The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

The Code Enforcement Unit responded to a complaint of work without a permit at a beachside
condominium. Upon further inspection, CEOs verified the complaint and reported the issue to the
Building Department. CEOs issued a stop work order and a code violation notice. The owners were
directed to contact the Building Department for proper permits and inspections.
Code Enforcement Officers continue their patrol of the beach areas for dog and leash violations and
persons riding bikes on the jogging paths. The unit found one visitor to the beach with a small dog at
her side. Further investigation revealed the dog was a service animal. The visitor, however, was on her
way off the beach. CEOs also interacted with two individuals using retractable leashes. One was a
resident and the other a visitor; neither were aware of the new leash restrictions. CEOs informed them
of the new leash ordinance and warned them against future violations. CEOs also encountered two
bicyclists on the jogging paths. Each was directed to the hardpack and reminded bikes were prohibited
on the jogging path. In all instances, the parties involved were receptive to the information received and
promptly complied with instructions.
Criminal Investigations
The Criminal Investigation Division (CID)received information pertaining to the alleged loss of a Rolex
watch valued at $75,000. The owner originally reported the watch as lost in the sea, but later learned his
wife had properly stored the watch. The owner provided e-mail verification that the watch was found.
The CID continues its investigation of the alleged theft of a safe from an apartment at a beachside
condominium. The victim claimed the safe was stolen from his closet. Detectives reviewed several hours
of video footage from hallways and entrances near the victim's apartment but found no evidence of the
theft. When the victim was informed of the facts, the victim stated he may have erred in the date of theft.
Detectives are now obtaining subpoenas for video recorded on other dates in an effort to verify the theft
and develop leads.

Marine Patrol:
On April 3rd, Bal Harbour Marine Patrol and Indian Creek Marine Patrol Officers initiated a vessel stop
near the Haulover Bridge, the investigation revealed inconsistencies regarding vessel's float plans. In
addition, two crew members on board had criminal pasts for human and narcotics trafficking. Customs
and Border Patrol agents responded and took over the investigation.
Marine Patrol assisted field patrol operations, Monday through Wednesday.
