Subject: Bal Harbour Police Department 1eekly Report for the period of
August 12, 2022, through August 18, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

Code Enforcement Officers (CEOs) patrolling the gated community discovered two derelict vehicles
parked on the right-of-way. The vehicles did not have proper tags. CEOs issued the homeowners a
code violation warning directing the property owners to immediately remove the vehicles from the
public right-of-way.
CEOs revisited several sites previously warned for violating Village codes. The locations included a
construction site on the 100 Block of Camden Drive, a residence on the 200 Block of Bal Cross Drive,
and a residence on the 200 Block of Bal Bay Drive. Each location is now in compliance.
The Code Enforcement Unit continues to monitor the walking paths for violations of Village dog
restrictions and the Jetty for fishermen exceeding permissible practices. CEOs discovered an individual
fishing from the Jetty rocks and directed him to move back to the Jetty. The fisherman was a visi tor to
the Village and was told not to fish from the rocks.
The Criminal Investigation Division (CID) concluded its background investigation of an applicant for the
position of Utility/Beach Technician. The investigation utilized various public records sites, financial
records databases, and criminal justice information to ensure candidates meet Bal Harbour Village
standards.
The CID has been impacted by the Covid-19 virus resulting in a temporary delay in investigations while
personnel recovers.
August 12, Marine Patrol conducted nighttime operations which resulted in 3 warnings for various minor
violations.
August 14, Marine Patrol responded to a boat in distress under the Haulover bridge. The vessel
apparently ran out of gas and was in danger of being overtaken by the current. Marine of ficers rendered
assistance, transferred all passengers to the safety of the Bal Harbour police boat, and arranged for the
disabled vessel to be towed to port. No one was injured during the incident. Evening Marine Patrol
operations resulted in 5 warning for various minor violations.
August 15, Bal Harbour Marine Patrol assisted American Underwater Contractors while they replaced
the missing regulatory exclusionary swim zone buoys. In addition, they issued 2 warnings for various
minor boating safety violations.
Beach Safety Detail Activity:
This week, the BSO reported to Public Works that the J hook which holds the flotation devices (Life Ring
/ ResQ Disk) on the Beach Warning Flags Sign was broken off (possibly due to corrosion of the screw).
Public Works responded and was repair the J hook back and the flotation devices.
Additionally, the BSO conducted bike patrols throughout the beach and jetty area and conducted a
count of the exclusionary buoys on the Atlantic Ocean from the 9600 th block to the Jetty area.
During the patrols this week, the BSO observed individuals fishing from the rock and conducted fishing
license checks, all individuals actively fishing had appropriate license. While conducting another area
check of the jetty, the BSO observed an individual walking towards the water with what appeared to be
a speargun. The individual was advised that speargun fishing is prohibited within 100 yards of a
swimming beach and within 100ft of a Jetty and the individual left the area.
The BSO conducted evening weekend marine patrols of the intercoastal waterways and issued two
boating citations staff.
The BSO witnessed a jet ski with two passengers capsize. As Marine Patrol responded, the passengers
were safely removed from the water by a good Samaritan.

Bal Harbour officers responded to a retail store in the Bal Harbour Shops after a store clerk fainted.
Upon arrival, officers discovered the patient unresponsive and commenced CPR until Fire Rescue
arrived on the scene. Rescue personnel took over treatment and transported the patient to Mt. Sinai
Hospital where the patient later expired. The Medical Examiner’ s Office will determine the cause of
death.
A ug ust 12, 2022 Ret ail Theft –Arrest 9700 Co lli ns Avenue
Officers responded to a theft-in-progress call at the Bal Harbour Shops. The suspect was seen taking
merchandise from a retail store and leaving without making payment. Officers discovered the subject
as he attempted to walk away from the mall. The subject was arrested and charged with felony theft.

Officers arrested a subject for retail theft as he attempted to walk away from the Bal Harbour Shops.
After making the arrest, officers learned this was the same subject involved in a theft at the same store
two days prior. Loss prevention positively identified the subject who was then charged with an
additional count of felony theft.

A domestic dispute prompted the response of Bal Harbour officers. After arriving on the scene, officers
learned the couple were involved in arguments pertaining to their children and were in the process of
divorcing. The dispute was verbal in nature and officers did not observe any evidence of violence.
Officers restored order at the scene an no further police action was necessary.

Officers responded to a residence on the 100 Block of Balfour Drive after parents reported a child
missing. Officers immediately conducted a search of the area commencing with the rooms inside the
residence. A few minutes later, officers discovered the child in the playroom on the first floor of the
residence. The child was unharmed.

An unknown subject entered the property of a beachside hotel and entered offices not open to the
general public. Once inside, the subject took an electric scooter from a charging station and made his
way off the property without being detected. Surveillance footage depicted his actions and the theft.
The case will be referred to the detective bureau for further investigation.

Officers responded to a beachside hotel where a guest reported a pair of iPhone earbuds as stolen.
Preliminary investigation revealed an employee at the hotel as a suspect in the theft . Officers gathered
all pertinent information and forwarded the investigation to the detective bureau for follow-up
investigation.

An unknown suspect took clothing from a retailer at the Bal Harbour Shops. When confronted by loss
prevention personnel, the suspect fled from the mall. The incident may have been captured on CCTV.
Store personnel will attempt to download the video to help with the investigation.
A ug ust 16,2022 Theft 9700 Co lli ns Avenue
A jeweler at the Bal Harbour Shops received a ring for repairs. The owner of the ring is currently
estranged from his wife and allegedly gave instructions not to release the ring to his wife. A store
employee mistakenly called the wife and informed her the ring was ready for pick-up. The wife
responded to the store and collected the ring. The husband alleges the wife had no rights to the ring.
Detectives will evaluate the case.
A ug ust 18,2022 Assi st Cit i zen 10100 Blo ck o f Co llins Avenue
A resident at a beachside condominium believed a security guard at her building may have taken cash
from her purse. She reported the incident to document the case and request the building fire the guard.
When officers offered to investigate, the victim r efused all police assistance and insisted she would deal
with the issue via the building’s management.
