The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Bal Harbour marine patrol officers conducted night marine patrol operations. The focus of the detail was
seawall and residential security as well as excessive vessel noise mitigation. Marine patrol officers made
several contacts with vessel captains. No violations were observed.
A boater at the sandbar reported unknown floating debris coming from Bay Harbour Island towards the
sandbar. An area check proved negative results. Upon attempting re-contact, the boater did not answer
the phone. A supervisor for the beach restoration company, Cavache, were also notified. They reported
no issues with their equipment.
Beach Safety Officer:
A passenger on a vessel sustained an injury after a much larger vessel created a large wake, causing the
passenger to fall off the chair. The vessel captain was instructed to dock at the Bal Harbour Marina and
Miami -Dade Fire rescue was requested. The injured man was transported to an area hospital for
treatment. Fish & Wildlife Commission responded to handle the incident report.
While enroute to a call, the BSO and other officers located a male walking through the gated residential
community. The male said he was lost and homeless. The male refused assistance and was escorted
out of the gated community after he was cleared of any active hits or warrants.
The BSO checked the beach, walking path and hardpack daily.

Fraud
212 Bal Bay Drive
The reporter told officers while conducting a financial audit, she discovered some accounting
discrepancies. Further investigation revealed that an individual cashed a fraudulent check on the
company's account. This case was forwarded to the Criminal Investigations Division for further follow-
up.

Traffic Light Damaged
400 Blk 96 Street
A construction equipment operator struck the overhead traffic signal causing damage. Bal Harbour
officers were posted at the intersection and one lane was closed for safety reasons. Within two hours,
Miami -Dade Traffic Control responded and repaired the light. No injuries were reported.

Found Narcotics
100 blk Beachside
An out of state off- duty State Trooper on vacation, found a suspected kilogram of cocaine that washed
up on the beach. Neighboring agencies were notified and the item was impounded. U.S. Coast Guard
and Customs & Border Patrol responded and took custody of the package. An extensive area canvass
did not produce any additional packages.

9909 Collins Avenue
Officers responded to reports of a partially nude female performing exercises in traffic. As officers
responded to the area, the female left and entered the lobby of the Sea View Hotel where she began
screaming obscenities at patrons and hotel guests. The female was clearly in a state of mental crisis
and was involuntarily Baker Acted.

Bal Harbour experienced heavy southbound traffic on Saturday evening; Bal Harbour officers were
posted at all intersections and managed traffic until conditions returned to normal.

While a resident was cooking, excessive smoke caused the fire sprinklers to activate. Upon arriving on
the scene, Bal Harbour Police and Miami -Dade Fire Department personnel discovered that the condo
unit was partially flooded. Police, Fire and management personnel immediately took measures to assist
the homeowner with clean-up efforts. Fire Department did not condemn the unit and the residents
were allowed to remain at their home. No injuries were reported.

Bal Harbour officers were dispatched regarding a partially nude female on Collins Avenue. The female
was located at the Sea View Hotel. The female was experiencing a crises episode and was taken into
custody for an involuntary evaluation.
02/13/2022
Baker Act
• 11 blk CollinsAvenue
Officers were advised of a male with a baseball bat hitting rocks onto Collins Avenue. As officers
approached the suspect, he began swinging the baseball bat in a threatening manner and screaming
profanities. The suspect then fled from officers and into Neiman Marcus. A perimeter was established
and two -man entry teams were deployed to locate the suspect. The suspect was located and taken into
custody without further incident.
