This proposed final plat includes 31 single family lots.The property is located north of West Edgewood Drive and west of Wildwood Drive,in the Southwest Quarter,of the Southwest Quarter, Section 9,Township 44,Range 12,City of Jefferson,Cole County, Missouri (Central Missouri Professional Services, Consultant). Back round The final plat for The Trails of Kauffman Hills Section One was approved by the Planning and Zoning Commission on July 14,2005 and Section Two was approved on February 9,2006. The revised preliminary plat for the Trails of Kauffman Hills Section Three was approved on October 12,2006, subject to providing a suitable name for the new cul-de-sac, including the suffix "court" on all cul-de-sac streets, and compliance with the recommendations and technical corrections of the engineering division. Description of Proposed Plat Zoning: RS-1 Single Family Residential Size of Property: 22.15 acres Number of Lots: 31 lots Lot Sizes and Widths: Proposed lots range in size from 15,069 square feet to 45,118 square feet. All lots meet the minimum lot size of 15,000 square feet, all corner lots meet the minimum lot size of 18,000 square feet,and all lots • meet the 100 foot minimum lot width requirement. Reserve Tracts: Three reserve tracts are shown on the final plat. Reserve Tract A is to be transferred to lot 1. Reserve Tract B is to be transferred to Lot 15 of Westminster Estates. Reserve Tract C is to be dedicated as public right-of-way Streets: Two through streets are shown on the final plat, Sherwood Drive and Graystone Drive. Sherwood Drive is . planned to extend south in order to connect with West Edgewood Drive. A temporary turn around will be located at the end of Sherwood Drive until this extension through the neighboring land is completed. Graystone Drive will connect to Gettysburg Place on the east and Bannister Drive on the west. Three cul-de-sacs,Tylers Run,Taylors Ridge,and Kauffman.Hills Court,are included on the final plat. The suffix"Court"needs to be included in these three cul-de-sac names as outlined in the preliminary plat approval. All streets are shown with right-of-way widths of 60 feet and all cul-de-sac right of ways meet the minimum radius requirement of 50 feet. Nob Hill Road will be ended at the edge of the subdivision. A small tract of land(Reserve Tract C)within the subdivision as well as a small tract of land held by a neighboring property owner will be dedicated as public right-of- way in order to construct a cul-de-sac at the end of Nob Hill Road. Public Improvement Plans: Please refer to the Engineering staff report for information on the status of public improvement plans for streets, sanitary sewers, sidewalks, street lights, and storm drainage. Staff Recommendation The proposed final plat closely conforms to the preliminary plat and staff recommends approval of the final plat with • the following conditions: 1. Compliance with the recommendations and technical corrections of the Engineering Division. 2. Finalization of the Nob Hill Road cul-de-sac right of way dedication details prior to City Council approval. 3. Compliance with the conditions of preliminary plat approval. Jefferson City • Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, February 8, 2007, 5:15pm Item 7. - Other New Business Case No. P07007 - Final Subdivision Plat of The Trails of Kauffman Hills Section Three (3), Sherwood Drive (RS-1) COMMENTS- Staff of the Engineering Division have completed a technical review of the final plat submitted by Central Missouri Professional Services.The following comments are regarding this review; Final Plat Technical comments will be submitted to the consultant,to be addressed prior to City Council approval. A summary of the comments include; * Completion of the dedication of right-of-way for the Nob Hill cul-de-sac will be needed. • * Any off-site easements must be completed. Infrastructure * Infrastructure exists in the vicinity to serve the subdivision. New infrastructure proposed includes, streets, sidewalk, storm sewers, lighting, utilities and sanitary sewer mains. * Many technical corrections to the infrastructure plans will be necessary prior to considering the plans to be in approvable form. These technical comments will be transmitted the consultant, and will need to be addressed prior to approval by the Director. * Acceptance of the infrastructure improvements for Nob Hill will be considered as a part of necessary improvements required for the subdivision being considered. Storm Water/Erosion Control * Enclosed systems are proposed to intercept drainage throughout the subdivision, in accordance with City Standards. * Permanent grade control/erosion control measures must be included at outlets of the enclosed systems in lieu of storm water detention being required for the subdivision. * The site is required to have adequate erosion control measures, including a granular entrance, silt • fence, ditch checks, and phasing for construction. * Easements have been written for drainage systems outside the platted area. Sanitary Sewer * The development is served by sanitary sewer. Sanitary sewer mains will be extended to serve all lots, in accordance with City Standards. * A portion of the existing sewer will be abandoned and replaced. A request to vacate the existing easement has been prepared. Sidewalk * Sidewalk will be constructed along all streets on both sides of the roadways. Streets /Traffic Impact * Nob Hill Road Improvements, including drainage facilities and a permanent cul-de-sac are proposed. * All streets are proposed as thirty-five(35) feet wide. This width allows for parking on both sides of the street. * Access to the proposed subdivision will be from Sherwood Drive to the north and Graystone Drive to the west and to the east. Future extension of Sherwood Drive will extend to Edgewood Drive. * Estimated trip generation rates for a single family residential subdivision would be about ten(10) vehicle trips per home per day. Trip generation for thirty-one(3 1)proposed lots would then be about 310 trips per day for this section of the subdivision. * Site distance will need to be quantified upon the street plans at each street intersection. Fire Hydrants /Street Lights * Facilities are proposed for the subdivision as required. ENGINEERING STAFF RECOMMENDATION- A recommendation of approval, subject to all Engineering Staff technical comments being addressed on the infrastructure plans and final plat.
