WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with. WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and the zoning map and the proposed zoning change would not necessitate a change to the Comprehensive Plan Development Plan Map. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Request filed by Jefferson City Area Chamber of Commerce,Randall G. Allen, President/CEO, to rezone approximately 0.82 acres from RA-1 Residential to C-2 General Commercial. The property is located on the southeast conger of the intersection of West Edgewood Drive and Wildwood Drive. The property is described as Lot 6 of C.C.West Subdivision Section 2 and is part of the northwest quarter of the northeast quarter of section 16,township 44 north, range 12 west, Jefferson City, Cole County, Missouri. (none received as of 2-1-07) Location and Zoning of Subiect Site The subject site is located on the southeast corner of the intersection of West Edgewood Drive and Wildwood Drive (south of the creek and greenway that runs parallel to Edgewood). The subject site is currently zoned RA-1.Residential.The property to the north is zoned C-2 and is undeveloped.The property to the east was recommended for rezoning from RA-1 to C-2 at the January 11'h meeting of the Planning and Zoning Commission and is on the agenda for the next meeting of the City Council. The property to the west is zoned RA-1 and is undeveloped. The property to the south is undeveloped and is outside the city limit boundary. • Nature of Request The purpose of the rezoning request is to match the zoning of the property to the east, which was recommended for rezoning from RA-1 to C-2 at the January 11`h meeting of the Planning and Zoning Commission. The owner has stated their intention to sell this small parcel of land to the neighboring owner. The neighboring owner has stated their intention to build an office building on the site. Access/Traffic Cole County and Jefferson City are currently working together on a project to extend Wildwood Drive south from the intersection of West Edgewood Drive to Frog Hollow Road. Cole County is in the process of preparing a request for proposals for engineering design services for this corridor. The applicant has stated their intention to sell this small parcel of land to the neighboring land owner. The neighboring owner has indicated that the primary access to their site will be from the future extension of Wildwood Drive. Their intent is to acquire this small parcel of land in order to access the Wildwood Drive extension. Allowed Uses The RA-1 Residential District is intended for high density multi-family residential development. It allows for a maximum of 12 residential units per acre. The C-2 General Commercial District is intended for commercial land uses located at intersections and highway interchanges. Allowed uses include a wide variety of commercial activity including general retail and office uses. Several additional land uses are allowed with a conditional use permit including a helistop, which the neighboring land owner has stated an intention to build. Case No. P07006 Page 2 Jefferson City Planning &Zoning Commission February 8, 2007 Comprehensive Plan The comprehensive plan shows the area at the intersection of West Edgewood Drive and Wildwood Drive as being intended for commercial development. Staff Recommendation Staff recommends approval of the request to rezone the property from RA-1 to C-2.
