Code Enforcement Officers (CEOs) patrolling the gated community discovered two constructions site on Bal Bay Drive was not properly maintained. CEOs issued the property owners a code violation warning and notified the owner’s representative of the deficiencies. Code Officers routinely examine all construction sites to ensure contractors are in compliance with Village codes. Each site is checked at the end of the work day to ensure all work stops at the appropriate time and the sites are properly secured for the night. The Criminal Investigations Division (CID) resumed normal operations after being impacted by the Covid-19 virus. Detectives reviewed open cases and resumed investigations. Detectives investigated an alleged theft of a ring valued at $53,000. The complainant claimed his estranged wife took the ring without proper authorization. The investigation revealed the complainant took the ring to a jeweler for repairs. The repair sh op called the complainant’s wife when the ring was ready for pick-up. The wife picked up the ring and retained possession. The complainant and his wife are married but in the process of divorce. Since ownership of the ring was in dispute, each party was referred to their respective divorce attorney to file for ownership with the civil court system. The case was unfounded as a theft. The CID investigated an alleged burglary of a scooter from an office inside of a beachside hotel. Detectives used video footage to obtain the suspect’s image and prepare a need-to-identify flyer. The flyers were distributed to law enforcement agencies in an attempt to identify the suspect. Spa workers at a beachside hotel received notice from a guest that his Apple ear-pods were missing. The owner used the Find My Ear Pods app to track the items to a home in Miami-Dade. Spa workers recognized the address asbelonging to a hotel employee. The victim, however, insisted he did not want police intervention in this case and was not interested in reporting the items as stolen. He requested the police not investigate the case further. The hotel took administrative action and fired the spa employee. The CID assisted Village administrators by conducting a pre-employment, background investigation of an applicant for the position of Utility Technician. The background investigation helps Village officials determine if a candidate meets Village hiring requirements. Marine officers patrolling the area of Beer Can Island responded to kayakers in distress. A couple over- turned their kayak and held on as they drifted in the water. Marine officers responded and assisted the couple in reboarding the kayak. All parties left without injury or further incident. Marine Patrol responded to a vessel that was close to the residential area. The vessel was located and officers confirmed the captain was fishing. The vessel left the area after a computer check was conducted and the information was logged in. August 19, 2022; The BSO reported a low number of beach goers and assisted with road patrol. The BSO later conducted a night time Marine Patrol detail until 10 p.m. While conducting this detail, the BSO received information about several burglaries to vessels occurring in the San Souci area at or around 2 a.m. The BSO forwarded the information to the on-duty Lieutenant, who in turn issued a Situational Awareness to the members of the Department. August 20, 2022 –The BSO reported a low number of beach goe rs and inclement weather throughout the day. The BSO responded to a suspicious person on the beach side of the Bellini. Contact was made with the individual who was homeless and stated that he was just walking through Bal Harbour and heading to Miami Beach. The BSO encountered one dog on the beach and the dog was removed upon request. The BSO conducted area checks on the Marine Patrol boat and conducted a night time Marine Patrol Detail. While conducting the detail, the BSO encountered two vessels playing loud music and were asked to turn the music down. Upon this request, the music was lowered immediately and no other loud music issues were present for the remainder of the detail. The BSO encountered jet-ski operator driving carelessly directly behind 220 Bal Bay Drive. The jet-ski was stopped and the operated was issued a citation. August 21, 2022 –the BSO was out on sick leave. A u g u st 1 9 , 2 0 2 2 N o i se Co m p l ai n t 9 9 0 0 Bl o ck o f Co l l i n s A v e n u e A resident at a westside condominium complained of excessive noise coming from his neighbor’s apartment. The resident complained a loud television affected his sleep. Officers responded to the scene but noted no excessive noise. They made contact with both neighbors and left without further action. Neither neighbor complained again. A u g u st 2 1 , 2 0 2 2 M e d i cal Em e r g e n cy 2 0 0 Bl o ck o f Bal Bay D r i v e Residents at a home on the 200 Block of Bal Bay Drive called for medical assistance after a female fainted on the scene. Officers arrived at the home alongside fire rescue personnel. The female was treated at the scene and transported to a hospital for further evaluation. A u g u st 2 3 ,2 0 2 2 Th r e at s 9 9 0 0 Bl o ck o f Co l l i n s A v e n u e A juvenile playing of an online gaming platform reported he received a threatening instant message on the game site. An unknown player threatened to send the police and “someone dangerous” to the victim’s home. The victim and his mother requested a police report to document the incident. A u g u st 2 3 , 2 0 2 2 Re t ai l Th e f t A r r e st 9 7 0 0 Co l l i n s A v e Loss prevention personnel at a retailer in the Bal Harbour Shops discovered a male suspect shoplifting at the store. When store employees attempted an apprehension, the suspect broke free and fled from the scene. Bal Harbour officers responded and discovered the suspect fleeing in his vehicle. Heavy traffic congestion blocked the suspect’s escape route allowing officers to apprehend him. The suspect was charged with felony theft charges and fleeing from police and transported to jail. A valet at the building saw individuals rummaging through a parked vehicle. The suspects drove away from the scene in a white Lexus. It is unknown whether the suspects removed any items from the vehicle. Video footage captured the suspect’s vehicle but was not able to reveal its tag. A u g u st 2 4 ,2 0 2 2 Po l i ce Fu n e r al Lo an D ep o t Par k St ad i u m The Bal Harbour Police Department Honor Guard Members and the Police Command Staff attended the funeral services for Miami Dade Police Detective Cesar “Echy” Echaverry, who was shot and killed in the line of duty last week while serving and protecting our community. A u g u st 2 5 ,2 0 2 2 Fel o n y Th ef t 9 7 0 0 Co l l i n s A v en u e Bal Harbour police officers were dispatched to a theft just occurred at a store in the Bal Harbour Shops. Officers conducted an area canvass; however,no subject was located. The investigation revealed that the theft occurred over 20 minutes prior to getting the call for service. Store surveillance video was collected and forwarded the Criminal Investigations Division.
