A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE MAYOR TO EXECUTE THE WATER LEASE AGREEMENTS
BETWEEN THE CITY OF LYNWOOD AND THE CITY OF BELL GARDENS FOR 700
ACRE-FEET OF CENTRAL BASIN WATER PUMPING RIGHTS FOR FY 2010-11
THROUGH FY 2014-15
WHEREAS, the City water system uses five deep groundwater welis and one
Metropolitan Water District of Southern California (MWD) connection to meet its water
demand; and
WHEREAS, the City water system's wells annually pumps to the maximum of
groundwater rights in the Central Basin owned by the City and the City has to purchase
water from MWD each year to meet the City's total water needs; and
WHEREAS, the present water rate of MWD is quite high compared to the cost of
the City pumping groundwater and MWD has approved a 6.83% water rate increase
effective January 1, 2011; and
WHEREAS, the City by leasing groundwater pumping rights from the City of Bell
Gardens and reducing the City's purchase of MWD water supplies, could reduce the
cost of water purchasing; and
WHEREAS, the City of Bell Gardens has 700 acre-feet of unused Central Basin
ground water pumping rights which can be leased and used by the City of Lynwood.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council hereby authorizes the Mayor to execute the water
lease agreements between the City of Lynwood and the City of Bell Gardens for 700
acre-feet of Central Basin water pumping rights for FY 2010-11 through FY 2014-2015.
Section 2. This Resolution shall take effect immediately upon its adoption.
Section 3. The City Clerk shall certify as to the adoption of this City Council
Resolution.
PASSED, APPROVED and ADOPTED this 7 day of December, 2010.
