Subject: Bal Harbour Police Department Vlieekly Report for the period of
July 15, 2022, through July 21, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the
Bal Harbour Police Department that I requested in order to enhance the flow of
communication and transparency.

Code Enforcement Officers (CEOs) received a complaint of a construction site working after hours along
Bal Bay Drive. CEOs met with the contractor to ensure compliance with working hours and issued the
homeowner a code violation warning reminding them of the construction hour restrictions.
CEOs patrolling the area of Collins Avenue discovered a construction site on the 10200 Block was not in
compliance with appearance standards. CEOs issue a code violation warning directing the property
owners to cut vegetation and restore the property to compliance.
The Code Enforcement Unit assisted the Building Department by initiating a report related to an unsafe
structure along Park Drive. The case will be handled by the Building Department.
Code Officers assisted Public Works by reaching out to a contractor of a construction site on Bal Cross
Drive. Workers spilled mortar on a screen protecting the storm drain; no contamination was noted.
CEOs issued a verbal warning directing the contractor to ensure contaminants do not enter the storm
drains.
The Criminal Investigations Division (CID) concluded an investigation of a theft of jewelry from a safe.
The victim lived in a beachside condominium and reported she returned home to find jewelry missing.
Examination of available video footage from the building did not provide additional leads. The victim
claimed she was the only person with the combination and had just returned from an extended trip
outside of the US. The lack of physical evidence (video, pry marks, and the like) prevented further
investigation.
Detectives used video footage from a retailer at the Bal Harbour Shops to develop a need-to-identify
flyer of a suspect involved in a retail theft at the mall. The suspect targeted high value purses. Detectives
forwarded the flyer to neighboring jurisdictions to generate investigative leads.
The CID investigated a report of damaged cables at a condominium on Collins Avenue. IT personnel
believed the cables could have been intentionally damaged but could offer no other information.
Detective reviewed the case and determined there was no evidence of a crime.
Detectives assisted a resident who fell victim to an internet phishing scheme. The victim provided
personal and bank account information. The investigation revealed the incident and related tran sactions
occurred outside of Bal Harbour Village jurisdiction. The victim chose not to continue with the
investigation.
Detectives received latent fingerprint reports from a 2021 case involving the theft of liquor bottles from
a beachside condominium. The report revealed no latent prints of value. The lack of fingerprints and
related videos resulted in closure of the investigation without further action at this time.
The CID investigated the alleged theft of a scooter from the restaurant area at the Bal Harbour Shops.
Detectives reviewed video from different ingress/egress routs to the area and found no evidence of the
theft. When detectives asked the victim for additional information, the victim requested the case be
closed without further action.
7/16 - Marine Patrol assisted FWC with a vessel crash into a dock at 240 Bal Bay Drive. FWC handled
the vessel crash.
Bal Harbour marine officers responded assisted Miami-Dade Marine Patrol regarding a disturbance
call on Beer Can Island.
7/17 - Marine officers responded to Oleta Park regarding a disturbance with jet ski(s) near boats and
people. Jet ski was cited for careless.
MDPD requested assistance regarding a vessel taking on water with 5 people onboard near Broad
causeway bridge. Bal Harbour marine officers arrived, and the captain said he was not in distress, he
simply out of fuel.
07/21 - Marine officers handled a loud music complaint at the sandbar, north of Bay Harbour Islands.
Contact was made with the vessel in question and the loud music was lowered. The Complainant was
a Bay Harbour Island Resident.
Marine Patrol conducted evening patrols on Saturday and Sunday evening. Several contacts were
made with vessels anchored near Bal Harbour.
Beach Safety Detail Activity:
The Beach Safety Officer conducted several Beach, Jetty, and North Lot check during the weekend.
No issues were reported as attendance on the beach and jetty was light. Additionally, the BSO
conducted the on-boarding two-week training session for the new police officer.

Neiman Marcus associates told officers a male entered the store and retrieved multiple pieces of
merchandise from the display shelf. The male then concealed the items and exited the store. The
incident was captured in its entirety on store surveillance cameras. This case has been forwarded to the
Criminal Investigations Division for further review.

A male suspect entered the Saks Fifth Avenue department store and retrieved several pieces of
merchandise. The male concealed the merchandise and attempted to exit the store without paying.
The male was detained until officers arrived on scene and placed him under arrest.

A Bal Harbour resident told officers she spent the afternoon shopping in the Bal Harbour Shops. During
her time shopping she visited several stores and one restaurant. Upon arriving at her residence, she
discovered one of her earrings had fallen out and could not be located. The earring is valued over two -
hundred thousand dollars. The report was requested for insurance documentation.

The Collins Avenue corridor experienced traffic congestion on both the north and southbound lanes
due to a traffic fatality crash in Sunny Isles. Officers monitored and conducted high visibility patrols until
traffic flow returned to normal.

A shops employee reported that a male approached him wanting to sell a ring for gas money. The
reported obtained a description of the subject’s vehicle and tag number for the police report.

A truck driver delivering towels to the Ritz-Carlton drove onto the beach area and became stuck in the
sand. The driver was cited and a tow truck service removed the truck from the beach area.

A t raffic accident caused a traffic back up on the southbound lanes. Officers managed traffic until the
vehicles were removed from the roadway by our tow rotation service. Miami-Dade Fire rescue was
requested as a precaution to check on two passengers. There were no injuries associated with this
accident.
