Subject: Bal Harbour Police Department WLekly Report for the period of
April 15, 2022, through April 21, 2022.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

A construction site along the 100 block of Bal Cross Drive drew the attention of CEOs. The site had
overgrown grass visible from the right-of-way. CEOs issued the property owners a code violation
warning directing them to properly mow and maintain the site's appearance.
CEOs noticed construction workers about to begin working before hours at a site along the 100 block
of Camden Drive. CEOs quickly intervened and reminded the site workers that work before hours would
result in a code violation notice. The workers complied and remained within code guidelines.
CEOs responded to a complaint from Public Works regarding landscapers at a beachside hotel allowing
grass debris onto the roadways near the storm drains. CEOs ensured the debris was properly collected
and warned the landscapers of possible NPDES violations.
CEOs continue their patrols of the beaches and walking path areas for violations of dog and dog leash
restrictions. CEOs discovered a person walking their dog along the beach sand. CEOs informed the
visitor of the Village dog restrictions and the dog was promptly removed from the area.
Criminal Investigations
The Criminal Investigations Division (CID) assisted the Human Resource Department by conducting a
background investigation of an prospective employee. The background checks ensure applicants meet
the Village's hiring standards.
The CID participated in a multiagency Autism Awareness event. A caravan of police vehicles with Autism
Awareness designs travelled to various locations throughout Miami -Dade County in order to draw
support for Autism programs. Detective Gonzalez also continued his Autism Awareness training for
members of the Hialeah Police Department as part of a program to train all police personnel in the their
department.
The CID closed an investigation related to the theft of tools from a work van at a beachside condominium.
The lack of video footage and interviews which yielded little information prevented the development of
further investigative leads. The investigation was suspended pending any future developments.
The CID investigated the theft of purses from two retailers at the Bal Harbour Shops. It appeared the
same group of four males targeted the stores. Video footage was insufficient for an identification.
Detectives distributed a need -to -identify flyer to neighboring jurisdictions in an effort to develop further
leads.

Marine Patrol:
At the request of Indian Creek, BHPD Marine Officers responded to a loud music vessel call in Indian
Creek. Marine officers located the vessel named “D Stress” off of the Indian Creek Seawall and the
music was lowered.
On Saturday evening, marine officers conducted a special marine patrol enforcement detail, hosted by
Sunny Isles Beach.The multi-agency marine operation concentrated their efforts on illegal
charter vessels and noise violations. Several contacts and citations were issued.
While patrolling the intracoastal waterways(night watch), marine officers encountered four anchored
vessels behind 224 Bal Bay Drive playing loud music. The music was lowered and the vessels left the
area. Additionally, the marine officers observed a near collision by the Haulover Bridge, after initiating
a vessel stop, the operator was cited for careless operation of a vessel.
On Friday, the BSO reported inclement weather and directed his patrols on the jetty and areas
frequented by surfers until weather conditions improved.
During the weekend, the BSO assisted with staffing shortages and was assigned directly to road patro l,
however, the BSO conducted frequent checks on the beach, jetty and hard-pack.
The BSO and CEO did not observe any single-use plastic violations this week, however, a follow-up
investigation was conducted at the Ritz-Carlton regarding previous violations of plastic cups utilized by
the beach staff. An inspection was conducted and the Ritz are utilizing the appropriate utensils.
During the week, the BSO encountered a total of 6 dogs on the beach. Each violator was warned and
educated on the Village ordinance.
During the BSO’s final patrol of the beach, the BSO noticed the Ritz Carlton personnel failed to remove
the litter and debris from the beach. The BSO made contact with Ritz Carlton beach supervisor who had
the litter cleaned.
On Sunday, the BSO assisted with staffing shortages and was assigned to road patrol. While conducting
speed enforcement on the Collins Avenue corridor, the BSO arrested an individual for reckless driving
and other related criminal offenses.

Marni store manager told officers three females entered the store and began selecting merchandise
from the display. The female suspects concealed the selected merchandise and exited the store.The
incident was captured on surveillance cameras. This case has been forwarded to the Criminal
Investigations Division for follow-up.

Bal Harbour officers were summoned to Carpaccio restaurant regarding a theft. A female told officers
while she was dining, someone removed her purse from the back of her chair. Surveillance cameras
captured a male and female removing the purse from the chair. The Criminal Investigations Division
will conduct a follow-up investigation.

While conducting traffic enforcement on the Collins Avenue corridor, an officer attempted to conduct
a traffic stop on a speeding vehicle. The driver of the vehicle refused to stop and attempted to flee the
area while driving in a reckless manner. Officers were able to stop the vehicle and detain the driver. At
the conclusion of the traffic stop investigation,the driver was placed under arrest for multiple offenses,
and transported to jail.

Bal Harbour police received a complaint of two jet skis floating on the water. With the assistance of
Indian Creek marine patrol, the vessels were secured. The owner was located and responded to
recover the property.

PRADA store associates told officers a male and female entered the store and removed some items
from the display shelf. The suspects then concealed the items and exited the store. The incident was
captured on surveillance cameras. The case has been forwarded to the Criminal Investigations Division
for follow-up.

Bal Harbour police and Miami- Dade Fire Rescue were summoned to the Bal Moral regarding a medical
emergency. Upon arrival, the officers were directed to the bedroom of an unresponsive elderly female.
Fire Rescue personnel pronounced the elderly female deceased. As per protocol, Miami-Dade Police
detectives were notified. Family members were on the scene and made arrangements with a local
funeral home to secure the decease. No foul play was detected.
