Subject: Bal Harbour Police Department Weekly Report for the period of
February 18, 2022 through February 24, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Events
Code Enforcement
Code Enforcement Officers (CEOs) patrolling the gated community responded to a complaint of a
moving truck parked at a residence on the 200 block of Bal Bay Drive. Patrol officers had warned the
property owner about leaving the moving truck on premises against Village code. CEOs reinspected
the property, noted the moving truck remained on premises, and issued the property owner a Code
Violation Notice which accrues a daily fine until the truck is removed.
CEOs responded to a complaint of construction work without a permit occurring at a beachside
hotel/condominium. Upon verifying the infraction, CEOs issued the property owners a Code Violation
Notice and directed them to immediately contact the Building Department for proper permitting.
The Code Enforcement Unit continues to monitor the beach and walking path areas to ensure
compliance with dog related ordinances. CEOs maintained watch on select portions of the hardpack
which were blocked due to tree pruning. In these specific areas, dog owners.had to use the walking
path, but only for the affected area. CEOs remained watchful and ensured all dogs were promptly
returned to the hard pack areas.
Criminal Investigations
The Criminal Investigations Division (CID) concluded its pre -employment background
investigations of two police applicants. The files were forwarded to staff for final approval.
Detectives then worked with the administration to develop an onboarding schedule for the
applicants, if approved for hiring.
The Hialeah Police Department contacted the Criminal Investigations Division to solicit the
assistance of Detective Gonzalez for Autism Awareness training. The state requires all police
officers to receive training in interacting with person on the Autism spectrum. Detective
Gonzalez is coordinating efforts with the sister agency to train its entire police force.
The CID assisted a Village resident whose business fell victim to check fraud. Although the
incident was reported in Bal Harbour, the actual event occurred in another jurisdiction.
Detectives assisted the victim in understanding the investigative process and by helping the
victim reach out to the proper investigative agency.

Remarks
Marine Patrol:
Marine Patrol officers assisted patrol operations with traffic enforcement along the Collins Avenue
Corridor during the early morning hours.
Bal Harbour marine officers responded to 12000 Blk Oceanside regarding an unattended vessel that ran
aground. Once located, the marine officers discovered the vessel was not occupied. USCG (United
States Coast Guard) responded and took over the investigation.
As part of our ongoing efforts to address maritime safety, Bal Harbour marine officers along with our
local and federal partners launched a multi -agency Marine Patrol operation on Saturday and Sunday to
address illegal charters, excessive noise violations and other maritime violations. The operation yielded
several citations, seizures, and other enforcement actions.
Beach Safety Officer:
The BSO and Code Officer (CO) conducted foot patrols on the beach to address violations of Village
ordinances. Contact was made with dog walkers in possession of retractable leashes and fisherman on
the jetty.
Due to hazardous conditions, the BSO closed the jetty for several hours d ue to strong wind gusts causing
water to crash onto the jetty. Once the conditions improved, the BSO re -opened jetty.
The BSO met with two fishermen and informed them of the single use plastic ordinance on the jetty. The
BSO encountered one dog on the beach and it was removed upon request.
On Thursday, while conducting a Jetty and Beach check, a Bal Harbour officer observed a dog on the
beach. Contact was made with the owner (new resident) who removed the dog after being notified of
the code restrictions.

Theft
9700 Collins Avenue
Fendi store associates told officers two suspects entered the store and requested to try on multiple
items. While the associate was assisting one of the suspects, the other suspects concealed merchandise
and exited the store. The incident was captured on store surveillance cameras, this case has been
forwarded to the Criminal Investigations Division for follow-up.

Bal Harbour police received intelligence information regarding the GDL (Goyin Defense League) were
possibly preparing to conduct an Anti-Semitic Flyer Drop in South Florida. Awareness and staffing were
increased throughout the weekend as well as intra-agency communication. No incidents were
reported.

Bal Harbour police was notified the Armed Fishermen First Amendment Auditors were in Bay Harbor
Islands, BHPD personnel were notified, however, the Armed Fishermen did not enter the Bal Harbour
Village.

Arrest/Disorderly
10295 Collins Avenue
Officers responded to reports of a disturbance occurring in the lobby of the Ritz -Carlton. Upon arriving,
officers encountered an unruly female who was intoxicated. The female was aggressive and
uncooperative. The female was placed under arrest and transported to jail.

Bal Harbour experienced heavy traffic congestion over the weekend during the early evening hours.
Bal Harbour officers were posted at intersections and managed traffic until the traffic flow returned to
normal.

Theft
9700 Collins Avenue
Miu Miu store associates told officers two males entered the store and retrieved merchandise from a
display shelf. The males then concealed the items and exited the store. The incident was captured on
store surveillance cameras. This case has been forwarded to the Criminal Investigations Division for
further follow-up.

Baker Act 10275 Collins Avenue
Reporter told officers she was concerned for the safety and well-being of a friend that was making
suicidal threats. Officers arrived on scene and were initially unable to make contact with the victim, due
to the nature of the threat, officers entered the residence and discovered the victim face down and
unresponsive. The victim was transported to the hospital where he admitted to using narcotics/alcohol
and making suicidal threats. The victim was Baker Acted for further treatment and evaluation.

Training
Medley Range
Bal Harbour officers participated in annual firearm qualifications and use of force training. The training
consisted of classroom lecture and practical exercises in firearms, taser deployment, less lethal
munitions, and discretionary shooting.

Disturbance
9700 Collins Avenue
A female caused a disturbance at the Bal Harbour shops. Bal Harbour police officers responded and
mitigated the situation which resulted in a peaceful resolution.
02/24/2022
Fraud/Theft Felony Arrest
9700 Collins Avenue
Saks Fifth Avenue loss prevention employees detained a female after she made fraudulent credit card
purchases. Bal Harbour police initiated an investigation which resulted in the arrest of the offender. Bal
Harbour detectives will conduct a follow up investigation as the offender may be part of a large fraud
and retail theft ring. The female was arrested and transported to jail.
