HomeMy Public PortalAboutRFP Bike and Pedestrian Plan Final 5.3.19TOWN OF WATERTOWN MASSACHUSETTS REQUEST FOR PROPOSAL BICYCLE AND PEDESTRIAN PLAN The Town of Watertown is seeking proposals from qualified individuals and firms for professional services for the following: DEVELOPMENT OF A TOWN -WIDE BICYCLE AND PEDESTRIAN PLAN The Town of Watertown seeks proposals from qualified individuals or firms to analyze the Town's existing policies and infrastructure for bicycles and pedestrians, and identify opportunities to improve it. The Plan will help to guide future capital investments, and will be a tool for coordinating town -wide projects, policies, and programs related to active transportation. This Plan will also provide a way for the Town to evaluate and measure progress towards improving its bicycle/pedestrian amenities. Proposals are invited and the Request for Proposals will be available beginning, Monday - May 13, 2019, from 8:30 a.m. -5:00 p.m. Monday - Friday, and will be received by the Purchasing Agent, Town of Watertown, on or before 2:00 PM on June 24, 2019 at the Purchasing Department, Town Hall, 149 Main Street, Watertown MA 02472. Six (6) printed copies of the technical proposal and (1) electronic copy in Adobe PDF shall be submitted in a sealed envelope marked "Bicycle and Pedestrian Plan --Technical Proposal", and a separate sealed envelope with (1) electronic copy in Adobe PDF and with one (1) printed copy of the price proposal marked "Bicycle and Pedestrian Plan --Price Proposal." Proposals delivered after the appointed time and date will not be considered. Raeleen Bandini Director of Purchasing 1 Town of Watertown Department of Planning and Community Development REQUEST FOR PROPOSALS BICYCLE AND PEDESTRIAN PLAN May 13, 2019 The Town of Watertown seeks proposals from qualified individuals or firms to analyze existing bicycle and pedestrian infrastructure and policies, and develop a plan to improve it, with specific strategies and recommendations. BACKGROUND Watertown's Comprehensive Plan, adopted in June, 2015, recommends that the Town "Update the 2002 Bicycle Transportation Plan, including reviewing identified routes, and update as needed, to reflect current land use [and] bicycle demands...Bicycle counts, and an implementation/prioritization plan should be developed". In 2015, Watertown Town Council adopted a Complete Streets policy and plan (http://www.watertowndpw.org/190/Watertown-Complete-Streets ). Plans are currently being developed for Mt. Auburn Street that will include a road diet, inclusion of bike lanes, and other Complete Streets elements for inclusion on the TIP in 2022 (www.mountauburnstreet.com ). A portion of Arsenal Street is in design that maximizes bike lanes where possible and will improve pedestrian safety and access to transit. Common Street is under construction, and will provide bike lanes and a roundabout (http://www.watertowndpw.org/173/Common-Street ). Bicycle and pedestrian improvements in Watertown Square are also being planned. Most of the rest of Watertown's roadway network remains without bicycle accommodations. Most streets in Watertown have sidewalks, in varying condition. Watertown has a network of off -road multi -use trails, with some gaps. • The Charles River Greenway provides a path running east/west along both sides of the Charles River. • The Watertown -Cambridge DCR Greenway now under construction will connect an existing path that ends at Arlington Street and Nichols Avenue in Watertown to Fresh Pond in Cambridge. An existing path runs between Nichols Avenue and Arsenal Street near the Watertown Mall. • The Watertown Community Path runs along much of Arsenal Street, and will one day connect to the Charles River Greenway via Arsenal Park, now in design. The Watertown 2 Community Path will one day extend into West Watertown, and connect to the Charles River Greenway at Howard Street. PROJECT GOALS 1. Increase opportunities for bicycling and walking, and thereby reduce the number of vehicle trips in Watertown. Enhance options for "last mile" trips. 2. Increase safety and access for bicyclists and pedestrians, to promote biking and walking. 3. Create a road map for future improvements to the Bicycle and Pedestrian network in Watertown. SCOPE OF WORK Task 1: Existing Policies and Conditions 1. Review Watertown's existing Complete Streets Policy and Prioritization Plan, Watertown's 2015 Comprehensive Plan, and other Town policies and Ordinances affecting streets, such as Snow and Ice Removal (in the Business District), and Street Work and sidewalk maintenance prioritization, written and otherwise. 