HomeMy Public PortalAbout01-20-2015PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 20, 2015 The Common Council of the City of Richmond, Indiana met in regular session AT 7:30 pm, January 20, 2015 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR HOLLIS President Oler called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Absent was Clayton Miller. Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; John Sayre, Attorney for JM Hutton; Richard Jeffers, Owner of JM Hutton; Nick Wilson; Tracy Bosell, Street Superintendent; Tony Foster, Director of Metropolitan Development; Ron Deane; Fire Chief Jerry Purcell; Dave Snow; Dakota Collins; Police Chief Kris and Linda Wolski; Media; and, Sergeant at Arms. APPROVAL OF MINUTES Mr. Parker moved to approve the minutes of the Special Meeting for the Election of Officers and the regular meeting held January 5, 2015, supported by Mr. Winget Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • The Winter Meltdown Ice Festival will be January 28 — February 2, 2015. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the December 30, 2014 and January 8, 2015, meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS • Mr. Bosell presented the 2014 year -end report for the Street Department. MISCELLANEOUS BUSINESS None Common Council Minutes January 20, 2015 Page 2 of 3 ORDINANCES ON FIRST READING Councilor Parker moved to suspend the rules and read Ordinance Nos. 4 & 5 -2015 on first reading by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. ORDINANCE NO. 4-2015 — A GENERAL ORDINANCE CREATING CHAPTER 153 (ZONING OF FLOOD HAZARD AREAS AND FLOODPLAIN MANAGEMENT) OF THE RICHMOND CITY CODE The Clerk read Ordinance No. 4 -2015 on first reading by title only. This Ordinance would amend floodplain standards as required by the Department of Natural Resources and establish a stand -along Chapter 153 of the City Code. Ordinance No. 4 -2015 will be heard by the Richmond Plan Commission on public hearing January 22, 2015. ORDINANCE NO. 5 -2015 - A GENERAL ORDINANCE AMENDING SECTION 154 ARTICLE 5.32 OF THE UNIFIED DEVELOPMENT ORDINANCE OF THE RICHMOND CITY CODE The Clerk read Ordinance No. 5 -2015 on first reading by title only. This Ordinance would amend Chapter 154 of the City Code to not include floodplain standards. Ordinance No. 5 -2015 will be heard by the Richmond Plan Commission on public hearing January 22, 2015. ORDINANCES ON SECOND READING ORDINANCE NO. 1 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6 -1.1 -12.1 (J.M. Hutton) The Clerk read Ordinance No. 1 -2015 on second reading by title only. This Ordinance would authorize a ten year tax abatement for equipment valued at Six Hundred Forty Thousand Seven Hundred Ninety Nine Dollars and two cents ($640,799.02. Councilor Wissel moved to amend by adding Seventeen Thousand Three Hundred Dollars and zero cents for installation which would bring the new value to Six Hundred Fifty Eight Thousand Ninety Nine Dollars and two cents ($658,099.02), supported by Councilor Winget. Upon a vote viva voce, the motion passed. Council President Oler declared Amended Ordinance 1 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Amended Ordinance No. 1 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion passed. Councilor Parker moved to advance Amended Ordinance No. 1 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Amended Ordinance No. 1 -2015 on third reading by title only. Amended Ordinance No. 1 -2015 was adopted with an 8 -0 roll call vote.
