Member DesLauriers introduced the following resolution and moved its adoption:
CITY OF MEDINA
RESOLUTION NO. 2023-27
RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR
THE HACKAMORE ROAD IMPROVEMENT PROJECT
AND ORDERING THE ADVERTISEMENT FOR BIDS
WHEREAS, on June 7, 2022, the city council passed a motion to order the final design of
the Hackamore Road Improvement Project (the “Project”) authorizing WSB and Associates, Inc.
(the “Project Engineer) to prepare plans and specifications for such Project; and
WHEREAS, the Project Engineer has prepared plans and specifications for the Project,
the improvement of Hackamore Road from 1,600 feet west of CR 116 east to the intersection of
CR 101 by reconstructing the existing pavement, road widening, installation of storm sewer, and
pedestrian mobility improvements; and
WHEREAS, on March 7, 2023, the plans and specifications were presented to the city
council for approval;
NOW, THEREFORE, BE IT RESOLVED, by the city council of the city of Medina, as follows:
1. The plans and specifications for the Hackamore Road Improvement Project dated March
7, 2023 are hereby approved.
2. The Project Engineer is directed to insert in the official paper an advertisement for bids
upon the making of such improvement under such approved plans and specifications. The
advertisements shall be published for 21 days, shall specify the work to be done, shall state
that the bids will be received electronically until 10:00 a.m. on Friday, April 7, 2023, at
which time they will be opened electronically by the Project Engineer, will then be
tabulated. and will be considered by the council at a meeting within 60 days. Any bidder
whose responsibility is questioned during the consideration of the bid will be given an
opportunity to address the council on the issue of responsibility. No bids will be considered
unless sealed and filed as set forth in the instructions to bidders in compliance with the
requirements of electronic bidding and bid security.

The motion for the adoption of the foregoing resolution was duly seconded by member
Martin and upon vote being taken thereon, the following voted in favor thereof:
Albers, Cavanaugh, DesLauriers, Reid, Martin
And the following voted against same:
None
Whereupon said resolution was declared duly passed and adopted.
