Bal Harbour Police Department Weekly Report for the period of
September 2, 2022, through September 8, 2022
The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

The Criminal Investigations Division (CID) investigated several retail theft cases at retailers in the Bal
Harbour Shops. Four cases were closed due to lack of available leads after the stores could/would not
provide video footage of the alleged thefts. Detectives contacted each of the stores to encourage
greater participation in the investigation, but to no avail.
Detectives are continuing an investigation into the criminal use of identification belonging to an elderly
Village resident. The suspect u sed the victim’s identity to open medical loans for his girlfriend’s dental
procedures. Through various subpoenas, detectives obtained loan documentation and video footage
pertaining to the loan application. The items yielded information about a possible suspect. Detectives
are in the process of interviewing additional witnesses in an attempt to positively identify the suspect.
Detective Gonzalez traveled to Orange County, Florida, to provide Autism Awareness Training to sister
agencies in the Central Florida area. Autism Awareness is required training for law enforcement officers
statewide and Detective Gonzalez is recognized as a subject matter expert in matters pertaining to
Autism Awareness training.
During the week, Bal Harbour Marine officers conducted multiple evening patrols of the intercoastal
waterways with a focus on the Bal Harbour Sandbar regarding nuisance complaints, boater safety and
enforcement. Several vessels at the sandbar were instructed to lower the music and w ere issued verbal
warning regarding noise complaints.
Additionally, Bal Harbour Marine officers assisted North Bay Village PD with a possible abduction near
Pelican Harbor, Bal Harbour Marine officers responded and assisted with the search of the subject ’s
vessel.
While patrolling the waterways, Bal Harbour Marine officers initiated a vessel stop on a Jet Ski for a No
Wake Zone violation. Bal Harbour Marine officers also issued multiple criminal citations to a male
conducting an illegal Jet Ski Rental Business.
September 2, 2022 - the BSO reported a low number of beach goers. In the afternoon, the BSO
conducted fishing license checks and all fishermen were in compliance. Additionally, the BSO and Bal
Harbour Marine officers assisted Surfside PD in searching for a missing 6-year-old on the beach.
September 3, 2022 - the BSO reported a high number of beach goers and conducted bicycle patrol for
high visibility on the beach and residential areas with the on-duty Sergeant. Throughout the day, the
BSO encountered numerous fishermen on the rocks, all were advised that fishing from the rocks is
prohibited. While patrolling the beach on the mule, the BSO encountered two tents on the beach and
both were removed upon request.
September 4, 2022 - The BSO reported a high number of beachgoers. In the afternoon, the BSO
conducted fishing license checks on the jetty and encountered an individual casting a line in the
swimming area. The BSO educated the individual by providing him with examples of how fishing in that
area can cause injury to swimmers and asked him to comply with that direction.
September 5, 2022 - the BSO reported a low number of beach goers. The BSO conducted fishing
license checks on the jetty and encountered Four fishermen fishing without licenses. These individuals
were asked to leave. The BSO encountered one dog on the beach. Dog was removed upon request.

Store associates from Roberto Cavalli told officers that during an inventory audit, prior to closing, they
discovered merchandise missing. A review of in-store surveillance cameras revealed an unknown
female concealing merchandise and exiting the store wi thout paying. This case has been forwarded to
the Criminal Investigations Division for further follow-up.

A Bal Harbour officer was dispatched to a Hit and Run crash. The damages were minimal, and no injuries
were reported. Utilizing investigative means, the subject vehicle owner was located and later
responded to the police station. The driver was issued multiple citations and released on the scene.

Bal Harbour officers were dispatched to the Shops regarding a female loitering. Officers determined
the female needed services but did not meet the criteria for a Baker Act. Officers discovered that the
female wastrespassed from the St. Regis earlier in the day. Officers contacted family members who live
out of state. A thorough and coordinated effort resulted in the family providing funds for the female so
she can return home. Officers transported the female to Miami International Airport and worked with
airline personnel to ensure she safely returned to her home state.

Units were summoned to the Sea View Hotel regarding a fire alarm. Officers and hotel staff discovered
that a sprinkler accidentally activated a cause a minor flood in the unit that was unoccupied at the time.
Officers remained on the scene until Miami-Dade Fire Department deactivated the sprinkler.
