Hosted by the Hebrew Academy, the meet brought track teams from several area schools to participate in a 5K run from the Jetty to about 94th Street. CEOs assisted with parking in the North Lot. Code Enforcement Officers patrolling the area of the Bal Harbour Shops early in the morning heard excessive noise originating from the parking garage construction site. CEOs attempted to contact site supervisors to stop the noise, but none were readily available. After several failed attempts to stop the noise, CEOs issued the site a Code Violation Notice and issued the appropriate fine. The Code Enforcement Unit notified the mall’s construction managers and informed them of the violation. CEOs found a new landscaping company working in the Village as evening approached. CEOs met with the landscaping crew and explained the Village ordinance pertaining to noise before and after certain hours of the day. The crew understood the restrictions and CEOs cleared the call with a verbal warning. Criminal Investigations The Criminal Investigations Division (CID) is investigating a check fraud case involving a Village resident. The case involves multiple transactions against the victim’s account. Detectives are working with bank investigators to determine where the transactions occurred and the extent of the loss. Detectives are working with neighboring police agencies to identify the suspect involved in a retail theft at the Bal Harbour Shops. The suspect took a purse valued at over $11,000.00 from a store display. Video footage captured the suspect’s actions, but he was masked at the time of the theft. Detectives believe this may be the same suspect involved in similar thefts at other malls in the area. Detectives participated in recertification training for continued use of the Florida Crime Information Center and the National Crime Information Center databases. The FCIC/NCIC databases provide arrest records and other investigative information. They are highly audited and restricted for law enforcement use only. The CID is investigating the theft of an electric scooter from the Bal Harbour Shops. The owner locked the scooter in a bike rack and went to work. She returned to find her scooter missing. Video footage captured a male suspect cutting the scooter’s cable and riding away on the scooter. Detectives are working to identify the suspect. Marine Patrol / Beach Safety Officer Details Stops Citations Warnings Arrests Reports AOA Contacts 13 00 09 00 00 00 74 Remarks Marine Patrol: Marine Patrol Officer encountered four vessels playing loud music. The music was lowered upon request. Marine Patrol Officer conducted road patrol until 2pm and conducted a night time marine patrol detail until 10 pm . During this detail, Marine Patrol Officer encountered four vessels pl aying loud music. The music was lowered upon request . Marine Patrol Officer assisted with a special detail (5K) on the beach. Beach Safety Detail Activity: BSO reported a low number of beach goers during the weekend. The Bal Harbour Village area experienced inclement weather throughout the weekend. The BSO deployed several new ResQ discs along the beach in designated areas. The BSO attended the beach clean-up event hosted by Plastic Fisherman, as part of International Coastal Cleanup Day. In the afternoon, the BSO conducted fishing license checks on the jetty and all fishermen were in compliance. The BSO encountered one dog on the beach , which was removed upon request. BSO conducted a night time Marine Patrol Detail and patrolled both beachside and Biscayne Bay waters as well. Summary of Noteworthy Calls for Service Sep t emb er 16 , 2022 Fraud 9700 Collins Avenue The reporter told officers he noticed several unauthorized transactions on his bank account. Several checks were cashed without consent and the reporter provided a signed affidavit of “unauthorized use.” This case has been forwarded to the Criminal Investigations Division for further follow-up. Sep t emb er 16 , 2022 Arrest 99 00 Block of Collins Avenue Officers were conducting traffic enforcement and initiated a traffic stop along Collins Avenue. During the traffic stop investigation, officers discovered the driver did not have a valid driver’s license. Additionally, a computer check revealed the driver had an active arrest warrant for a similar traffic infraction. The driver was placed under arrest and transported to jail without fu rther incident. Sep t emb er 16, 2022 Tresp ass War n ing 9700 Collins Ave The Bal Harbour Shops security office requested police presence when an employee became aggressive after being terminated. Officers responded and restored order. No one was injured and no crime occurred. Officers witnessed the issuance of a trespass warning against the subject and escorted him off the property without incident. Sep t emb er 18 , 2022 Bak er Act 9700 Collins Avenue Officers responded to a disturbance occurring in front of the Carpaccio restaurant. Upon arriving, the officer encountered a female yelling obscenities and seemingly experiencing a mental crisis. The female was detained and transported to the hospital for fu rther evaluation and treatment. Sep t emb er 18 , 2022 Arrest 300 Block of 96 th St reet Officers conducted a traffic stop along 96th Street. During the course of the traffic investigation a computer check revealed the driver had an active arrest warrant. The driver was placed under arrest and transported to jail without further incident. Sep t emb er 19 , 2022 5k Race 10200 Block of Collins Avenue Officers assisted the Hebrew Academy with a 5k race that began in the N orth Lot and traversed south along the hardpack to 92nd Street. The runners then made their way back to the finish lin e. One runner fell and sustained a shoulder injury, who was treated and released on scene. Sep t emb er 21 , 2022 Assist Cit izen Gat ed Comm unit y While patrolling the gated residential community, a Bal Harbour police officer discovered a female walking in the neighborhood. The female appeared lost and disoriented. The investigation revealed that the female had just been released from a medical facility and was trying to find her way home. Officers contacted relatives and reunited the female with the mother. Completed by: Raleigh Flowers, Jr., Chief of Police Date: September 23, 2022 Sep t emb er 22 , 2022 Thef t 9700 Collins Avenue A Bal Harbour Shops employee discovered that her scooter had been stolen from the bike rack near Neiman Marcus. A flyer with a photograph of the actual offender, who was captured on CCTV, was disseminated . Sep t emb er 22 , 2022 Traf f ic Incid ent 300 Block of 96 St reet While conducting traffic enforcement, a Bal Harbour police officer initiated a traffic stop. The investigation revealed the driver did not have a valid driver’s license and the State of Florida had issued a seize t ag order. The driver was cited and the tag was impounded. Sep t emb er 22, 2022 Thef t 9700 Collins Avenue A st ore employee requested police after discovering that a purse had been stolen. The report was delayed until management reviewed the CCTV which confirmed the theft. Subject information was forwarded to our Criminal Investigations Division.
