Bal Harbour Police Department Weekly Report for the period of
March 18, 2022 through March 24, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Criminal Investigations
Detective Hector Gonzalez represented the Bal Harbour Police Department as an Autism Instructor for
the City of Hialeah Police Department. When Hialeah sought an instructor to comply with Autism training
requirements, they turned to Detective Gonzalez. His expertise in the subject continues to draw the
attention of law enforcement agencies in need of training.
New police recruits are also required to complete an Autism Awareness block as part of the police
academy. Detective Gonzalez filled the instructor role again by teaching at the City of Miami Police
Academy. His curriculum is recognized throughout the state.
The Criminal Investigations Division (CID) investigated three retail theft cases occurring at the Bal
Harbour Shops. Three stores were targeted by thieves who took sunglasses, sneakers, and purses from
the victim stores. In each case, however, the stores were unable to provide video footage of the events.
The cases were closed pending additional leads and the suspects remain unidentified at this time.
The CID investigated an allegation of theft at a beachside condominium. The victim placed his
belongings in a storage locker assigned to another tenant and left for an extended period of time. When
the locker's true owners tried to store their own items, they discovered someone had used their space
without permission. The true owners discarded the items so they could use the space. The facts of the
case did not support a criminal allegation and the victim was referred to the civil court system as a
possible remedy.

Marine Patrol:
On Saturday, while conducting oceanside marine patrol, Ofc. Cole assisted road units with a dog on
the beach call. Ofc. Cole spotted the dog behind the St. Regis on the beach and directed the road
units to the dog. The dog owner was not a resident was escorted from the beach. He was also
explained of the dog on the beach restrictions.
On Thursday, Ofc. Cole assisted patrol with a radio call of juveniles jumping from the Haulover Bridge.
From the Police Boat, Ofc. Cole made contact with five male juveniles who said they had jumped from
the Haulover seawall. Ofc. Cole warned the juveniles of the danger of jumping into the inlet. The
juveniles said they understood and were going to the beach.
Beach Safety Officer:
Over the weekend, the BSO made contact with dog walkers in possession of retractable leashes and
frequently checked the jogging path for dogs being walked in that area. The BSO encountered three
individuals walking their dogs on the jogging path and they were advised of the regulations before
being asked to remove the dogs from that area.

Damage to Property
10100 Block Collins Avenue
A vehicle sustained two flat tires after driving over a pothole on the northbound lane of Collins Avenue.
BHPD officer placed cones in the lane to avoid further damage. FDOT was contacted, and the North
Dade Maintenance crew responded and filled in the pothole. The vehicle was towed away by the
owner's roadside assistance.

Domestic Battery Arrest
9700 Collins Avenue
Bal Harbour police officers responded to a battery in progress in the Shops near the police station.
After locating all parties, the subsequent investigation led to the arrest of the offender for misdemeanor
domestic battery.

Lost Property

A guest of the St. Regis reported he lost his $75K Rolex while swimming in the ocean.

Bal Harbour police officers assisted the Town of Surfside Police Department at the scene of a gas leak.
Units assisted with traffic and crowd control until Teco Gas secured the gas line.

Hazardous Condition
Beach Side Jetty
A sink hole was discovered in the sand by the Jetty. Officers secured the area and notified Public Works.
The hole was covered up first thing in the morning.

Theft Reports
Bal Harbour Shops
Employees from Dolce Gabbana and Bottega Veneta reported discovering past thefts. They had no
subject description available at this time. The Criminal Investigation Division will conduct a follow-up
investigation.

Traffic Warrant Arrest
9600 Block of Collins Avenue
While conducting traffic enforcement, a Bal Harbour police officer initiated a traffic stop. The
investigation revealed the driver had an open traffic arrest warrant. The driver was arrested and
transported to the Miami Dade County Jail.

Theft
9700 Collins Avenue
Prada employees reported that a male entered the store and removed a travel bag from the display.
The male then fled without paying for the merchandise. Bal Harbour police officers responded and
conducted an area check; however, the male was not located. The Criminal Investigation Division will
conduct a follow-up investigation.
