This one day bicycle race is sponsored by AMBUCS Savannah and is scheduled to take place April 30, 2013. Your proposed site plan for the 2013 Tybee Speed Week Event includes a Start/Finish Line constructed over The Strand,just north of Silver Avenue. Additionally,you propose to construct a temporary 10' x 14' stage and install three 10'x10' tents in the vicinity of the Start/Finish Line. The attached site plan also illustrates the installation of temporary fencing not more than 48"in height along both sides of The Strand. Six(6)directional light towers are planned for use during the event. Two of the light towers will be located on the Strand facing landward and they will be illuminated from approximately 7:30-9:30 PM.The entire event will be set-up landward of the sand dunes. Set-up will begin at 12 PM on April 30. Set removal will begin after completion of the race and be completed no later 11 PM,April 30. This proposal does not include the use of any motor vehicles on the beach. The Department authorizes the proposed one day event as outlined in the attached site plan. No heavy equipment is authorized in connection with this project. The entire set up must be located landward of the dunes. All man-made debris (trash)must be removed from the State's Jurisdictional Area and disposed of properly. This Letter of Permission is not meant to exempt the above referenced activity from future environmental laws and is always subject to the use and enjoyment of the waterways by the public.No construction materials or debris may be placed, disposed of, or stored in jurisdictional areas. The Department will inspect the States' Shore jurisdictional area to assure that the area is maintained in its natural topographic and vegetative state. Any incidental impacts to the beach, dunes or dune vegetation must be restored to pre-project vegetated and topographic conditions. Six (6) directional light towers are planned for use during the event. Two of the light towers will be located on the Strand facing landward and they will be illuminated from approximately 7:30 - 9:30 PM. The entire event will be set-up landward of the sand dunes. Set-up will begin at 12 PM on April 30. Set removal will begin after completion of the race and be completed no later 11 PM, April 30. This proposal does not include the use of any motor vehicles on the beach. The Department authorizes the proposed one day event as outlined in the attached site plan. No heavy equipment is authorized in connection with this project. The entire set up must be located landward of the dunes. All man-made debris (trash) must be removed from the State's Jurisdictional Area and disposed of properly. This Letter of Permission is not meant to exempt the above referenced activity from future environmental laws and is always subject to the use and enjoyment of the waterways by the public. No construction materials or debris may be placed, disposed of, or stored in jurisdictional areas. Any information regarding the field of play or athletes affecting the event and that is originating from the cycling Officials shall be relayed directly to Ravi Rajcoomar, Swagger. The information will then be conveyed to the following team. 1. Consult the crisis plan, call together the crisis management team and open line of communication. 2. Notify top USA CRITS management and refer them to the crisis plan. 3. Channel all inquiries to the designated Swagger and the USA CRITS spokesperson, and alert all personnel to follow suit without offering their own opinion or version of the issue/situation. 4. Establish a headquarters/designated point for the management team, as well as media on site to gather and receive pertinent information. This should logically be the media center on site. 5. Begin providing accurate information as quickly as it becomes available. 6. Be open to inquiries and tell the full story. If you do not know the answer to a question, offer to gather the information as quickly as possible. 7. Demonstrate as the priority concern for what is happening and for those involved. 8. Position a Swagger and USA CRITS representative to be on call 24-hours a day and stay actively involved until the media are no longer interested. Media Interviews — Due to tight deadlines, the media may ask miscellaneous USA CRITS, Swagger and USAC representatives to participate in an interview (in person or over the phone) to gain information regarding the crisis situation. All inquiries of this nature should be promptly directed to the designated spokesperson that will coordinate interviews accordingly. Media Response— USA CRITS, Swagger employees are not required to confirm nor deny media reports of any nature, and are encouraged instead to direct all inquiries to the appropriate USA CRITS, Swagger and USAC spokespeople. Visual Coverage — Due to the open nature of the cycling venue, restricting media access to a particular area will be difficult. Swagger crisis personnel will work with local authorities to activate security measures to protect the area and other people potentially involved. Confidentiality — Spectator and athlete confidentiality is critical for USA CRITS, USAC and Swagger, and it is important to understand that no personal information regarding specific people involved may be released at any time to media representatives. It will be the responsibility of the crisis management team to contact the appropriate representatives to determine what information, if any, will be distributed to the public. Management Team — Contact members of the management team, including the designated spokesperson, regarding the potential crisis onsite. Update Line— If necessary, establish a voicemail box for incoming calls that either cannot be managed in a timely manner, or for those calls specifically requesting an update on the situation. The recording should be updated each half hour with news regarding the situation and the viewpoint of USA CRITS. Messages left should be returned in order of importance (media, partners, investors, general public). 10. Race Headquarters — Develop a written statement for the personnel in the race headquarters, or other personnel who might be the first line of communication to the media or others. For example, "Regarding the current situation, we are attempting to gather as much information as possible. Once we have assessed the situation, we will make an official announcement. A specific time has not been determined for this announcement, as it will be based upon the amount of time necessary to sort through the information available. 11. Media Information Center—As mentioned earlier, an area will need to be designated as the base for delivering information to the media. This location will need to be as close to the area of the incident as possible so that the management team can also be available to authorities if necessary. 12. Tracking Action Items — Designate one Swagger employee to document all critical conversations, decisions, details, and media questions surrounding the management of the crisis situation. These notes should then be secured for a post-crisis evaluation assessing how effectively the situation was managed. It will also be helpful should a legal issue occur later. 13. Press Conferences — Determine if a press conference is necessary to communicate USA CRITS, Threshold/Tailwind Sport's key messages (or breaking news). If so, implement the press conference action plan mentioned in the crisis communications checklist. 14. Media/Message Evaluation — Continue to consult with public relations representatives throughout the crisis to determine how USA CRITS, and Swagger' messages are being received by and broadcast throughout news media, and to determine the effectiveness of messages as the situation progresses. 15. Employee Outreach — If necessary, make counseling available to USA GRITS, Swagger employees who may be directly affected by the crisis situation. 17. Media Outreach — If necessary, distribute a news release to national news outlets addressing the status of the crisis, perspective of USA CRITS and Swagger. 18. Community Outreach — Assess the need to communicate with the business community and neighborhoods surrounding the race course. Though the situation may not warrant a proactive community relations effort, it may be necessary in other cases to participate in USA CRITS- Crisis Communication Plan Prepared by Swagger 6 4/23/2013 face-to-face meetings involving USA CRITS, and Swagger management, and representatives of the community. Secondary Steps 1. Key Message Review— Revisit the key USA CRITS, and Swagger situational messages with the designated spokespeople. Identify those messages that were successful or unsuccessful, and to enhance or draft updated messages that may be necessary for future news opportunities related to the crisis situation. 2. Phone Log — Review the telephone log kept during the crisis. Identify all media contacts covering the crisis and their subsequent news coverage. This media list should be added to the existing one for the dissemination of follow-up information regarding the crisis situation. 3. Crisis Resolution—When the crisis has been officially resolved, an official announcement is made by the appointed spokespeople. In addition, race headquarters, the press center or other communication outlet personnel will be informed of the conclusion. 4. Post-Crisis Communication — The crisis management team will prepare a statement for web site visitors addressing the situation and any action items that have been implemented to deal with a similar situation in the future. If necessary, a similar message may be sent vial mail (or e-mail) to critical audiences, including business partners, investors, customers, etc. 5.
