The Common Council of the City of Richmond, Indiana met in regular session May 18, 2015 in the Council
Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR QUINN
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce tassel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Stephanie Hill
Alexander, Dave Snow; Dakota Collins; Police Chief Mark Connery; Greg Moore and Cadets from the first
Firefighter 101 class; City Controller Sandra Spencer, Park Superintendent Bill Thistlethwaite; Deana
Beaman; City Engineer Greg Steins; Planning Technician Ashlee Schultz; City Planner Sarah Mitchell;
Director of Metropolitan Development Tony Foster, Director of the Wayne County Convention and Tourism
Bureau Mary Walker, Trish McClellan, Rundell Ernst; Jason Semler, Unbaugh and Assotiates; Sergeant at
Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held May 4, 2015, supported by Councilor
Winget. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
A. RESOLUTION NO. 3-2015 — RESOLUTION APPROVING THE AMENDMENT OF THE
COMPREHENSIVE PLAN relative to Pedestrian and Bicycle Master Plan
Presented by Ms. McClellan, this Resolution would amend Section 150.07 of the City Code to be
more inclusive of future transportation development by adding a Bicycle and Pedestrian Master
Plan to the Comprehensive Plan, Chapter 10 Transportation.
Resolution will be heard again on June 1 or 15, 2015.
B. RESOLUTION NO. 42015 — A RESOLUTION OF THE RICHMOND COMMON COUNCIL
APPROVING THE ISSUANCE OF BONDS, AN AMENDING DECLARATORY RESOLUTION AND
PLAN OF THE REDEVELOPMENT COMMISSION AND AN ORDER OF THE RICHMOND PLAN
COMMISSION
Presented by Mr. Semler, this Resolution would authorize the pursuit of a Tax Increment Finance
Bond used to make additional improvements in the City's central core to compliment the investment
being made via the grants being received due to the Stellar designation.
Resolution No. 4 -2015 will be heard again on June 1, 2015.

COMMUNICATION FROM THE MAYOR
• The Neighborhood Clean Up are continuing with much success
• Salisbury Road is projected to open June 14, 2015
• The work on South "E" Street is still in process
• $2.2 million in building permits were issued in April
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the April 23 & 30, 2015, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and /or ORGANIZATIONS
A. DEPARTMENT OF PARKS AND RECREATION — Bill Thistlethwaite
Mr. Thistlethwaite addressed maintenance issues within the Park system. Deferred maintenance
is an issue and has become very costly. The Park staff will be working on a preventative
maintenance plan.
MISCELLANEOUS BUSINESS
A. WAYNE COUNTY TOURISM AND CONVENTION BUREAU BOARD:
The WCCTB Board of Governors recommended Ms. Rhonda Weller, General Manager, Hampton
Inn to fill the City's lodging appointment vacancy. This term will expire December 31, 2015.
This matter was held to allow time for additional nominations.
B. FIREFIGHTER CADETS:
Firefighter Greg Moore introduced the first class of Cadets from the High School Program

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 26 -2015 in its entirety and
Ordinance No. 27 -2015 on first reading by title only, supported by Councilor Miller. Upon a vote viva voce,
the motion passed.
ORDINANCE NO. 26 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM REID HOSPITAL
The Clerk read Ordinance No. 26 -2015 on first reading as follows:

WHEREAS, The City of Richmond, Indiana, has the option of accepting or rejecting donations for a
specific purpose; and
WHEREAS, The acceptance of a donation for a specific purpose constitutes the appropriation of such
property for the intended purpose.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, that the
following shall be accepted and gratefully acknowledged by the citizens of Richmond:
From Reid Hospital, a2001 GMC -C34 Box Truck VIN 3GDKC34G71 N108716, for use with various activities
involving the Richmond Police Department's Volunteers in Policing efforts.
Councilor Miller moved to advance Ordinance No. 26 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 26 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 26 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 26 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 26 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 26 -2015 on third reading by title only.
Ordinance No. 26 -2015 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 27 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE INDIANA DEPARTMENT OF
TRANSPORTATION (Roseview Transit)
The Clerk read Ordinance No. 27 -2015 on first reading by title only.
This Ordinance would authorize the City of Richmond to submit a grant application to the Indiana
Department of Transportation to assist with operating and capital expenses for Rose View Transit for 2016.
Councilor Wissel moved to advance Ordinance No. 27 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 27 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 27 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 27 -2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 27 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Miller. Upon a vote viva voce, the motion passed.