2. Inventory Town's existing bicycle and pedestrian infrastructure, using primarily existing documents, including off -road paths, on -road bicycle lanes, and bicycle parking. Where relevant, research existing documents regarding sidewalks and crosswalks, roadway widths, pedestrian activated traffic signals, curb ramps, and public transit routes and stops. Some original data collection will be needed. 3. Estimate current levels of walking and bicycling to project future demand. Where existing data is insufficient, field measurements may need to be conducted. Include an analysis of online sources of data that may be available. 4. Evaluate the quality and safety of existing roadway segments for biking and walking based on automobile volumes and speeds, roadway width, bicycle and pedestrian crash data, length of delay, accessibility, and other factors. 5. Evaluate the quality of existing bikeway segments based on qualitative and quantitative factors such as automobile speeds and volumes, continuity, crossings and transitions, delay, comfort, and pavement quality. 6. Evaluate walking and biking connections to schools and services such as grocery stores, retail shops, transit stops, and other major destinations. 7. Provide an inventory of existing programs and policies, in conjunction with Town Departments, relevant to walking and bicycling. 8. Develop Existing Conditions Map and summary tables and graphics of existing conditions data. 9. Review Zoning Ordinance to identify any impediments or opportunities to improve bicycle and pedestrian connectivity. Task 2: Public En a ement Process 1. Working with a Steering Committee made up of representatives of the Bicycle and 3 Pedestrian Committee (Bike-Ped Committee), Department of Community Development and Planning (DCDP), Department of Public Works (DPW), and the Police Department, plan and facilitate two (2) public meetings and prepare related presentation materials, building from the Complete Streets planning process. 2. Attend up to five (5) monthly Bicycle and Pedestrian Committee meetings to update the Committee, held on the first Monday of the month at 7:30 PM. 3. Work with the Steering Committee to develop and post an on-line survey to collect additional public input. 4. Develop summaries of public input. 5. Attend 1-2 meetings of Town Council to present report. Task 3: Vision and Goals 1. Prepare a vision statement and goals based on public input and building upon meetings with the Bike-Ped Committee, Steering Committee, the Complete Streets Policy and Prioritization Plan, and the Comprehensive Plan's vision and goals. Task 4: Identify Opportunities and Constraints 1. Identify network deficiencies and opportunities to improve bicycle and pedestrian network connectivity. 2. Identify opportunities to improve access for special populations such as people with disabilities, students, and older residents. 3. Summarize key constraints or challenges to improving biking and walking. Task 5: Recommendations 1. Using the Town's Complete Street Prioritization Plan as a starting point, develop evaluation criteria to assess and prioritize projects, and evaluate policies and programs, in support of achieving Plan goals identified as part of Task 3. 2. Provide recommendations and guidance for: a. Facility improvements including on -road facilities, sidewalks, crosswalks, shared use paths and bicycle parking. b. Bicycle and pedestrian furniture guidelines/standards. c. Standards and locations for bicycle and pedestrian signage, including painted elements, within the Right -of -Way. d. Best practices for bicycle and pedestrian connectivity associated with private development. Task 6: Implementation Program 1. Based on recommendations, develop and prioritize a list of projects, policies, and programs to support stated Plan goals identified as part of Task 3. 2. Develop future conditions maps showing implementation of the pedestrian and bicycle network. 3. Provide estimate of implementation costs and identify funding sources, responsibilities and phasing. 4 4. Recommend performance measures to evaluate Plan implementation on an ongoing basis after Plan adoption. Deliverables • Twenty (20) reproducible hard copies of the Plan, and (1) electronic copy in Adobe PDF and one electronic copy in MS Word format, including narrative and graphics. • Any maps and supporting map data prepared by the consultant for the report, shall be provided in GIS format compatible with ArcMap 10.0 and should be referenced to the coordinate system in MA State Plan, NAVD88 with units infeet. • Spreadsheets and charts in MS Excel format including support data for all tables and graphs included in the report. • All information, data, documents, photos, computer records, and other materials of any kind acquired or developed by the consultant pursuant to this