Subject: Bal Harbour Police Department Weekly Report for the period of
August 5, 2022, through August 11, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Code Enforcement Officers (CEOs) patrolling the gated community discovered a car in a state of
disrepair parked along curb on the 200 Block of Bal Cross Drive. The homeowner was previously issued
a warning pertaining to the issue. CEOs now issued the hom eowner a Code Violation Notice directing
the home owner to remove the vehicle from the curb or restore it to conditions that would meet code
standards.
CEOs patrolling the gated community routinely inspect signage to ensure contractors conform to Villag e
codes. CEOs discovered a construction sign on the 100 Block of Bal Cross Drive exceeded size
regulations. CEOs issued a code violation warning and informed the contractor of sign limitations.
The Criminal Investigations Division (CID) assisted the Village’s Human Resource Office by conducting a
pre-employment background of an applicant to the position of utility technician. Background
investigations help ensure all employment prospects meet the Village’s hiring standards.

an applicant to the position of beach technician. The background was conducted in accordance with
the request from HR.
The CID continues its investigations into several retail theft incidents occurring at the mall. Since victims
do not always have immediate access to video evidence, the CID sent letters to five locations reminding
them of the importance of providing any and all video evidence available.
This week, marine officer conducted evening and daytime enforcement patrols and of the intercoastal
waterways. Additionally, Bal Harbour marine officers observed a wave runner operating recklessly
near Beer Can Island. The operator and passenger were ejected from the vessel due to the reckless
operation. Officers retrieved the parties from the water, the operator sustained a broken arm and was
transported to the Haulover fuel docks to be treated by Miami-Dade Fire Rescue.
Beach Safety Detail Activity:
The BSO reported a low number of beach goers this week. While conducting area checks of the jetty,
the BSO made contact with several fishermen that were in possession of plastic bags while fishing. The
BSO informed the fishermen of the single use plastic regulations in Bal Harbour and were asked to
discard the plastic bags.
The BSO encountered one fisherman fishing from the rocks. Upon request, the individual came off the
rocks and was advised that fishing from the rocks is prohibited.
While conducting area checks of the jetty, the BSO made contact with fishermen and requested they
present their fishing licenses. Only one fisherman did not have a fishing license and he left without
incident.
The BSO responded as a back-up officer to the Bal Harbour Shops in reference to a suspicious male.
Upon arrival, the male was no longer at the establishment and was later located at the St. Regis Hotel.
Contact was made with the individual and was subsequently arrested. In the afternoon, the BSO
requested all beach flags be changed to red due to strong winds and aggressive waves. The BSO later
conducted area checks and enforcement on the water while on the boat. The BSO did not encounter
any dogs on the beach.

The reporter told officers an unknown male was walking on the third floor of the mall exhibiting strange
behavior. Officers canvassed the area, however, were unable to locate the individual. Officers then
received information of a similar incident occurring at the St. Regis Hotel. Officers located a male
subject who was behaving erratic and being uncooperative, their investigation revealed the male had
been given multiple trespass warnings by St. Regis staff and has continued entering their property. The
subject was placed under arrest and transported to jail.

Surfside police officers issued a BOLO (be on the lookout) for three juveniles wanted for a battery, which
occurred in their jurisdiction. Bal Harbour police officers conducted an area canvass and located three
youths matching the description; however, the victim of the battery was not able to make a positive
identification.

Officers responded to a medical emergency at a beachside condominium. An 85-year-old male fell
and requested immediate assistance. Miami-Dade Fire rescue responded and transported the male
Aventura Hospital.

A retailer at the Bal Harbour Shops called to report items lost in transit. The items consisted of video
equipment valued at approximately $2,000. UPS claimed they delivered the items and the retailer
claimed the items were never received. A police report was filed to assist the victim in filing a claim for
the missing items. UPS has initiated an internal investigation to locate the missing items.

The police department received a complaint of loud music on the 200 Block of Park Drive. Officers
responded to the area and located the source of the disturbance. Officers met with the property owner
and discovered the music was the result of a birthday party. The homeowner lowered the music and
moved the party indoors.

While conducting an area check, a Bal Harbour officer issued a verbal warning to a fisherman on the
Jetty who was not in compliance with existing code restrictions.
