APRIL 20, 2015
The Common Council of the City of Richmond, Indiana met in regular session, April 20, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR PARKER
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler
and Phil Quinn. Absent was Kelley Cruse - Nicholson.
Also in attendance were Kim Vessels, Assistant City Attorney; Sally Hutton, Mayor; Karen Chasteen, City
Clerk; Gary Turner; Diana Pappin; Nick Wilson; Dave Snow; Stephanie Alexander; Vivian Ashmawi,
Communities in Schools; Amy Holthouse, Chamber of Commerce; Fire 'Chief Jerry Purcell; Police Chief
Mark Connery; Howard Lamson; Alisha Estabrook, Park Department; Tony Foster, Metropolitan
Development; Media; and, Sergeant at Arms.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held April 6, 2015, supported by Councilor
Winget. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS. (MUST BE IN WRITING)
• JAMEY PAVEY — EARLHAM COLLEGE CLASS
Professor Pavey and students Vesta Davis, Jocelyn Sawyer and Tim O'Donoghue presented
an analysis of the community response to recent city initiatives in the Vaile Neighborhood,
namely Owner Occupied Rehab program and the Neighborhood Stabilization Program.
• RESOLUTION NO. 3-2016 — RESOLUTION APPROVING THE AMENDMENT OF THE
COMPREHENSIVE PLAN
This will be heard on public hearing at the April 23, 2015 Plan Commission meeting and
brought back to Council no later than June.
COMMUNICATIONS FROM THE MAYOR
• The Spring Clean Up has begun — there were many volunteers. More are needed for the rest
of the schedule.
• The newly appointed Police Chief, Mark Connery, was introduced.

• Councilor Oler announced the 22nd Annual Car Show at Ivy Tech.
ORDINANCES ON FIRST READING
ORDINANCE NO. 11-2015 - AN APPROPRIATION ORDINANCE AUTHORIZING THE CITY OF
RICHMOND TO RECEIVE DONATIONS
The Clerk read Ordinance No. 11 -2015 on first reading by title only.
This Ordinance would authorize the acceptance of donations for Richmond Parks and Recreation
Department programs and uses to be held in 2015.
Councilor Miller moved to advance Ordinance No. 11 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 11 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 11 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 11 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 11 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 11 -2015 on third reading by title only.
Ordinance No. 11 -2015 was adopted with an 8 -0 roll call vote.
ORDINANCE NO. 21 -2015 — AN APPROPRIATION ORDINANCE AMENDING THE 2015 BUDGET
(Fire)
The Clerk read Ordinance No. 21 -2015 on first reading by title only.
This Ordinance would authorize the transfer of Twenty Two Thousand Dollars and zero cents
($22,000.00) within the 2015 budget for the Fire Department from the First Response Fund to Training.
Councilor Wissel moved to advance Ordinance No. 21 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 21 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 21 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Miller moved for engrossment of Ordinance
No. 21 -2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 21 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 21 -2015 was adopted with an 8-0 roll call vote.
ORDINANCE NO. 24-2015 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY (ALLEY)
The Clerk read Ordinance No. 24 -2015 on first reading by title only.
This Ordinance would vacate a portion of South 13'" Street.
Ordinance No. 24 -2015 was referred to the Plan Commission for Public Hearing on April 23, 2015.
ORDINANCE NO. 25 -2015 - AN APPROPRIATION ORDINANCE AUTHORIZING ADDITIONAL
APPROPRIATIONS FROM CERTAIN FUNDS
The Clerk read Ordinance No. 25 -2015 on first reading by title only.
This Ordinance would authorize the donation of Twenty Five Thousand Dollars and zero cents
($25,000.00) to Communities in Schools.
Councilor Wissel moved to advance Ordinance No. 25 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 25 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 25 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Goss moved for engrossment of Ordinance
No. 25 -2015, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 25 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 25 -2015 was adopted with an 8 -0 roll call vote.