project shall be the property of the Town of Watertown. TOWN ROLE The Department of Community Development and Planning (DPCD) staff will be responsible for administering the project and overseeing the consultant's work. A Steering Committee made up of 2 members of the Bike-Ped Committee and staff from DPCD, the Town Engineer, and Police Traffic Unit will guide the process. Town staff will provide information on relevant studies and planning initiatives and will make available the Town's GIS data layers that have relevance to the project scope. Public Works staff will provide information pertaining to Town streets, facilities and policies. The Steering Committee will work with the consultant on planning and facilitating public meetings and other community outreach related to this planning process. Printing and mailing costs, if required, associated with public communications shall be the Town's responsibility. PROJECT SCHEDULE The selected consultant is expected to begin work within two weeks of contract signing and complete all tasks in their entirety within 12 months of contract signing. The selected firm should be prepared to begin the project no later than September 1, 2019 with all work completed by August 31, 2020. SUBMITTAL REQUIREMENTS Technical Proposals shall include the following and shall be organized using each of the elements listed below as section headings: A. Firm Description: Provide a brief description of the firm including firm size and area of specialization, location of corporate headquarters, and location of office proposed to handle this project. 5 B. Project Team: Provide names, contact information, resumes, and office locations of key staff who will be assigned to the project, and percentage of time each is expected to spend on this project. Each team member's education and qualifications shall be listed. The project manager shall be clearly identified. If different consultants will be teaming together, indicate the lead consultant. C. Project Understanding: Provide a statement summarizing how the consultant and/or project team is particularly qualified for this project. D. Scope of Services: Describe the consultant's approach and technical plan for accomplishing the work listed herein. The Consultant is encouraged to elaborate and improve on the tasks listed in the RFP; however, the consultant shall not delete any requested scope tasks. E. Project Schedule: The Consultant shall submit a schedule, itemized by task, for completing the scope of work. F. Comparable Projects: Description of related project experience and role of key staff in each project. G. References: Three (3) references, including current contact name and phone number for similar projects. H. Project Budget and Price Proposal: In a separate, sealed envelope, provide a proposed project budget itemized by task, and total project cost stated as a firm fixed fee. Labor and direct costs should be identified by task. Hourly rates for project staff shall also be provided. Cost not to exceed $50,000.00. I. Evidence of insurance coverage, including general and professional liability and worker's compensation insurance due at time of contract award. The Town, at its discretion, may select a firm outright or select one or more finalist(s) for in - person and/or telephone interview. EVALUATION CRITERIA 1. Responsiveness to submission requirements. Highly Advantageous: Proposal creatively addresses the Goals and Tasks in this Request for Proposals. Advantageous: Proposal adequately addresses the Goals and Tasks in this Request for Proposals. Not advantageous: Proposal does not address all of the Goals and Tasks in this Request for Proposals. 6 Unacceptable: Proposal does not address any of the Goals and Tasks in this Request for Proposals. 2. Previous related work and references. Highly Advantageous: Substantial involvement of firm members assigned to this project with five or more such projects. Advantageous: Substantial involvement of firm members assigned to this project with three to five such projects. Not Advantageous: Involvement in at least two such projects. Unacceptable: Involvement of one or fewer similar projects. 