PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR PARKER President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Larry Habschmidt; Dave Snow; Diana Pappin; Police Chief Kris and Linda Wolski; Tony Foster, Metropolitan Development; Nick Wilson; Media; and, Sergeant at Arms. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held December 15, 2014, supported by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS • Councilor Miller was presented a thank you gift for his service as President in 2014. COMMUNICATION FROM THE MAYOR • November 2014 Financials were distributed • The Street Department is prepared for the incoming snow REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 11, 2014, meeting was accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • POLICE MERIT COMMISSION — Councilor Miller moved to reappoint Dennis Hicks as recommended by Police Chief Wolski, supported by Councilor Hollis. Upon a vote viva voce, the motion carried. MISCELLANEOUS BUSINESS • The Department of Metropolitan Development distributed 2014 meeting schedules for the Richmond Advisory Plan Commission, Board of Zoning Appeals, Historic Preservation a Common Council Minutes January 5, 2015 Page 2 of 3 Commission, Richmond Redevelopment Commission and the Community and Economic Development Loan Fund. • Councilor Oler distributed 2015 Committee assignments as follows: Animal Welfare Goss Budget/Finance (audit, personnel, capital) Parker Oler Hollis Aviation Board Winget Community Services Nicholson Econ Dev Comm. Oler Econ Dev Corp Quinn Housing Authority Hollis Parks/Recreation Miller Plan Comm. Wissel Public Safety(public works, sanitation, animal welfare) Hollis Goss Winget Street Trees Quinn Tax Abatement Winget Tax Abatement Miller Wissel- Tax Abatement Chair Tax Abatement Oler Transportation Goss UEA Hollis Revolving Loan Fund Quinn Environmental Commission Nicholson Insurance Committee Quinn Oler- Backup Redevelopment Authority Parker ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 1, 2 & 3 -2015 on first reading by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. ORDINANCE NO. 1 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (J.M. Hutton) The Clerk read Ordinance No. 1 -2015 on first reading by title only. This Ordinance is a petition of J.M. Hutton for a ten year tax abatement on equipment valued at Six Hundred Forty Thousand Seven Hundred Ninety Nine Dollars and two cents ($640,799.02). Ordinance No. 1 -2015 was referred to the Tax Abatement for due diligence. Common Coundi Minutes January 5, 2015 Page 3 of 3 ORDINANCE NO. 2-2015 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR PORTIONS OF CERTAIN PARCELS FROM LIMITED COMMERCIAL DISTRICT TO GENERAL COMMERCIAL DISTRICT (1929 Chester Boulevard) The Clerk read Ordinance No. 2 -2015 on first reading by title only. This Ordinance would change a 2.213 acre portion of real estate at 1929 Chester Boulevard to General Commercial District in order to allow the new construction of a car wash and a strip mall for professional offices and retail spaces. Councilor Miller moved to amend this Ordinance to reflect General Commercial District, supported by Councilor Winget. Upon a vote viva voce, the motion carried. Ordinance No. 2 -2015 as amended was referred to the Plan Commission for public hearing on January 22, 2015 ORDINANCE NO. 3-2015 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN PARCEL FROM MEDIUM DENSITY SINGLE- FAMILY RESIDENTIAL DISTRICT TO OUTDOOR COMMERCIAL DISTRICT (3701 W National Road) The Clerk read Ordinance No. 3 -2015 on first reading by title only. This Ordinance would change real property located at 3701 National Road West to an Outdoor Commercial District to allow the entirety of the property to be zoned as an OC District and to allow the use of the lot for a small business used car sales operation. Ordinance No. 3 -2015 was referred to the Plan Commission for public hearing on January 22, 2015.
