A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor Daniel 1. Reiman Thursday,
May 20, 2010, 6:00 P.M., Council Chambers, Municipal Building,
61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call vote the following were noted present:
Councilmember Vincent Bellino
" Jorge Diaz
" Dennis DiMascio
" Randy Krum
" Susan Naples
" Joseph W. Sitarz
Also noted present was Kathleen M. Bamey, Municipal Clerk and
Robert J. Bergen, Borough Attomey.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that the 2010 Annual Notice was mailed to The
Home News Tribune, The Star Ledger and posted on the bulletin
board on January 4, 2010 and published in The Home News
Tribune on January 6, 2010 and in The Star Ledger on January 8,
2010.

Upon MMS&C by Councilmembers Diaz and Sitarz and
unanimous affirmative vote of the full Council present, the
Minutes of June 18, September 23, 2009 and May 6, 2010 were
approved, transcribed and engrossed by the Clerk.
ORDINANCE #10-10 was introduced and adopted on First
Reading and the Clerk authorized and directed to advertise same
for Public Hearing to be held on June 17, 2010, upon MMS&C by
Councilmembers Sitarz and Naples. Upon individual roll call vote
Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and
Sitarz voted in the Affirmative.
"AMENDING & SUPPLEMENTING CHAPTER 235, ARTICLE
II, ENTITLED "LIMOUSINES" OF THE CODE OF THE
BOROUGH OF CARTERET"
Mayor Reiman explained Ordinance #10-10 is amending the code
of Limousines to bring us up to par with the statute in terms of age
and fees.
The Clerk stated that Ordinance #10-9 was introduced and adopted
on First Reading at a meeting of the Borough Council of the
Borough of Carteret held on April 22, 2010. It was duly published
in The Home News Tribune on May 1,2010 with notice that it will
be considered for fmal passage after Public Hearing to be held on
May 20, 2010 at approximately 6:00 P.M. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by
title. .
Upon MMS&C by Councilmembers Diaz and Sitarz and
unanimous affirmative vote of the full Council present, the Mayor
declared the Public Hearing to be opened.
There were no comments made.

the Mayor declared the Public Hearing to be closed upon MMS&C
by Councilmembers Sitarz and Diaz and unanimous affirmative
vote of the full Council present.

unanimous affirmative vote of the full Council present, the Public
Portion on Resolutions/Agenda Items and New Business was
opened to the public.
There were no comments from the public.

portion of this meeting was closed.

Mayor Reiman said they would be adding #10-129 to Resolutions
and he read the title into the record:
"RESOLUTION OF THE BOROUGH OF CARTERET, IN THE
COUNTY OF MIDDLESEX AUTHORIZING THE
CONVEYANCE OF PROPERTY LOCATED IN THE
MIDDLESEX AVENUE RESIDENTIAL REDEVELOPMENT
AREA TO THE CARTERET REDEVELOPMENT AGENCY"
Mayor Reiman then explained this is the property between
Middlesex and Industrial behind Roosevelt Village, approximately
3.9 acres and was previously owned by the Redevelopment
Agency up until 1979. It is vacant property which they are
ultimately looking to redevelop, He said they need the document
and the deed for issues surrounding the property. . He said there
are some title issues that needed to be cleaned up and there were
some voids that they had to research and find as to how we came
into possession of the property. He said tllis will record all of those
surveys and previous easements and titles into one deed and it will
be filed with the County Clerk's Office.

Mayor Reiman explained in reference to Resolution, #10-126,
"Designating a Redeveloper for 22-24 Washington Avenue," that
is CHADCO, which is the Carteret Senior Housing Development
Corporation wmch is a partnership between the Borough and
Housing Authority and this is to turn the green four (4) family
house at 22-24 into Veterans Housing.
CounciImember Sitar'z questioned in reference to Resolution # 1 0-
129, if that is where the trucks are parking.
Mayor Reiman said they do on occasion park there. I-Ie said tllis is
3.9 acres and the agency is in negotiations to lease and/or develop
a pOltion of that.
Councilmember Diaz questioned #10-122, asking if that was for
Byron Street for residential permit parking.
Mayor Reiman said it is bemnd the Pep Boys, explaining there are
some commuters coming into town and tying up the street on
residential property.
Resolutions #10-120 thru #10-129 were introduced by the Mayor
and refened to the Council for action.

