A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OPA-LOCKA, FLORIDA, IDENTIFYING ELEVATED
RAIL AS THE CITY'S PREFERRED OPTION FOR RAPID
MASS TRANSIT WITH ADDITONAL CONSIDERATION
AND CONSULTATION WITH THE CITY PRIOR TO
FINALIZING PROJECT ALIGNMENT; PROVIDING FOR
ADOPTION OF REPRESENTATIONS; INCORPORATION
OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Strategic Miami Area Rapid Transit (SMART) Plan was
developed by Miami-Dade County and the Transportation Planning Organization
(TPO) in support of the County's projected future population and employment growth,
and
WHEREAS, the SMART Plan was adopted by the TPO Governing Board on
April 21, 2016, and can be described as a comprehensive transportation plan which
advances rapid mass transit along six (6) major corridors throughout the County, and
WHEREAS, the City of Opa-locka falls within the North Corridor, which runs
North along NW 27th Avenue from NW 79th Street to County Line Road, and
WHEREAS, In 2007, under the initial mass transit study proposal there was
extensive coordination and outreach between Miami-Dade County Transit and
stakeholders throughout the City of Opa-locka, and
WHEREAS, the current SMART Plan Elevated Metrorail proposal, while
differing in alignment from the 2007 study proposal, is the option that is most closely
aligned with the initial vision for rapid mass transit along the NW 27th Avenue
corridor, and
WHEREAS, consideration and consultation with the City happens prior to
finalizing project alignment,

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA AS FOLLOWS:
Section 1. ADOPTION OF REPRESENTATIONS: The forgoing Whereas
paragraphs are hereby ratified and confirmed as being true, and the same are hereby
made a specific part of this Resolution.
Section 2. AUTHORIZATION: The City Commission of the City of Opa- locka,
Florida, hereby identifies the Elevated Metrorail option be as the preferred option
for rapid mass transit.
Section 3. EFFECTIVE DATE: This Resolution shall take effect immediately
upon adoption and is subject to the approval of the Governor or his designee.

Short Title:

Staff Summary:
The Strategic Miami Area Rapid Transit (SMART) Plan was developed by Miami-Dade County and the
Transportation Planning Organization (TPO) in support of the County's projected future population and
employment growth. The SMART Plan was adopoted by the TPO Governing Board on April 21, 2016, and

can be described as a comprehensive transportation plan which advances rapid mass transit along six (6)
major corridors throughout the County. The City of Opa-locka falls within the North Corridor, which runs
North along NW 27th Avenue from NW 79th Street to County Line Road. The North Corridor is currently
under the Project Development and Environment (PD&E) study phase which involves data collection and
analysis, identification of alternatives, collaboration with municipalities within the project corridor,
determination of costs and potential sources of funding for implementation of the project including
evaluation of criteria that allows the project to be eligible for both federal and state funding, and review of
potential impacts to the natural, social or physical environment.
BACKGROUND
There are three (3) rapid mass transit options being considered for the North Corridor as follows:
1. Curbside Bus Rapid Transit : This would involve elimination of a single traffic lane in each direction
(one north and one south) and repurposing them as dedicated bus lanes.
2. Elevated Metrorail: This option would involve placing support columns in the center of the roadway
within the median to allow elevated rail to traverse the corridor. This option is most closely aligned
with an initial proposal in 2007 to extend an elevated Metrorail line into the City of Opa-locka. The
difference being the 2007 proposal called for the project to cross back and forth between the East
and West side of NW 27th Avenue with at-grade (on the ground) rail stations; while the current
proposal runs straight down the middle of NW 27th Avenue with elevated station platforms. There
is also slight variations in terms of the number of stops and the locations of strops between the
2007 plan and the current plan iteration.
3. At-Grade Median Rail: This option would involve eliminating a travel lane in each direction and
utilizing the median as an exclusive corridor for at-grade (on the ground) rail running in each
direction.
Another alternative would be to leave the existing corridor configuration as-is and make no changes. This
is kown as the"no-build"option. There is also opportunity to make minimal changes by upgrading stations
stops and increasing service frequency through Transportation System Management and Operations or
TSMO. Like the "no-build" option, TSMO does not call for making any changes to the existing roadway
configuration.
RECOMMENDATION
Under the initial 2007 mass transit study proposal there was extensive coordination and outreach between
Miami-Dade County Transit and stakeholders throughout the City of Opa-locka. At that time, there was
general support for extension of an Elevated Metrorail that would be aligned on either the east or west side
of NW 27th Avenue dependent upon the specific section of the corridor. The Elevated Metrorail would be
complemented by at-grande station stops.
The current SMART Plan Elevated Metrorail proposal, while differing in alignment from the 2007 study
proposal, is the option that is most closely aligned with the initial vision for rapid mass transit along the NW
27' Avenue corridor. As such, it is recommended that Elevated Metrorail be identified as the preferred
option from the City's standpoint. Along with this recommendation is the request that additional review

