PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR President Miller called the meeting to order and the following business was conducted: ROLL CALL Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also in attendance were Walt Chidester, City Attorney; Sally Hutton, Mayor; Karen Chasteen, City Clerk; Assistant Fire Chief Tim Brown; Fire Chief Jerry Purcell; Dave Snow; Recycling Superintendent Dave Brown; Nick Wilson; Roseview Transit Terry Quinter; Dave Burns; Dakota Collins; Sergeant at Arms; and, Media. APPROVAL OF MINUTES Councilor Winget moved to approve the minutes of the meeting held February 2, 2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed. PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS, MOTIONS, RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Thank you to Street for their good work during recent inclement weather. • The Police Department has been extremely effective relative to criminal and drug arrests. REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the January 29, 2015, meeting were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS None MISCELLANEOUS BUSINESS None ORDINANCES ON FIRST READING Councilor Quinn moved to amend the agenda and strike ORDINANCE NO. 7 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL APPROPRIATIONS FROM CERTAIN FUNDS (GIS), supported by Councilor Miller. Upon a vote viva voce the motion carried. Councilor Parker moved to suspend the rules and read Ordinance Nos. 8, 9 & 10- 2015 on first reading by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. ORDINANCE NO. 8-2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET (Fire) The Clerk read Ordinance No. 8 -2015 on first reading by title only. This Ordinance would transfer Thirty Four Thousand Nine Hundred Fifty Six Dollars and eight cents to the Fire Department General Fund Fleet Vehicle Repair to allow the repair of a fire truck. Ordinance No. 8 -2015 was held until the March 2, 2015 meeting at which time it will be heard on second reading. ORDINANCE NO. 9 -2015 — AN APPROPRIATION ORDINANCE AUTHORING THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE AREA 9 AGENCY (Roseview) The Clerk read Ordinance No. 9 -2015 on first reading. This Ordinance would allow the submittal, acceptance and disbursement of a grant in the amount of Seventy Two Thousand Seven Hundred Twenty Eight Dollars ($72,728). If awarded, these funds shall be appropriated to fund Paratransit services. Councilor Wissel moved to advance Ordinance No. 9 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 9 -2015 on second reading by title only. Council President Oler declared Ordinance No. 9 -2015 on second reading and public hearing. There being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance No. 9 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 9 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 9 -2015 on third reading by title only. Ordinance No. 9 -2015 was adopted with a 9 -0 roll call vote. ORDINANCE NO. 10 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO RECEIVE A DONATION FROM THE COCA COLA COMPANY /NATIONAL RECYCLING COALITION (Sanitary) The Clerk read Ordinance No. 10 -2015 on first reading by title only. This Ordinance would authorize the acceptance of a donation from The Coca -Cola Company /National Recycling Coalition through The Coca -Cola Company /NCR Bin Grant Program a donation of three hundred (300) "Waste Watcher Bins (23 gallons)" to be used for recycling of bottles and cans. Councilor Miller moved to advance Ordinance No. 10 -2015 to second reading, suspend the rules and read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. There being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of Ordinance No. 10 -2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed. Councilor Wissel moved to advance Ordinance No. 10 -2015 to third and final reading and suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed. The Clerk read Ordinance No. 10 -2015 on third reading by title only. Ordinance No. 10 -2015 was adopted with a 9 -0 roll call vote. ORDINANCES ON SECOND READING None ORDINANCES ON THIRD READING None CALL FOR ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, the meeting was adjourned.
