The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Code Enforcement Officers (CEOs) patrolling the gated community found a residence on the 100 block
of Camden Drive that did not meet code appearance requirements. CEOs issued the property owner a
code violation warning, and directed the homeowner to properly maintain the property and return it into
compliance.
CEOs received notice from the Utilities Compliance Officer of a property not complying with the National
Pollutant Discharge Elimination System (NPDES) protocols. CEOs investigated and discovered a silt
fence was not properly installed. CEOs issued the property owner a code violation warning and directed
the landscaper to correct all NPDES deficiencies.
Code Officers patrolling the area of Camden Drive discovered plant debris placed on the curb bef ore
the permitted date. CEOs issued the homeowners a verbal warning reminding them when to properly
place bulk items on the curb.
The Criminal Investigations Division (CID) investigated an allegation of auto theft. The victim hired a
mobile mechanic to repair his vehicle. The mechanic took the victim’s vehicle away for repairs then failed
to communicate with the victim. Believing his car had been stolen, the victim filed an auto theft report.
Detectives located the mechanic and recovered the victim’s car. Further investigation revealed a
breakdown in communication between the victim and the mechanic let to a misunderstanding about the
status of the vehicle. The case was unfounded as an auto theft, since there was nothing to suggest an
intent to deprive. The vehicle was returned to the victim in the same condition.
The CID is investigating a case involving the fraudulent use of identification for medical purposes. The
victim discovered his identity was used by unknown persons to obtain dental work under the victim’s
name. Detectives obtained credit information from the victim and are in the process of securing
subpoenas to help track the bank transactions.
The CID assisted the Village Human Resource Department by conducting pre-employment background
investigations for applicants to the positions of Utilities Technician and Facilities Technician. The
investigations included driving histories, criminal histories, credit histories, and searches of public
records databases. Background investigations help ensure the Village hires quality employees who will
meet all employment expectations.
Detective Gonzalez conducted Autism Awareness training for law enforcement officers in Osceola
County, Florida. The state mandated training provides officers with information necessary to better
interact with persons affected by Autism.

July 30; Marine Patrol assisted the Miami Dade Police Department as they issued a Promise to Appear
Arrest (PTA) to a vessel operator for conducting open air concerts and for using the vessel for
commercial purposes without appropriate registration. In addition, Coast Guard uncovered some
additional violations while conducting a safety inspection of the same vessel and terminated their
voyage for the day.
July 30; Marine Patrol later conducted nighttime marine enforcement and issued 4 citations and 5
warnings.
July 31; Ofc Waisman rescued two people from a capsized inflatable raft near the sandbar. No injuries
were reported.
Beach Safety Detail Activity:
July 29 – The BSO reported a low number of beach goers. In the afternoon, the BSO attended a Zoom
meeting with representatives from multi-agencies in order to address recent environmental and safety
concerns at the Haulover Sandbar. In addition, excessive noise violation complaints/issues were also
addressed during this meeting.
July 30 – The BSO assisted the Miami Dade Police Department as they issued a Promise to Appear (PTA)

July 31 –The BSO responded to the entrance of the jetty in reference to information received about a
fisherman fishing along the wall and making a mess with sea weed (possibly picked up while fishing).
After being unable to locate the fisherman, the BSO contacted the reporting party and learned the
incident had occurred much earlier in the morning. The area and jetty were checked for the individual
in order to address the complaint, but the individual was no longer in the area.
The BSO encountered two dogs behind the Ritz-Carlton, one dog was a service animal and the other
was removed upon request. The BSO encountered one tent on the beach and it was taken down upon
request due to strong winds.
While on the beach conducting an area check, Miami-Dade Municipal dispatch advised of several
individuals screaming for help after falling off a jet ski near the Haulover Inlet and requested Marine
Patrol to respond. The BSO, from the jetty, was able to p rovide additional information in reference to
the incident and was able to direct Marine Patrol officers responding to the location of the individuals.
Upon the arrival of multiple Marine Patrol agencies, the individuals were removed from the water and
relocated to the Haulover Marina in order to receive medical assistance, as needed.
The BSO reported a low number of beach-goers this weekend.

Officers were dispatched to a disturbance occurring in the “ISAIA” store located on the first floor of the
Bal Harbour Shops. The reporter, a store employee, told officers that another employee began verbally
threatening him with violence. The reporter immediately sum moned police assistance and the subject
employee left the area. An area canvas was conducted; however, the subject was not located.

Three unknown males entered the Goyard store and began looking at merchandise on display. One of
the males retrieved a purse from the shelf, he then concealed the purse and exited the store without
paying. The incident was captured on in-store surveillance cameras and has been forwarded to the
Criminal Investigations Division for further follow-up.

An unknown female entered the Christian Dior boutique located within the Saks Fifth Avenue
department store. The female retrieved merchandise from the shelf, concealed it, then proceeded to
exit without paying. This case has been forwarded to the Criminal Investigations Division for further
follow-up.

A female bicyclist lost control and fell off her bike. The rider was treated on the scene by Miami-Dade
Fire Rescue and transported to a local hospital for further treatment of her injuries.

Bal Harbour police officers responded to two separate reports of thefts at the Bal Harbour Shops. The
first theft was reported two hours after it occurred. The store representatives advised that a male stole
a pair of sunglasses from the display. In the seco nd incident, a shopper placed their bags on the floor
momentarily, then realized that the items were missing. Each case was assigned to the Bal Harbour
Criminal Investigation Section.

Bal Harbour police officers responded to the Kenilworth Condominium reference a resident stuck in a
malfunctioning elevator. Miami-Dade Fire Department responded and freed the resident. No injuries
or damage was reported.

While on routine patrol, Bal Harbour police officers discovered a homeless male who had set up camp
under the bridge. Officer checked on his welfare and ran a criminal history check . The male who had
no warrants or safety alerts refused any assistance from the Miami-Dade County Homeless Trust and
subsequently left the area.

A male entered a store, removed a $1,200 sweater and left without paying. Bal Harbour police was
notified two hours after the theft had occurred. The case has been assigned to the Criminal Investigation
Division for follow up.

A male reported that on Monday, August 1, 2022 he left his bag containing personal items, in a locked
locker at the Exhale Spa in the Ritz-Carlton. Upon returning three days later , he discovered the locker
open and he was missing a $800 Louis Vuitton belt.
