SUBJECT: Bal Harbour Police Electric Vehicle Aanalysis
Mayor Gabriel Groisman and Members of the Village Council
The purpose of this Letter to Council (LTC) is to provide you an update on the Bal Harbour
Police Electric Vehicle Analysis, which was discussed at the March 15, 2022 Council
Meeting at the request of Councilman Sklar.
Pursuant to this request, Police staff conducted a thorough review of the application of
electric vehicles for police operations.
As part of the research, staff contacted various police departments, which have some
experience with electric vehicles as part of their fleet. The models which were analyzed
included the Tesla Model 3, Ford Mach -E and the Tesla Model Y. Department staff
conducted research, and determined the current options available were not suitable for
law enforcement applications at this time. We will continue to monitor developments in
this matter and revisit the possibility at the appropriate time. We anticipate Ford
developing a fully electric version of the Police Interceptor model in the near future.
The research and findings were presented to the Budget Advisory Committee on June 22,
2022. Their general consensus was the utilization of fully electric police vehicles is the
probable future outcome, however, premature at this juncture. The Committee made the
recommendation to continue replacing fleet vehicles with the hybrid model until EV
technology is more conducive for law enforcement applications.
As part of the Police Fleet Replacement cycle, the Council will be considering the purchase
of four (4) hybrid patrol vehicles at the September 13, 2022 Council Meeting.