Were Adopted. Upon individual roll call vote, Councihnembers
Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the
Affirmative.
Upon MMS&C by Councilmembers Diaz and Sitarz , all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the
Affirmative.

Upon MMS&C by Councihnembers Diaz and Krum and
unarlimous affirmative vote of the full Council present, all Reports
were ordered to be received and placed on file.
Mayor Reiman said he is administratively appointing Geniene
Bergbauer to the Office for the Disabled. He explained it is a
volunteer position which has been vacant.
BUILDING & GROUNDS: Committee Chairperson Naples
reported the department installed a pump at the Waterfront with the
anticipation of installing two (2) more. She said they have
completed the Library Teen Center and will be awaiting a grand
opening fairly soon on that project. She reported seasonal
maintenance and mentioned that the flowers in front of the
building looked very nice.
FINANCE & ADMINISTRATION - Conunittee Chairperson Diaz
repOlted the Finance Department and the Municipal Almex has
been preparing for a new tenant , Investor's Bank, of whom their
lease will begin on June 1st. He explained that all the necessary

phone lines have been installed and an A TM will be installed next
week in preparation for this. Progress.
Mayor Reiman said this will be a lease of$30,000.00 a year which
will help our budget for tllis year and the future.
Mayor Reiman said the bids came back on the cell towers and
asked Attorney Bergen where we are with them.
Attorney Bergen said there is just a couple of more tllings to
resolve because we have a tie bid so we are trying to confirm that
both bidders are equally well qualified because in that case it
appears we may wind up flipping a coin.
Mayor Reiman questioned if we could construct two (2) cell
towers.
Attorney Bergen said no, you will still get money from both, but
somebody will be the lead, actually there will be three (3) people
on.
FIRE & DOMESTIC PREPAREDNESS - Conunittee Chairperson
Krum reported Progress.
PARKS, RECREATION & PUBLIC PROPERTY - Committee
Chairperson Bellino reported there will be Basketball Camp run by
Lamont Repollett and a few of his friends and there will be a
Football Camp this year. Progress.
POLICE - Committee Chairperson Sitarz repolted they are still
waiting for the green cars to come in. He said they are having a
problem with the wiring. Progress.
Mayor Reiman asked Captain McFadden, who was present in the
audience, what the time frarne was on this.
Captain McFadden said we should have them within a week.
PUBLIC WORKS: Committee Chairperson DiMascio repOlted
Progress.

BOARD OF EDUCATION: Committee Chairperson Naples
reported the Title I SUll'uner Program, "Enrichment for Title I
Students" will be up and rumling for the summer and Carteret High
School is celebrating SAAD Week, "Students Against Destructive
Decisions", from May 24th to May 28t11. She said June 23rd is the
Eight Grade Promotional Exercise followed by the June 24th High
School Graduation. She said a group of students from the High
School, the Career Exploration Program, went on a tour of our
Borough Garage this week with Councilman DiMascio and Pat
DeBella and said Mr. DeBella educated the students on mecharlics
and autobody and she commended him on the job he did with
them. She also said the Cmteret Elks held a sports event last
Saturday of which over two hundred and fifty (250) children were
involved in wllich included soccer, basketball, softball and baseball
contests and thanked Councilmember Bellino for the parks being
very cooperative.
Mayor Reiman said there are some vacancies on some various
boards and asked if the Councilmembers have any names. He
directed the Clerk to get him the information on someone that was
interested in serving on the Ethics Connnittee and explained
anyone interested can apply on the website.
Mayor Reiman said tOlllorrow will be the eigth annual Charity Ball
at St. Demetrius Hall at 6:00 P.M. and cOlllmented they are filled
to capacity with three hundred sixty two (362) people. He said all
the proceeds benefit the children in Carteret.
After no further discussion, upon MMS&C by Councihnembers
Sitarz and Diaz and unanimous affirmative vote of the full Council
present, at approximately 6: 12 P.M., the meeting was Adjourned.
