SUBJECT: State of Florida Project Funding Allocation
The purpose of this Letter to Council (LTC) is to provide you with an update on the State of
Florida project funding allocation of the two items included in this year's state legislative
priorities for Bal Harbour Village.
On June 6, 2022, Florida Governor Ron DeSantis, signed the state's FY 2022-2023 budget of
$109.9 Billion and he also vetoed $3.1 Billion in state-wide projects. These vetoes originally
included both projects for Bal Harbour Village that had been included as part of our legislative
priorities and approved by the Florida Legislature. When I was notified of these vetoes, I
worked with the office of our lobbyist Ron Book and Mayor Groisman to contact the Governor's
office for a reconsideration of the vetoes of funding for our projects. Through our collective
efforts, we were able to persuade the Governor to include the funding of the Jetty Elevation
and Safety Enhancements at the requested amount of $500,000, and that amount has been
approved and included in the state budget. Unfortunately, the requested funding for the ADA
Compliant Park Enhancements of $425,000 was vetoed by the Governor.
In addition, the Florida Department of Environmental Protection awarded $2 Million in grant
funds for stormwater system design and construction activities in the Village. In a few weeks,
the Village will be presenting to the Florida Inland Navigational District (FIND) for a requested
$2 Million for the Jetty Project. This is in addition to, previously awarded funds for design of
the Jetty project and the seawall replacement at the Waterfront Park. Finally, the Village has
also applied for $675,000 from the U.S. Department of Justice for the partial funding of three
additional police officers in the Village.
