FEBRUARY 2, 2015
The Common Council of the City of Richmond, Indiana met in regular session February 2, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR GOSS
President Miller called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler
and Phil Quinn. Absent was Kelley Cruse- Nicholson.
Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk;
Dave Snow; Greg Merchanthouse; Fire Chief Jerry Purcell; Ron Deane; Dan Stamper; Bret Crawley;
Police Chief Kris and Linda Wolski; Dakota Collins; Gordon Moore; Tony Foster, Department of
Metropolitan Development; Elijah Welch, Sanitary District; Ryan Cate; Andy Commons; Sergeant at
Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held January 20, 2015, supported by Mr.
Winget. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
The Meltdown event was well received.
• 2014 year end financial statements were distributed to Council members.
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the January 22, 2015, meetings were accepted as presented.

Councilor Parker moved to suspend the rules and read Ordinance No. 6-2014 on first reading by title only,
supported by Councilor Winget. Upon a vote viva voce, the motion passed.

ORDINANCE NO. 6 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS (Solid Waste)
The Clerk read Ordinance No. 6 -2015 on first reading by title only.
This Ordinance would authorize the appropriation of Seven Hundred Twenty Thousand Nine Hundred
Twenty Nine Dollars and fifty cents ($720,929.50) to Solid Waste for Land Improvements — Cell liner.
These funds were budgeted in 2014 but not expended; therefore, are available for re- appropriation.
Councilor Wissel moved to advance Ordinance No. 6 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 6 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 6 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 6 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 6 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 6 -2015 was adopted with an 8-0 roll call vote.
ORDINANCES ON SECOND READING
ORDINANCE NO. 2-2015 —A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR PORTIONS
OF CERTAIN PARCELS FROM LIMITED COMMERCIAL DISTRICT TO GENERAL COMMERCIAL
DISTRICT (1929 Chester Boulevard)
The Clerk read Ordinance No. 2 -2015 on second reading by title only_
This Ordinance would change a 2.213 acre portion of real estate at 1929 Chester Boulevard to General
Commercial District in order to allow the new construction of a car wash and a strip mall for professional
offices and retail spaces. The Plan Commission recommended approval.
Council President Oler declared Ordinance No. 2 -2015 on second reading and public hearing. Speaking
in favor was Mr. Merchanthouse. There being no comments against the Ordinance, Councilor Quinn
moved for engrossment of Ordinance No. 2 -2015, supported by Councilor Hollis. Upon a vote viva voce,
the motion passed.
Councilor Miller moved to advance Ordinance No. 2 -2015 to third and final reading and suspend the rules
and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 2 -2015 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 3-2015 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A CERTAIN
PARCEL FROM MEDIUM DENSITY SINGLE - FAMILY RESIDENTIAL DISTRICT TO OUTDOOR
COMMERCIAL DISTRICT (3701 W National Road)
The Clerk read Ordinance No. 3-2015 on second reading by title only.

This Ordinance would change the zoning for real property located at 3701 National Road West to an
Outdoor Commercial District to allow the entirety of the property to be zoned as an OC District and to
allow the use of the lot for a small business used car sales operation. The Plan Commission
recommended approval.
Council President Oler declared Ordinance No. 3 -2015 on second reading and public hearing. Speaking
in favor was Mr. Crawley. There being no comments against the Ordinance, Councilor Miller moved for
engrossment of Ordinance No. 3 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion
passed.
Councilor Wissel moved to advance Ordinance No. 3 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 3 -2015 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 4-2015 — A GENERAL ORDINANCE CREATING CHAPTER 153 (ZONING OF
FLOOD HAZARD AREAS AND FLOODPLAIN MANAGEMENT) OF THE RICHMOND CITY CODE
The Clerk read Ordinance No. 4 -2015 on second reading by title only.
This Ordinance would amend floodplain standards as required by the Department of Natural Resources
and establish a stand -along Chapter 153 of the City Code.
Council President Oler declared Ordinance No. 4 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of Ordinance
No. 4 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Parker moved to advance Ordinance No. 4 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.

Ordinance No. 4 -2015 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 5 -2015 - A GENERAL ORDINANCE AMENDING SECTION 154 ARTICLE 5.32 OF
THE UNIFIED DEVELOPMENT ORDINANCE OF THE RICHMOND CITY CODE
The Clerk read Ordinance No. 5 -2015 on second reading by title only.
This Ordinance would amend Chapter 154 of the City Code to not include floodplain standards. The Plan
Commission recommended approval.
Council President Oler declared Ordinance No. 5 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of Ordinance
No. 5 -2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.
Councilor Miller moved to advance Ordinance No. 5 -2015 to third and final reading and suspend the rules
and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