3. Municipal Experience Highly Advantageous: Contracted with five or more Massachusetts municipalities for bicycle and pedestrian planning consultant services Advantageous: Contracted with three or four Massachusetts municipalities for bicycle and pedestrian planning consultant services Not Advantageous: Contracted with two Massachusetts municipalities for bicycle and pedestrian planning consultant services Unacceptable: Contracted with one or no Massachusetts municipalities for bicycle and pedestrian planning consultant services 4. BY: (Secretary of Corporation) A True Copy: Attest: (Notary Public) My Commission Expires: 9 TOWN OF WATERTOWN MASSACHUSETTS BICYCLE AND PEDESTRIAN PLAN THIS AGREEMENT made this day of July 2019, by and between the Town of Watertown, a municipal corporation duly organized under the laws of Massachusetts and having a usual place of business at 149 Main Street in said Watertown, hereinafter referred to as the "Town" and , having a usual place of business at hereinafter referred to as the "Vendor". WITNESSETH: WHEREAS, the Town invited the submission of proposals for Bicycle and Pedestrian Plan, hereinafter " the Project"; and WHEREAS, the Vendor submitted a proposal to provide the services required for the Project, and the Town has decided to award the contract therefore to the Vendor. NOW, THEREFORE, The Town and Vendor agree as follows: 1. Contract Documents. The Contract Documents consist of this Agreement, the Vendor's Proposal, and the Request for Proposals containing the scope of services, terms and conditions. The Agreement and proposal submitted by VHB constitute the entire Agreement between the parties concerning the work, and all are as fully a part of this Agreement as if attached hereto. 2. The Work. The Work consists of furnishing: Bicycle and Pedestrian Plan. 3. Term of Contract. This Agreement shall be in effect beginning 4. Compensation. The Town shall pay, as full compensation for items and/or services furnished and delivered in carrying out this agreement the costs as provided in the proposal and not to exceed 5. Payment of Compensation. The Town shall make payments within thirty (30) days after its receipt of Invoice. 6. Liability of the Town. The Town's liability hereunder shall be to make all payments when they shall become due, and the Town shall be under no further obligation or liability. Nothing in this Agreement shall be construed to render the Town or any elected or appointed official or employee of the Town, or their successors in Office, personally liable for any obligation under this Agreement. 7. Independent Vendor. The Vendor acknowledges and agrees that it is acting as an independent Vendor for all work and services rendered pursuant to this Agreement, and shall not be considered an employee or agent of the Town for any purpose. 8. Indemnification. For all matters arising out of professional services (not general or automobile liability) the vendor agrees to the fullest extent permitted by law, indemnify and hold harmless the Town, its officers and employees against damages, liabilities and costs, including reasonable attorney's fees, to the extent caused by the negligent performance of the Vendor, or third parties under the direction or control of the Vendor in the performance of professional services under this Agreement. 9. Insurance. A. The Vendor shall obtain and maintain during the term of this Agreement the insurance coverage in companies licensed to do business in the Commonwealth of Massachusetts, and acceptable to the Town, as described below: General Liability: $1,000,000 per occurrence $2,000,000 general aggregate $1,000,000 professional liability $2,000,000 minimum umbrella/excess Workers'Compensation: Mandatory coverage as required by the Commonwealth of Massachusetts B. All policies shall identify the Town as additionally insured (except Workers' Compensation) and shall provide that the Town shall receive written notification at least 30 days prior to the effective date of any amendment or cancellation. Certificates showing evidence of such coverage shall be provided to the Town upon the execution of this Agreement. Each such certificate shall specifically refer to this Agreement and shall state that such insurance is as required by this Agreement. Failure to provide or to continue in force such insurance shall be deemed a material breach of this Agreement and shall be grounds for immediate termination. 10. Assignment. The Vendor shall not assign, sublet or otherwise transfer this Agreement, in whole or in part, without the prior written consent of the Town, and shall not assign any of the moneys payable under this Agreement, except by and with the written consent of the Town. 11. Termination. A. Termination for Cause. If at any time during the term of this Agreement the Town determines that the Vendor has breached the terms of this Agreement by negligently performing the work, or any part thereof, or by failing to perform the work in a timely fashion, or by not complying with the reasonable direction of the Town or its agents, or by otherwise failing to perform this Agreement in accordance with all of its terms and provisions, the Town shall notify the Vendor in writing stating therein the nature of the alleged breach and directing the Vendor