The purpose of this Letter to Council (LTC) is to transmit to you a Weekly Report from the Bal
Harbour Police Department that I requested in order to enhance the flow of communication and
transparency.

proper construction. Since the owner is actively working with the Building Department, no other code
enforcement action was taken.
CEOs patrolling the 200 Block of Bal Bay Drive discovered sand/debris on the roadway in violation of
NPDES protocols. The contractor was directed to clean the debris and the property owners were issued
a code violation warning informing them of the deficiency.
Criminal Investigations
The Criminal Investigations Division (CID) is assisting police administrators by conducting a background
investigation of an applicant for the position of police reserve officer. As the applicant progresses
through the process, investigators ensure each requirement is met and the applicant meets Bal Harbour
Police standards.
Detectives continue their investigation into a fraudulent medical loan obtained using the identity of a
Village resident. Detectives reviewed video footage and interviewed staff at the dental office to develop
a viable suspect. The investigation continues as detectives work to link the suspect to the fraudulent
transaction.
The CID is investigating a theft of property from a cabana at a beachside hotel. The suspect entered the
property and was confronted by a hotel employee. The suspect battered the employee before fleeing
the scene. Detectives are working with other agencies in an attempt to identify the suspect.
A Village resident reported suspicious activity on a brokerage account. The victim contacted the
brokerage firm and confirmed the activity. The account was closed and all access codes were changed
to prevent further intrusion. Detectives are working with the victim to determine if a loss occurred and
develop a possible suspect.

Marine Patrol:
During the week, the Marine officer and the BSO paired up and conducted bike patrols of the beach,
hardpack, jetty and the municipal parking during the morning and early afternoon.
Additionally, while the patrolling the intercoastal waterways, Bal Harbour marine encountered two
vessels playing loud music directly behind 220 Bal Bay Drive. The music was lowered upon request and
vessels left the area.
The Marine officers also encountered a vessel that was anchored in a prohibited zone. During the course
of the stop officers discovered one of the occupants may have a pending arrest warrant. Further
investigation revealed it was a non -criminal infraction and the occupant was released without further
incident.

Heavy rains and lightning strikes affected the Village during the day and the overnight hours. Once the
weather cleared, officers conducted a check of the Village to assess any damages or flooding. No issues
were reported.

The crane being used on the Bal Harbour Shops Parking garage site was in the process of lowering a
container. The winds suddenly picked up and the container made contact with the temporary trailer
located by Village Hall. The container broke a window on the eastside wall of the trailer. No other
damage or injuries were reported.
