to himself. The male told officers he was depressed and had suicidal thoughts. Officers took the male into custody and transported him to the nearest mental health facility 01/06/2022 Burglary Construction Site 10250 Collins Av Construction personnel at the Beach House Hotel observed two individuals near their construction storage containers. As the site foreman approached the individuals, they entered a vehicle a fled area. The investigation revealed a chain/lock was cut to one of the containers, however, no property appeared to be missing.