to cure such breach with ten (10) days. The Vendor specifically agrees that it shall indemnify and hold the Town harmless from any loss, damage, cost, charge, expense or claim arising out of our resulting from such breach regardless of its knowledge or authorization of the actions resulting in the breach. If the Vendor fails to cure said breach within ten (10) days, the Town may, at its election at any time after the expiration of said ten (10) days, terminate this Agreement by giving written notice thereof to the Vendor specifying the effective date of the termination. Upon receipt of said notice, t h e Vendor shall cease to incur additional expenses in connection with this Agreement. Upon the date specified in said notice, this Agreement shall terminate. Such termination shall not prejudice or waive any rights or action which the Town may have against the Vendor up to the date of such termination, and the Vendor shall be liable to the Town for any amount which it may be required to the extent caused by the Vendor's negligence to pay in excess of the compensation provided herein in order to complete the work specified herein in a timely manner. Upon such termination, the Vendor shall be entitled to compensation for all satisfactory work completed prior to the termination date, as determined by the Town. B. Termination for Convenience. The Town may terminate this Agreement at any time for convenience by providing the Vendor written notice specifying therein the termination date which shall not be sooner than ten (10) days from the issuance of said notice. Upon receipt of said notice, the Vendor shall cease to incur additional expenses in connection with this Agreement. Upon such termination, the Vendor shall be entitled to compensation for all work properly completed prior to the termination date, as determined by the Town, such payment not to exceed the fair value for the services provided hereunder. 12. Inspection and Reports. The Town shall have the right at any time to inspect work of the Vendor, including the right to enter upon any property owned or occupied by Vendor, whether situated within or beyond the limits of the Town. Whenever requested, Vendor shall immediately furnish to the Town full and complete written reports of his operation under this Agreement in such detail and with such information as the Town may request. 13. Successor and Assigns. This Agreement is binding upon the parties hereto, their successors, assigns and legal representatives. Neither the Town nor the Vendor shall assign or transfer any interest in this Agreement without t h e written consent of the other. 14. Compliance with Laws. The Vendor shall comply with all Federal, State and Local laws, rules and regulations and orders applicable to the work provided pursuant to this Agreement, such provisions being incorporated herein by reference, and shall be responsible for obtaining all necessary licenses, permits, and approvals required for the performance of such work. 15. Notice. Any and all notices, or other communications required or permitted under this Agreement, shall be in writing and delivered by hand or mailed postage prepaid, return receipt requested, by registered or certified mail or by other reputable delivery service, to the parties at the addresses set forth on Page 1 or furnished from time to time i n writing hereafter by one party to the other party. Any such notice or correspondence shall be deemed given when so delivered by hand, if so mailed, when deposited with the U.S. Postal Service or, if sent by private overnight or other delivery service, when deposited with such delivery service. 16. Severability. If any term or condition of this Agreement or any application thereof shall to any extent be held invalid, illegal or unenforceable by the court of competent jurisdiction, the validity, legality, and enforceability of the remaining terms and conditions of this Agreement shall not be deemed affected thereby unless one or both parties would be substantially or materially prejudiced. 17. Governing Law. This Agreement shall be governed by, construed and enforced in accordance with the laws of the Commonwealth of Massachusetts and the Vendor submits to the jurisdiction of any of its appropriate courts for the adjudication of disputes arising out of this Agreement. 18. Entire Agreement. This Agreement, including all documents incorporated herein by reference, constitutes the entire integrated Agreement between the parties with respect to the matters described. This Agreement supersedes all prior agreements, negotiations and representations, either written or oral and it shall not be modified or amended except by a written documents executed by the parties hereto.
