REVIEW CRITERIA • RAMCO 8-Acre Tract Part of Tract 4—MOSERS Subdivision CMPS Job #95-294 a. The existing zoning was in error at the time of adoption. There was no error in the zoning classification at the time of adoption. b. There has been a change in character in the area due to installation of public facilities, other zone changes, new growth trends, neighborhood deterioration, or development transitions. Growth has been significant with the completion of Edgewood Drive and the commercial development on the north side of Edgewood. C. There is a community need for the proposed rezoning. The development of the site would be beneficial to the community. d. The proposed change is consistent with, and in furtherance of, the implementa- tion of the goals and policies of the Comprehensive Plan, other adopted plans, and policies, intents and requirements of this Ordinance and other City regulations and guidelines. The Comprehensive Plan shows the area as commercial. e. The proposed zoning is compatible with the zoning and uses of property nearby. The area to the north is zoned PUD and is commercial, and the area to the south is not in the city limits; therefore, there is no zoning. L Public and community facilities, which may include,but are not limited to, sanitary and storm sewers, water, electrical service,police and fire protection, schools, parks and recreation facilities, roads, libraries, and solid waste collection and disposal, are available and adequate to serve uses authorized under the proposed zoning. All public facilities and services are available to adequately serve the site. g. A traffic impact analysis has been provided to indicate the potential number of new trips generated and provisions are provided to mitigate impacts of high traffic-generating projects. s . The property is located on the south side of Edgewood Drive approximately 100 feet east of the intersection of Wildwood Drive. The property is described as Part of Tract 4 of MOSERS Subdivision and is part of the north half of the northeast quarter of section 16,township 44 north,range 12 west, in the City of Jefferson, Cole County,Missouri. ........Notification By publication in the newspaper,letter to adjacent and affected property owners within 185 feet,and by sign posting. (none received as of 1-4-07) Location and Zoning of Subject Site The subject site is located south of West Edgewood Drive(south of the creek and greenway that runs parallel to Edgewood). The subject site is currently zoned RA-I Residential. Nature of Request The purpose of the rezoning request is to allow the development of an office building on the site. The applicant also intends to locate a helicopter pad or"helistop"which would require a conditional use permit from the Board of Adjustment in the C-2 zoning district. • Zoning and Use of Nearby Property The property to the north is.zoned C-2, several office and general retail activities are located north of Edgewood Drive. The property to the east and west is zoned RA-2 and is undeveloped. The property to the south is undeveloped and is outside the city limit boundary. Access/Traffic Cole County and Jefferson City are currently working together on a project to extend Wildwood Drive south from the intersection of West Edgewood Drive to Frog Hollow Road. Cole County is in the process of preparing a request for proposals for engineering design services for this corridor. The applicants representative has indicated that the primary access to the site will be from the future extension of Wildwood Drive. Their intent is to acquire a small parcel of land to the west of the subject site that is owned by the Jefferson City Chamber of Commerce and access the Wildwood Drive extension at that location. Allowed Uses The RA-1 Residential District is intended for high density multi-family residential development. It allows for a maximum of 12 residential units per acre. The C-2 General Commercial District is intended for commercial land uses located at intersections and highway interchanges. Allowed uses include a wide variety of commercial activity including general retail and office uses. Several additional land uses are allowed with a conditional use permit including a helistop, which the applicant has stated an intention to build. • Comprehensive Plan -The comprehensive plan shows the area at the intersection of West Edgewood Drive and Wildwood Drive as being intended for commercial development. • Staff Recommendation Staff recommends approval of the request to rezone the property from RA-1 to C-2. •
