Subject: Bal Harbour Police Department Weekly Report for the period of
April 29, 2022, through May 05, 2022.
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

may have violated County ordinances. CEOs contacted Miami -Dade County and reported the
incident for further investigation.
CEOs patrolling the gated community discovered a contractor starting a concrete pour just
minutes before end -of -day work restrictions took effect. The contractor and homeowner
received a code violation warning for work conducted after hours. Since the concrete pour
could not be stopped and would take a limited amount of time to conclude, the contractor was
allowed to proceed.
The Code Enforcement Unit responded to a complaint of a dumpster outside of the fenced
construction area on the 100 block of Bal Bay Drive. The investigation revealed the dumpster's
placement did not violate Village codes. CEOs, however, spoke with the site supervisor and
arranged for the dumpster to be moved behind the construction site screen.
With the assistance of marine units, CEOs circled the ocean side of the gated community. They
discovered a banner hanging from a balcony on the 200 block of Bal Bay Drive. CEOs issued
the property owners a code violation warning directing the owners to remove the sign.
CEOs responded to a complaint of a NDPES violation at a construction site on the 100 Block of
Bal Cross Drive. The contractor failed to properly maintain erosion control measures. CEOs
issued the property owner a code violation notice directing the owner to immediately remedy
the situation.
CEOs discovered a property on the 200 block of Bal Cross Drive was in violation of Village codes
pertaining to maintenance and appearance. The property owners were issued a code violation
warning and directed to bring the property to code standards.
Criminal Investigations
The Criminal Investigation Division continues background investigations of applicants to the
position of police officer. Detectives traveled to Jacksonville, Florida, to conduct neighborhood
checks and department file records check or a police applicant. The checks are part of the
police background investigations for all applicants.
Detectives met with a new police applicant to review a personal history questionnaire (PHQ)
used as part of the employment process. The PHQ is the initial step in a background
investigation and provides investigators with the necessary personal identifying information
needed for a complete background check.
The police boat is currently out of service undergoing maintenance and engine replacements, in the
interim, the marine officers are assisting with patrol operations and beach patrols.
The beach officer has been away on leave. Marine patrol officers, code enforcement officers, and road
patrol officers have joined to provide beach patrol coverage in his absence. Prior complaints of garbage
on the beach and uncovered towel bins have been addressed and resolved.

Bellini security associates told officers a male was captured on surveillance cameras walking around the
property. The male walked to the rear of the property, took towels from their storage bin,and exited
the property. Officers canvassed the area but were unable to locate the male.

A Bal Harbour Shops patron dined at the Le Zoo restaurant and placed her shopping bags in the seat
next to her. At the conclusion of her meal, she inadvertently left a shopping bag behind at the
restaurant. A female was captured on video taking the shopping bag and exiting the restaurant. This
case has been forwarded to the Criminal Investigations Division for further follow-up.

Bal Harbour officers responded to a call for assistance from the Surfside Police Department regarding
a disturbance at a restaurant. When Bal Harbour officers arrived, the suspect was no longer on the
scene. Officers later discovered Surfside police detained the suspect outside of the restaurant.

Officers responded to a report of a theft at a retailer in the Bal Harbour Shops. The investigation
revealed the theft occurred about two weeks before and was just discovered. The suspect tried on a
bracelet valued at approximately $2,500 then browsed the store while still wearing the bracelet. The
suspect left without paying for the item. The manager discovered the theft after a shortage in inventory
and a review of the video cameras. The suspect’s identity remains unknown.

Police were summoned to a domestic disturbance at a beachside condominium involving a husband
and wife. Officers arrived on the scene and determined the couple had been involved in an altercation
which resulted in physical contact. Each party accused the other and the officers were unable to
determine a primary aggressor. One of the parties agreed to leave the home to prevent further
incidents. No injuries were reported.

Officers patrolling the gated community saw a white, sports utility vehicle failing to stop at a stop sign
and initiated a traffic stop. A computer check of the vehicle’s tag revealed a seize tag order. Further
investigation revealed the driver had a suspended driver’s license. Officers seized the tag pursuant to
the court order.

An officer on a “High Visibity Detail” on the Collins Avenue corridor overheard a commotion at the
guard house on Harbour Way. The officer responded to investigate and discovered the security guard
attempting to prevent an individual in a vehicle from exiting the residential area. Upon seeing the
officer, the vehicle fled on south on Park Drive. Within seconds, Bal Harbour officers arrived and located
a suspicious male running from the area of the abandon vehicle that crashed into a fixed object on Bal
Bay Drive. The juvenile male was taken into custody and subsequently charged with Grand Theft Auto
and various other charges. Further investigation revealed the juvenile male entered the gated
community and located an unlocked vehicle, once inside, the juvenile attempted to leave with the
vehicle. No other offenses were reported.
