January 28, 2022 through February 3, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

CEOs discovered large trucks entering the gated community to collect debris from a property
demolition along Bal Cross Drive. Code Enforcement directed the site supervisor to allow only one large
truck to enter the Village at a given time in order to prevent road blockage. The site supervisor complied
and staged the trucks outside of Bal Harbour Village.
A property owner along Camden Drive received a Code Violation Notice after repeatedly leaving
garbage cans visible from the curb.
The Code Enforcement Unit continues to monitor early -morning construction noises from sites at the Bal
Harbour Shops. The Unit found no violations during the week and received no complaints from the
community.
Criminal Investigations
As a result of sharing case information with neighboring agencies, the Criminal Investigations Division
(CID) received notice from a neighboring jurisdiction that they had identified a suspect in a Bal Harbour
fraud case. The incident involved a retailer at the Bal Harbour Shops and was linked by the US Secret
Service to other fraud cases throughout the state. At their request, the case was closed in Bal Harbour
and transferred to the USSS for further investigation and prosecution.
The CID is working with the Records Unit in updating Uniform Crime Reporting cases from 2021 to meet
the standards of the National Incident Based Reporting System adopted by FDLE and the FBI. The move
from UCR to NIBRS is expected to produce a more accurate crime reporting system.
Detectives conducted interviews with neighbors for two police applicants as part of a background
investigation. Detectives also visited the applicants' current employer to review personnel files. Police
background investigations are detailed in nature to ensure applicants meet FDLE standards.

Marine Patrol:
Marine Patrol officer conducted bike patrols twice and traffic enforcement daily. Marine Patrol officers
also conducted night time boat patrols two nights during the week.
Beach Safety Officer:
On Saturday, the BSO observed the Eruv line on the 100th block of 96th street was down. The BSO
discovered the line had broken off after an excavator was driven onto the beach as part of the beach
nourishment project. The BSO made contact with employees at the Shul who advised they would send
someone to fix the line. Hours later the line was fixed.
This weekend the BSO encountered one person walking a dog on the jogging path and the
beach. Additionally, the BSO conducted traffic enforcement throughout the weekend and assisted with
calls, as needed.
On Sunday, an injured pelican was transported to the Pelican Harbor Marina after it was found injured
behind the St Regis Hotel.

Theft
9700 Collins Avenue
Gucci store associates told officers a male and female entered the store and began perusing the items
on display. The male and female each selected merchandise from the displays and concealed them
under their clothing. The suspects then exited the store without paying for the items. The officers
canvassed the area in an attempt to locate the suspects, however, they fled the area prior to officers
arriving. This case has been forwarded to the Criminal Investigations Division for further follow-up.

Disturbance
9909 Collins Avenue
Officers responded to reports of a disturbance from a hotel room on the sixth floor. Officers made
contact with the room occupants, a married couple, that admitted to being involved in a verbal
altercation. However, the dispute was not physical in nature and there were no signs of injury to either
party. The couple apologized for the disturbance and the officers left without further incident.

Theft
9700 Collins Avenue
Officers received reports of a theft that occurred in the Louis Vuitton boutique located in Saks Fifth
Avenue. Associates told officers a male was captured on security camera footage entering the store,
concealing merchandise and exiting the store without paying. The theft was not realized until the next
day during an inventory audit. This case has been forwarded to the Criminal Investigations Division for
further follow-up.

9700 Collins Avenue
Yves Saint Laurent store associate told officers she left her phone on a counter at the rear of the store.
When she returned to the counter, the phone was missing. A review of camera footage captured a
known customer retrieving the phone and exiting the store. This case has been forwarded to the
Criminal Investigations Division for further follow-up.

Theft
9700 Collins Avenue
Miu Miu store associates were conducting an inventory audit and discovered some merchandise
missing from the display shelf. A review of the security camera footage revealed a male entering the
store, retrieving the merchandise and exiting the store without paying. This case has been forwarded
to the Criminal Investigations Division for further follow-up.

DUI/ Hit & Run
9900 Block Collins Avenue
A male driver and female passenger were driving northbound on Collins Avenue, when their vehicle
collided with another vehicle. The male and female occupants exited their vehicle and switched
positions. The female then drove the vehicle northbound until striking the curb and coming to a stop.
The occupants then exited the vehicle and began running northbound on the sidewalk, officers were
able to apprehend both individuals. During the course of the investigation, it was determined both
individuals were intoxicated and placed under arrest. The arrestees were transported to Miami -Dade
Police Headquarters where they submitted to a breathalyzer test and subsequently charged with DUI
and transported to jail.

Sick/Injured Person
Beachside by the Jetty
Officers were summoned to the beach regarding an unconscious female near the Bal Harbour Jetty.
Several good Samaritans pulled the female out of the water and commenced resuscitation efforts.
Miami -Dade Fire Rescue arrived and transported the female to a local hospital.

Possible Fire
10185 Collins Avenue
Bal Harbour officers and Miami -Dade Fire were dispatched to a fire at the Plaza Condominium. Upon
arriving, the officers observed smoke in the fourth -floor corridor. The smoke was quickly diminishing
but as a precaution, police and fire personnel evacuated the floor. After a door-to-door search, the
actual source of the fire was not located. After airing out the hallway, fire personnel gave the all clear
and all residents were allowed back to their units.

9900 Block of Collins Avenue
A Bal Harbour officer was flagged down by a female claiming to be the victim of a domestic violence.
The alleged crimes had been committed at her residence in North Miami's Jurisdiction. The officer
transported the female to the North Miami police station where detectives took over the investigation.