and consideration be given to project alignment and those key development projects recently constructed
along the corridor, along with major projects currently within the City's development pipeline.
Proposed Action:
Staff has recommended approval of this legislation.

This is a request for a Resolution of the City Commission of the City of Opa-locka,
Florida identifying Elevated Rail as the City's preferred option for Rapid Mass Transit
with additional consideration and consultation with the City prior to finalizing the project
alignment; Providing for the Adoption of Representations; Providing for an effective
date.
Description/Background:

OPA-LOCKA, FLORIDA ENDORSING AND SUPPORTING THE
MIAMI-DADE TRANSPORTATION PLANNING
ORGANIZATION'S STRATEGIC MIAMI AREA RAPID TRANSIT
(SMART) PLAN AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN INTERLOCAL AGREEMENT WITH THE
MIAMI-DADE TRANSPORTATION PLANNING
ORGANIZATION FOR THE DEVELOPMENT OF AN
IMPLEMENTATION PLAN IN AN AMOUNT NOT TO EXCEED
$12,600.00, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in 2002, the electors of Miami-Dade County approved the imposition of a
one-half percent surtax with the purpose of improving, among other things,mass transit within
the County through the People's Transportation Plan(PTP);and
WHEREAS,the PTP includes rapid transit corridors to be developed throughout Miami-
Dade County;and
WHEREAS, the Miami-Dade Transportation Planning Organization (TPO), through its
Transit Solutions Committee, received and considered input from transportation partner
agencies,elected officials, and the public at large in order to designate six rapid transit corridors
as a high priority; and
WHEREAS,on February 16, 2016, the Miami-Dade TPO Governing Board unanimously
approved a policy to set as "highest priority" for this community the advancement of Rapid
Transit Corridors and transit supportive projects in Miami-Dade County;and
WHEREAS, on April 21, 2016, the Miami-Dade TPO Governing Board reviewed and
unanimously endorsed the SMART Plan;and
WHEREAS,the Mayor and City Commission of the City of Opa-Locka,Florida endorses
and supports the Miami-Dade Transportation Planning Organization's Strategic Miami Area
Rapid Transit(SMART)Plan, and
WHEREAS, the Mayor and City Commission of the City of Opa-locka, Florida
authorizes the City Manager to enter into an Interlocal agreement with the Miami-Dade
Transportation Planning Organization for the Development of an Implementation Plan in an
amount not to exceed$12,600.00 in a form acceptable to the City Attorney to be funded from the
People's Transportation Plan one half percent surtax funds,and

WHEREAS,these projects are of tremendous importance and benefit to the community
and will be transformative in its impact on public transportation.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1.RECITALS ADOPTED
The recitals to the preamble herein are incorporated by reference.
Section 2.AUTHORIZATION
The City Commission of the City Opa-Locka endorses and supports the Miami-Dade
Transportation Planning Organization's Strategic Miami Area Rapid Transit (Smart) Plan
and authorizes the City Manager to enter into an Interlocal agreement with the Miami-
Dade Transportation Planning Organization for the Development of an Implementation
Plan, in an amount not to exceed$12,600.00,in a form acceptable to the City Attorney,to
be funded from the People's Transportation Plan one half percent surtax funds.
SECTION 3.SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re-lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager, or the City Manager's designee, without need of public hearing, by filing a
corrected copy of same with the City Clerk.
Section 4.EFFECTIVEDATE
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor or his designee.
